The ADA specifically requires public entities with more than 50 employees that have responsibility over streets and sidewalks to conduct a self-evaluation and create a transition plan that identifies the steps needed to bring the pedestrian infrastructure under their authority into compliance. It is possible that federal funding can be withheld without a transition plan completed or underway. Notably, the Chicago Metropolitan Agency for Planning (CMAP) is considering making the initiative a perquisite for transportation construction grants (CMAQ, TAP, STP -Shared Fund). A key goal of the Village of Mount Prospect is to develop an ADA self-evaluation and transition plan. Development of such a plan is a two -fold, future -oriented document. 1 The self-evaluation portion of the plan assesses how well the Village's transportation system such as sidewalks, curb ramps, pedestrian signals and crosswalks complies with the ADA. The self-evaluation looks at existing policies and programs related to accessibility, engages with the public, and inventories transportation infrastructure to identify barriers and opportunities for improvement. The transition plan prioritizes, estimates costs, plans and drafts a schedule to make the improvements identified in the self-evaluation. It is a multi-year approach to complete a comprehensive ADA self-evaluation and transition pan. Village staff has broken down the process into four phases as described below: Phase I Tasks - to be completed with this contract • Review and update the Village's grievance procedure and ADA policies/programs • Engage the community and stakeholders • Create a GIS -based data collection program of Village assets for future Self Evaluation • Train Village staff to use the data collection program • Develop the Transition Plan framework This phase will take approximately six months to complete. It is anticipated the accomplishments of Phase I will be presented to the Transportation Safety Commission and Village Board of Trustees the first quarter 2022. Phase II Tasks - 2022 • Conduct a comprehensive inspection of Village assets including curb ramps, sidewalk segments, crosswalks, and pedestrian signals (Self Evaluation) In an effort to reduce costs, the Village plans to collect the necessary data with its own personnel utilizing the GIS -based data collection program created by the consultant. This phase will take approximately twelve months to complete. Phase III Tasks - 2023 2 • Develop the priorities, costs, plan and schedule for physical improvements • Complete the Transition Plan report This phase will require the assistance of an engineering consultant and take approximately six months to complete. Upon completion, the Transition Plan will be presented to the Transportation Safety Commission and Village Board of Trustees. Phase IV Tasks - 2024 and beyond • Implement the Transition Plan; e.g. construct/replace sidewalk, curb ramps, crosswalks, and pedestrian signals in order to be in compliance with the ADA This phase may take many years to complete based on the implementation schedule. The schedule will need to be periodically reviewed and updated in the future. At this time, the Village seeks to enter into a contract with an engineering consultant to complete the Phase I tasks including identifying Village staff to oversee and implement the Transition Plan, reviewing the Village's grievance procedure and ADA policies/programs, engaging the community and stakeholders, creating a GIS -based data collection program for Self Evaluation, training Village staff to perform the Self Evaluation, and developing the Transition Plan framework. A Request for Technical and Cost Proposals was posted on the DemandStar bidding website and eight companies were contacted directly and invited to submit a proposal. Firms were asked to submit as part of their proposal the following information: 1. Resumes of key personal 2. Related experience on similar type projects 3. Summary of the firm's approach to the project 4. A separate cost proposal KI The Village received six (6) submissions. The six (6) consulting firms' Technical Proposals were reviewed on the basis of their understanding of our goals and their methodology to accomplish the tasks. The top three (3) firms were also interviewed by Village staff. They were then rated (with a maximum score of 100 points) according to these specific categories: project understanding & technical approach, similar project experience, project team capabilities, schedule, and overall completeness of submittal. (DLZ) of Chicago, Illinois has put together a very strong project team with extensive experience developing ADA Self Evaluation and Transition Plans. They are well-informed of the latest ADA updates and have the capability to navigate the complex process to accomplish a comprehensive ADA Self Evaluation and Transition Plan. They have provided professional services to many clients around the country and in Illinois including the Illinois Department of Transportation and several nearby communities. Village staff negotiated with DLZ to assure the cost proposal has sufficient hours for each task, is reasonable in price, meets the goals and schedule of the project, puts us in a position to efficiently complete future phases, and is in the best interest of the Village. Staff supports the cost proposal submitted by DLZ. Alternatives 1. Accept proposal from DLZ Illinois for specified engineering services necessary to develop a self-evaluation and transition plan required by the Americans 4 with Disabilities Act (ADA). 2. Action at the discretion of the Village Board. It is staff's recommendation that the Village Board accept the proposal from DLZ Illinois, Inc. to provide specified engineering services to complete the Phase I tasks as described above for the ADA self-evaluation and transition plan for a not to exceed amount of $39,545.00. The content of our original submission remains valid, except as modified by the content of and attachments to this letter. The changes to the project approach and fees are based on a telephone conversation with Matt Lawrie on April 30, 2021. 4.2 FACILITY SELF-EVALUATION PLAN (add text below to this task) DLZ will work with staff to develop a comprehensive list of all facilities owned by the Village and facilities that provide Village programs and are not under Village ownership. This includes both non -ROW (buildings, parks, etc.) and ROW facilities. The goal of this effort is to quantify these facilities and allow for estimates of cost and effort involved to evaluate ADA compliance of each. For the non -ROW facilities, DLZ will develop a list of locations and provide the Village with an estimate of hours and costs to evaluate them. It is assumed this review will be a low level of detail and include a visual inspection of limited locations to confirm existing conditions. The deliverable will include the list and estimates only, though if floor plans are available and provided by the Village, DLZ will include figures identifying the areas within those facilities that are required to be included in a future facility self-evaluation (public and employee common -use areas). The primary focus of this project will be on the ROW facilities. DLZ will utilize publicly available aerial photography, available GIS information provided by the Village or obtained by DLZ, and field verification where needed to locate the following ROW facilities: • Curb ramps — DLZ will identify on aerial mapping the location of all existing curb ramps and locations where curb ramps should be provided but are missing. No detailed review of compliance of curb ramps is included, this effort is intended to enumerate the facilities to allow for estimates of effort to obtain detailed information to be provided. DLZ will work with Village staff to identify a methodology for a numbering system for all curb ramps to allow for future program management of your curb ramp network. • Pedestrian Access Routes (PAR) — DLZ will identify on aerial mapping the location of all existing PAR within the public ROW, as well as note segments that are missing and should be considered for connection based on context of each unique situation. No detailed review of PAR compliance is included. DLZ will utilize GIS or similar desktop methodology to measure the approximate total length of PAR to be evaluated. • Pedestrian Signals — DLZ will identify on aerial mapping the location of all existing pedestrian signals. The mapping will provide the location of each push button and the crossings controlled at each intersection. No detailed review of compliance with ADA/MUTCD requirements is included in this review, with the goal of the self-evaluation to provide the locations of the pedestrian signals and provide methodology for a unique numbering system for each intersection and signalized crossing for future program management. On -Street Parking — DLZ will identify on aerial mapping the location and type (parallel, perpendicular, or angled) of all regulated on -street parking, which includes all spaces that have individual spaces marked or parking that is metered. According to Village staff, no metered spaces currently exist. Note that only spaces that are individually marked are included in this evaluation; areas that have the parking/travel lane delineated with a fog line are not deemed as marked for the purposes of PROWAG. The mapping will include the locations of all spaces, including the location of existing marked accessible parking. DLZ will also meet with Village staff to discuss and demonstrate the various options for the future ROW data collection. These will include both applications on tablets and data collectors, which have been used by DLZ, our subconsultants, and clients to collect the data. The demonstrations will include set-up of the application, use in collection of data in the field, and different output formats available. 4.5 REPORT PREPARATION (add text below to this task) DLZ will add detailed information regarding the data collected as part of the 4.2 Facility Self -Evaluation Plan modifications described above to the report described in our RFP response. This will include: • Curb Ramps — Aerial mapping showing the location of all existing curb ramps and locations of missing ramps based on the presence of a PAR and no safety concerns for pedestrian crossings. Hard copy mapping will be included at a reasonable scale in the report appendix. Electronic copy of mapping will be provided for Client use. An example mapping page in Google Earth is provided in the appendix. • PAR — Aerial mapping showing the location of all existing PAR by block face, along with segments that are missing and should be considered for future construction/addition. Hard copy mapping will be provided in the report appendix. Electronic copy of mapping will be provided for Client use. A cumulative total will be provided to allow for estimation of effort involved in the future collection of detailed self-evaluation data. An example mapping page in Google Earth is provided in the appendix. • Pedestrian Signals —Aerial mapping showing the location of all existing intersections with pedestrian signals, including information about the existing conditions related to number of pushbuttons, crossing controlled at the quadrant, and a numbering system methodology developed in conjunction with Village staff will be provided. A table of this information will be included in the report appendix and be similar in format to the attached from a previous DLZ project but provide less detail due to the limited data to be collected. • On -Street Parking — The mapping will be provided in electronic format and identify the location of all marked on -street parking and existing accessible spaces. No detailed review of compliance with PROWAG requirements is included in the evaluation. DLZ will provide a figure and table for each block that provides on street parking which includes a unique numbering system and location of spaces as noted above. The figures and table will include details about each block face that provides on -street parking similar in format to the attached from a previous DLZ project. The report will include a description of the facilities included in the inventory, methods used for the inventory, quantification of all facilities, and discussion on the various options for future detailed self-evaluation. Name, address and brief history of firm. 2. Organizational chart and resumes of key personnel to be assigned to this project. 3. Related experience during the last five (5) years. 4. Description of process to accomplish the required tasks of the project. This should include: a. An understanding of the project. b. Objectives to be met as part of the project. c. Your approach to completing the project. d. The projected number of hours to complete the project broken down by task and personnel. e. A project schedule. 5. A separate, complete cost proposal broken down by task as described in the General Scope of Work. 6. Be single -sided and limited to a maximum of 40 pages, not including front and back covers, table of contents, and tabs. 29 Exhibit B General Scope of Work Agency: Village of Mount Prospect Project: ADA Self Evaluation and Transition Plan The federal legislation known as the Americans with Disabilities Act (ADA) provides comprehensive civil rights protections to persons with disabilities in the areas of employment, state and local government services, and access to public accommodations, transportation, and telecommunications. Title II of the ADA specifically applies to state and local governments, referred to as "public entities," and their programs and services. Title II Article 8 requires public entities to take several steps designed to achieve compliance. The Transition Plan used to implement compliance is to include a number of key components as required by the Act. It provides a method for local governments, such as the Village of Mount Prospect, to schedule and implement ADA required improvements to existing streets and sidewalks. A key goal of the Village of Mount Prospect for 2021 is to develop an ADA Self Evaluation and Transition Plan. At this time, the Village seeks to enter into a contract with an engineering firm to develop an ADA Self Evaluation and Transition Plan. The Plan is to meet the requirements set forth by the Americans with Disabilities Act and support applicable Federal/State/Village standards and guidelines. At a minimum, the following tasks are to be included in the scope of services. Additional tasks, at the consultant's recommendation, will be considered by the Village. 1. Become familiar with any recent changes to ADA/PROWAG requirements that would affect Plan development. 2. Become familiar with Village services, programs, policies, guidelines, plans, standards, etc. that would assist in Plan development. This would include reviewing online documents, interviewing staff, and requesting any other documents. 3. Create a Self -Evaluation Plan and schedule to identify conditions, barriers, ratings, etc. of the Village public rights-of-way. The Plan is to include a process for future evaluation of curb ramps, sidewalk segments, crosswalks, and pedestrian signals to be conducted by staff, consultant or combination of both. 4. Create an ADA Transition Plan that includes all required components including: • Identifying an ADA coordinator and person responsible for implementing the Plan • Reviewing and updating the Village's grievance procedure • Considering applicable standards and guidelines • Engaging the community • Preparing the self-evaluation • Developing the priorities, costs and schedule for physical improvements • Maintaining documentation 5. Submit a 75% progress plan and final ADA Transition Plan. 6. Attend multiple progress meetings with Village staff. 7. Make a presentation to the Village Transportation Safety Commission. 8. Make a presentation to the Village Board of Trustees for final approval. 30 Exhibit C Evaluation Process Agency: Village of Mount Prospect Project: ADA Self Evaluation and Transition Plan The Technical Proposal and Cost Proposal will be evaluated based on the following factors: • Project Understanding & Technical Approach • Similar Project Experience • Project Team Capabilities • Project Schedule • Personnel Hours & Cost Proposal • Overall Completeness of Submittal Firms selected for an interview will be contacted by the Village to arrange a date/time at the Mount Prospect Public Works Department, 1700 W. Central Road or via GoToMeeting, if necessary. The Village reserves the right to complete its selection without proceeding to an interview phase and the Village may choose to select a consultant based on information supplied in the proposal. Additionally, the Village may reject any or all proposals, alter the selection process in any lawful manner, or defer the selection process for its own convenience at any time.
