Each year, Village staff evaluates residential streets to determine a location that will benefit from street lights. This year, street light improvements are targeted for Lonnquist Boulevard between Meier Road and Busse Road. Lonnquist Boulevard is classified as a collector street. A collector is a neighborhood roadway that carries more traffic than other local streets. Within the project limits are the Early Learning Center, Holmes Junior High School, and Clearwater Park. Due to the higher traffic volume and pedestrian/bicyclist generator facilities within the project area, this segment of Lonnquist Boulevard has been designated as a high priority for street light improvements. The Village has entered into a contract with Hancock Engineering Co. to perform design and construction engineering. The engineering design services are completed and Hancock Engineering Co. will provide inspection services during construction. At this time, Village staff is seeking to enter into a construction contract. Work is 1 expected to begin in October and be completed before the end of the year pending delivery of the light poles. Funds for this project have been allocated in the 2021 budget. The scope of work will include procurement of poles and luminaires, installation of electrical wiring and equipment, construction of street light pole bases, pole erection, and installation of luminaires. The luminaires are 2,700 degrees Kelvin color temperature, "cobra" style lamps wired to discharge at approximately 5,000 lumens in mid -block locations and 7,200 lumens at intersections. This is the lowest output for this type of street light. To prevent spillover to adjacent residences, front shields will be installed on all lights. This configuration is similar to the design recently installed as part of the Randview Highlands streetlight improvement projects in 2019. The poles are 25 -foot high spun aluminum with mast arms installed at street intersections and 300 -foot mid -block intervals. A bid opening for this project was originally held July 12, 2021. Only one (1) bidder submitted a bid to perform the work for $160,960. This cost was $26,000 (20%) above the Engineer's Estimate of Cost. It is staff's opinion that the bid price submitted was too high and non-competitive. Subsequent discussions with the contractors that did not bid revealed that most firms are understaffed and have reduced capacity for bidding on new work. In addition, some contractors expressed concerns that long material delivery times could jeopardize completing the work according to the suggested schedule. However, five (5) contractors indicated that they would submit a bid if the project was rebid; allowing more time to submit a bid and lengthening the time to complete the project. Accordingly, staff modified the bid documents as indicated and the project was rebid with an August 9, 2021 bid opening. F'.T P J F:T-T Mm A Notice to Bidders was posted on the Demandstar website and Village staff contacted several local electrical contractors. Eight (8) contractors viewed the bidding documents with two (2) contractors submitting a bid. The bid opening for the Lonnquist Boulevard Street Lighting Improvements was held on August 9, 2 2021, at 1:00 PM. The bids ranged from a low of $132,011 by Utility Dynamics Corporation to a high of $169,000.00 by Lyons Electric Co., Inc. The complete bid results are: Bidder Total Bid Utility Dynamics Corporation $132,011.00 Lvons Electric Companv, Inc. $169,000.00 Engineer's Estimate of Probable Cost 1 $134,960.00 1 All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid proposal packet. All bids were checked for their accuracy and no mistakes were found. All bidders correctly signed their bids and bid bonds. A primary business focus of Utility Dynamics Corporation is street light installation. They meet the eligibility requirements of IDOT to perform street light work pursuant to the contract documents. Their clients include municipalities and private companies. They have successfully completed several street lighting projects in the Village of Mount Prospect including most recently Phase II of the Randview Highlands Street Light Improvements. Utility Dynamics was the sole bidder for the July 12, 2021 bid opening. Their re- bid price is $28,949 lower than the firm's original bid. Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated construction conflicts which results in a total recommended award of $145,211 ($132,011.00 + 13,201.00 = $145,212.00). Alternatives 1. Reject the bid received at the July 12, 2021 bid opening as non-responsive. 2. Accept lowest cost, responsive bid for the Lonnquist Boulevard Street Lighting Improvements. 3. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Village Board reject the bid for the Lonnquist KI Boulevard Streetlight Improvements Project received at the July 12, 2021 bid opening and accept the lowest responsible bid submitted by Utility Dynamics Corporation of Oswego, Illinois received at the August 9, 2021 re -bid opening in an amount not to exceed $145,212.
