COMMITTEE OF THE WHOLE MINUTES
— February 25, 2020 —

ROLL CALL— CALL TO ORDER
The meeting was called to order at 7:05 p.m. in the Village Board Room of the Village Hall,
50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included Eleni
Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli and Michael Zadel. Trustee
William Grossi was absent.
Staff present included Village Manager Michael Cassady, Assistant Village Manager Nellie
Beckner, Assistant to the Village Manager Alex Bertolucci, Fire Chief Brian Lambel and
Village Clerk Karen Agoranos.
2. APPROVAL OF MINUTES
Trustee Hoefert, seconded by Trustee Rogers moved to approve the minutes of the
Committee of the Whole meeting of February 11, 2020. The minutes were approved by
unanimous voice vote.

4. DISCUSSION ITEMS
4.1 Branding Plan
Maura EI Metennani of MECO Consultants, presented the Village of Mount Prospect's
Branding Plan. Ms. EI Metennani was hired by the Village in 2018 to assist Village staff
with drafting the Branding Plan. This plan is an action item for the Village's Communication
Plan Throughout 2019, MECO worked with Village staff and stakeholders to develop the
Branding Plan as presented.
Ms. EI Metennani began with a review of the Village's mission statement and discussed
the importance of developing a branding plan. Ms. EI Metennani reviewed branding
concepts that capture the qualities of Mount Prospect that produce positive emotional
reactions. Ms. EI Metennani solicited input by conducting interviews and hosting focus
groups with both residents and non-residents, community and business leaders. An online
survey was also utilized to gather stakeholder input. An examination of influencing factors
include socio-economic trends that affect the Village's image and direction, key economic
development areas and diversity.
Ms. EI Metennani stated the importance of knowing and understanding our different
audiences and using our brand to attract future multi -generational residents, existing
businesses and residents, developers and prospective businesses and regional visitors.
Ms. EI Metennani concluded her presentation by identifying four categories of strategy to
help implement the Village brand: Public Relations, Marketing, Economic Development
and Product Development. A discussion of the Branding Plan followed.

Board Comments:
• Branding plan is an optimistic, positive outlook that provides useful tools for next
steps.
• Great roadmap for Mount Prospect; excited for next steps.
• Captures what we already know about our community.
• Mount Prospect is known for efficient and expeditious snow removal; positive story
to highlight.
• Mount Prospect is known for nurturing a family and business friendly culture; both
are key factors in attracting young families.
• Maintaining high values is important to our community.
• Mount Prospect offers affordable housing: children who grew up here
return/remain to raise their own families.
On behalf of the Village Board, Mayor Juracek expressed appreciation to Ms. EI
Metennani and Village staff for the creation and development of the Village Branding
Plan.
Assistant Village Manager Nellie Beckner responded to questions from the Board:
• Next steps include the development and implementation of a marketing plan and
economic development action plan; these plans will provide uniformity moving
forward.
• Progress of the marketing and action plans can be added to the Envisio dashboard
for monitoring.
Ms. Beckner added staff will seek guidance form the Board for input and direction as staff
navigates the next steps.
