Emerson Street ROLL CALL— CALL TO ORDER The meeting was called to order at 7:04 p.m. in the Village Board Room of the Village Hall, 50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included William Grossi, Eleni Hatzis, Paul Hoefert, Colleen Saccotelli and Michael Zadel. Richard Rogers was absent. Staff present included Village Manager Michael Cassady, Assistant Village Manager Nellie Beckner, Assistant to the Village Manager Alex Bertolucci, Village Clerk Karen Agoranos, Director of Finance Amit Thakkar, Director of Community Development Bill Cooney, Village Engineer Jeff Wulbecker, Project Engineer Mark Lattner, Director of Human Services Julie Kane, Chief Technology and Innovation Officer Andy Schaeffer, Director of Building and Inspections Bill Schroeder, Director of Public Works Sean Dorsey, Deputy Chief of Police Mike Eterno, and Fire Chief Brian Lambel. APPROVAL OF MINUTES There were no minutes to approve. 3. CITIZENS TO BE HEARD None 4. DISCUSSION ITEMS 4.1 Chicago Metropolitan agency for Planning, "ON TO 2050" Chicago Metropolitan Agency for Planning (CMAP) outreach Principal Jane Grover presented CMAP's long-range comprehensive plan, "On to 2050." Ms. Grover provided a brief background and details of the plan. CMAP is a regional comprehensive planning organization comprising of seven counties, 284 municipalities and 8.5 million residents. "GN TO 2050" is a new long-range plan to help the northeastern Illinois region implement strategies that address transportation, housing, economic development, the environment and other quality of life issues. Ms. Grover stated the existence of CMAP is required by federal law for urban areas with more than 50,000 people receiving federal transportation funds. CMAP assists these metropolitan areas plan and allocate federal funds. In the summer of 2018, CMAP hosted an open house in Mount Prospect to engage residents and solicit input that ultimately helped shape the development of the 2050 plan. Ms. Grover displayed an illustration that depicted the flow of funds from the federal level to the state level, to CMAP then to its ultimate destination, the local governments. Ms. Grover reviewed local transportation projects who have benefitted or will benefit from federal funding and CMAP planning. Projects include the pedestrian crossing gates at Central Road and Union Pacific tracks in 2018 and the Rand -Central -Mt. Prospect Road Improvements coming in 2022. Ms. Grover stated updates and status on existing projects Committee of the Whole Page 1 of 3 01/14/2020 and future projects can be found on CMAP's online transportation improvement programs portal. Ms. Grover reviewed macro trends identified in the plan that will affect the long-term future of the region. These macro trends include climate change, rise of walkable communities, tech-enhanced/innovative transportation and inclusive growth. Ms. Grover presented information on what CMAP offers to the municipalities they serve. CMAP provides data, studies and local planning assistance to help municipalities produce more Viable, effective plans for their communities. Ms. Grover also discussed the summer Leadership Development Program that invites high school students from across the region to learn more about urban planning. Ms. Grover concluded her presentation by encouraging the Village to continue the engagement with CMAP and to utilize the invaluable resources that are available. Ms. Grover thanked the Board for the opportunity to present CMAP's plan and vision. Mayor Juracek thanked Ms. Grover for the informative presentation. Public Comment Pat Nuccio Mount Prospect resident Ms. Nuccio asked the Board to consider connecting the CMAP plan with the Greenest Region Compact. Mayor Juracek responded, stating the Village is proud of its accomplishments thus far ,but recognized there is room for improvement in this area and stated staff is working on it. 4.2 District 214 Internship Presentations Assistant Village Manager Nellie Beckner provided a brief background of the Internship program that partners the Village of Mount Prospect with District 214 to support the College and Career Pathways program. Ms. Beckner stated this partnership, called LEAP (Learning/Experience/Apprenticeship/Pathways), is designed to help District 214 students gain experience and training in real-life situations. The Village supports the program with athree-year funding plan to off -set expenses and by providing opportunities for students to experience municipal government in action. The Fall Internship program began in August 2019 and concluded in December 2019. Six students participated and completed micro -internships with four Village departments: Public Works/Engineering, Village Manager's Office, Human Services and Community Development. Ms. Beckner stated two presentations will be presented this evening from Kripa Khanal and Lester Tai who worked with the Village's Engineering Department and Julia Wojtowicz who interned with the Human Services Department. The students presented their reports and experiences to the Board and answered questions about their internships. Committee of the Whole Page 2 of 3 01/14/2020 4.3 Envisio Strategic Plan Software Discussion and 2019 Report Assistant Village Manager Nellie Beckner presented background on Envisio, a web - based software system that manages the creation, tracking, and reporting of the Village's strategic plan. Ms. Beckner provided details on the Strategic Plan Manager component of the Envisio software that allows the Village to input, monitor and track progress identified in our annual Strategic Plan. Ms. Beckner displayed examples of Envisio-generated reports to illustrate the features and benefits of its capabilities. Ms. Becker stated progress on action items have written updates and color -coded indicator bars which allow for quick review of items. Another key component is the Performance Manger. Ms. Beckner stated the Performance Manager imports, aggregates and visualizes numerical data used to measure progress on the six goals within the Strategic Plan. The data collected is categorized under specific Key Performance Indicators (KPIs). KPI topics that are tracked using this component are commercial vacancy rates, sale tax collected and Community Investment Program spending. Ms. Beckner stated Envisio also allows the Village to display the Strategic Plan to residents. Residents will have the ability to follow the progress on key initiatives and goals identified in the Strategic Plan. Board comments: • The Envisio software provides a good snapshot of our projects and is easy to navigate • Creat program for residents to learn more about projects in the Village. a.
