The Petitioner, MIG of Mount Prospect, LLC is currently constructing a bank on the
subject property. Additional proposed site improvements include a right -in, right -
out access onto Northwest Highway and a reconfigured parking lot. All aspects of
the proposed development meet the zoning code requirements except for the
amount of on-site parking stalls provided. The petitioner satisfied that
requirement by entering into an off-site parking agreement with the Village that
was approved in 2020.
The Development Code requires review and recommendation by the Planning &
Zoning Commission, and approval by the Village Board for any proposed
resubdivision of lot lines. The Subject Property consists of five parcels, and nine
parcels overall within the entire development. The Petitioner proposes to
consolidate the five lots into two lots of record. Lot one would be under ownership
by the Petitioner, and lot 2 would be Village owned. Because the existing private
alley to the west is not under Village ownership yet, no new easements can be
dedicated as part of the resubdivision. A future plat of easement and resubdivision
shall be submitted by the Petitioner to dedicate proper easements as part of the
new construction, and encompass the entire development.

Staff believes that approving the plat of resubdivision is in the best interest of the
Village, and coincides with the ongoing construction of the new Chase bank
building. Staff has reviewed the proposed plat, and found that it was prepared in
accordance with the Village's Development Code requirements.
The Planning and Zoning Commission voted to recommend approval of the plat of
easement and resubdivision by a vote of 5 - 0 at the public hearing dated July 8, 2021.
No public comment has been received by staff, written or verbal.
Alternatives
1. To approve a plat of resubdivision titled "Keljik's Resubdivision No.2", subject
to the following condition:
o A plat of easement and resubdivision be recorded with Cook County
once the private alley is owned by the Village of Mount Prospect.
2. Action at the discretion of the Village Board.
Staff Recommendation
Staff recommends that the Village Board approve a plat resubdivision titled
"Keljik's Resubdivision No. 2", which is required as part of the new Chase Bank
construction at 2 W. Northwest Highway, 6 W. Northwest Highway, 108 S. Main
Street, and 110 S. Main Street (Subject Property).

Dear Mr. Cooney,
This letter is to detail our application for PZC approval to build a new single -story 4,214 SF freestanding
retail banking center with two off-site drive -up ATMs.
The proposed JPMC development will be located at the northwest corner of IL Route 83 (Main Street) and
IL Route 14 (Northwest Highway) in downtown Mount Prospect, IL. The proposed Chase Bank building and
associated parking lot will be located on the 0.61 -acre piece of land which currently consists of a
Submarine Express restaurant, public parking lots, vacant parcels, and a public alley. Brick pavers will be
utilized in aspects of this project, including the public sidewalks, to match the aesthetics of the downtown
area.
In addition, there will be two offsite improvement areas located on Village -owned property. To the
northwest of the Chase Bank Site, public parking stalls will be added to an existing village -owned vacant
parcel. Approximately 2 blocks to the southeast of the Chase Bank Site, 2 ATMs will be installed in the
Village ROW of College Drive in addition to several public parking stalls. This section of College Drive
currently functions as a public parking lot but will be reconfigured to accommodate the ATMs.
The proposed grading at the parking lot/building pad will mimic existing site conditions and convey all
captured stormwater runoff towards the northeast. Storm sewer throughout the site will convey runoff to
a Contech CMP underground volume control facility located under the northern parking lot. Contech
systems are designed for a 75 -year design life. The underground volume control facility will outfall to the
combined sewer in Busse Avenue.
The design intent of the proposed Chase Bank is to compliment the surrounding architecture of the recent
commercial and residential developments in the downtown area. The proposed Banking Center is
comprised of smooth cast Savanna Stone (limestone color), "midnight black" brick, "platinum" brick and
aluminum composite panels along with a black anodized storefront system. All the exterior cladding
options are modern finishes and are long lasting cladding materials that will mesh well with the
development growth of the area. Additionally, the proposed floor to ceiling glazing was incorporated to
provide connectivity to the retail customers navigating the area and pedestrians traversing the adjacent
public thoroughfares.
The proposed schedule has construction commencing by November 2020 (pending regulatory approvals)
and an anticipated occupancy date of June 2021.

BACKGROUND/PROPERTY HISTORY
The Subject Property consists of a shell building under construction, which will be a future Chase Bank with
related improvements. The existing Chase Bank, located at 111 E. Busse Avenue, will be relocating to the
Subject Property.

COMPREHENSIVE PLAN DESIGNATION
The Village Comprehensive Plan designates the Subject Property as downtown mixed use. Staff believes that
approving the plat of resubdivision is in the best interest of the Village, and coincides with the ongoing
construction of the new Chase bank building. The resubdivision paves the way for future dedicated utility
and stormwater control easements. Staff has reviewed the proposed plat, and found that it was prepared in
accordance with the Village's Development Code requirements.
Staff finds that the proposed plat of resubdivision is consistent with the Village Comprehensive Plan and meets
all applicable requirements of the Village Code. Based on these findings, staff recommends that the Planning
and Zoning Commission make a motion to adopt staff's findings as the findings of the Planning and Zoning
Commission and recommend approval of the following motion:
1. "A plat of resubdivision titled Keljik's Resubdivision No.2, subject to the following condition:
a. A plat of easement and resubdivision be recorded with Cook County once the private alley is
owned by the Village of Mount Prospect."
The Village Board's decision is final for this case.

Chairman Donnelly called the meeting to order at 7:02 PM. Commissioner Fitzgerald made a motion
seconded by Commissioner Mizwicki to approve the minutes from the Planning and Zoning Commission
meeting on June 10, 2021. The minutes were approved 4-0, with Commissioner Beattie abstaining.
Chairman Donnelly introduced case, PZ -09-20 2 W. Northwest Highway, for a plat of resubdivision due
to the ongoing construction of a new Chase Bank. This case is Village Board final.
Mr. Harmon gave a brief description and explained the Subject Property as nine total lots and one
private alley. Mr. Harmon explained the private alley is currently in the court system over who owns the
alley, and eventually the alley will be owned by the Village. Because of that, only 5 lots are being
resubdivided as part of this request. Mr. Harmon further stated that once the private alley is under
Village ownership, another plat of resubdivision and subsequent easements will have to come forward
through the public process again to fully resubdivide all lots on the Subject Property. Mr. Harmon then
explained the overall site plan of the chase building for context of why the plat of resubdivision is
required.
Mr. Harmon stated that staff finds the proposed plat of resubdivision is consistent with the Village
Comprehensive Plan and meets all applicable requirements of the Village Code. Based on these findings,

staff recommends that the Planning and Zoning Commission make a motion to adopt staff's findings as
the findings of the Planning and Zoning Commission and recommend approval of the following motion:
1. "A plat of resubdivision titled I<eljik's Resubdivision No.2, subject to the following condition:
a. A plat of easement and resubdivision be recorded with Cook County once the private
alley is owned by the Village of Mount Prospect."
He stated that the Village Board's decision is final.
Commissioner Beattie asked how confident the Village is in eventually owning the private alley.
Mr. Harmon stated the Village is confident it will be resolved, and the Village will own the private alley.
Chariman Donnelly swore in Tom Szafranski, 3930 N. Park Street, Westmont, IL.
Mr. Szafranski stated his is the civil engineer for the project, and stated the utilities have been rerouted
to avoid the private alley, and is complaint with the condition listed in the staff report.
Hearing no further comments, Chairman Donnelly closed the hearing and asked for a motion.
Commissioner Fitzgerald made a motion seconded by Commissioner Szymczak to approve the following
motion:
1. "A plat of resubdivision titled I<eljik's Resubdivision No.2, subject to the following condition:
a. A plat of easement and resubdivision be recorded with Cook County once the private
alley is owned by the Village of Mount Prospect."

UPON ROLL CALL AYES: Fitzgerald, Beattie, Mizwicki, Szymczak, Donnelly

The motion was approved 5-0 with a positive recommendation to the Village Board.
Commissioner Beattie made a motion seconded by Commissioner Mizwicki and the meeting was
adjourned at 7:46 PM.

WHEREAS, MIG of Mount Prospect, LLC, (Petitioner) has requested approval of a Final Plat of
Subdivision for the purpose of consolidating five (5) lots of record into two (2) lots of record for the
property located at 2 W. Northwest Highway ("Property") as legally described as:
THAT PART OF LOT 1 AND LOT 2 IN KELJIK'S RESUBDIVISION IN MOUNT PROSPECT (RECORDED
SEPTEMBER 16, 1976 AS DOCUMENT 23639415), PART OF LOT 9 IN JOHN MEYN'S SUBDIVISION OF
PART OF BLOCK 16 OF MOUNT PROSPECT (RECORDED FEBRUARY 26, 1931 AS DOCUMENT
10851688), AND PART OF LOT A IN CORPORATE SUBDIVISION NO. 9 (RECORDED JANUARY 31, 1978

VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, A HOME RULE MUNICIPALITY, AS
FOLLOWS:
SECTION 1: That the Final Plat of Subdivision (Keljik's Resubdivision No. 2) consolidating (5) lots of
record into two (2) lots of record for property located at 2 W. Northwest Highway attached as Exhibit
"A" is subject to the following condition:
a. A plat of easement and resubdivision be recorded with Cook County once the private alley
is owned by the Village of Mount Prospect.
SECTION 2: This Resolution shall be in full force and effect from and after its passage and
approval in the manner provided by law.
