As part of the consolidation, several dedicated easements for public utilities and drainage are proposed. The parking lot improvements have substantially been completed, and the plat process that coincides with the expanded parking lot has been delayed due to the COVID-19 pandemic. The Planning and Zoning Commission voted to recommend approval of the plat of consolidation and vacation by a vote of 5 - 0 at the public hearing dated July 8, 2021 (PZ - 05 -20). No public comment have been received for this case. Alternatives 1. To approve a plat of consolidation and vacation titled "Lions Park Elementary Consolidation". 2. Council Trail (Subject Property) to expand the existing parking lot. A building permit was applied for, and issued in 2020. The parking lot expansion construction has substantially been completed. Staff is supportive of the request. As part of the consolidation, several dedicated easements for public utilities and drainage are proposed. COMPREHENSIVE PLAN DESIGNATION The Village Comprehensive Plan designates the Subject Property as single family residential. Staff believes that the proposed plat of consolidation and vacation are not detrimental to the public welfare or injurious to other property or improvements in the neighborhood. Staff reviewed the plat and found that it was prepared in accordance with the Village's Development Code requirements. Staff finds that the proposed plat of consolidation and vacation are consistent with the Village Comprehensive Plan and meets all applicable requirements of the Village Code. Based on these findings, staff recommends that the Planning and Zoning Commission make a motion to adopt staff's findings as the findings of the Planning and Zoning Commission and recommend approval of the following motion: 1. Commissioner Fitzgerald made a motion seconded by Commissioner Mizwicki to approve the minutes from the Planning and Zoning Commission meeting on June 10, 2021. The minutes were approved 4-0, with Commissioner Beattie abstaining. Chairman Donnelly introduced case, PZ -05-20 300 E. Council Trail to vacate and consolidate a portion of the Lions Park Elementary (Subject Property) to expand the existing parking lot. This case is Village Board final. Mr. Harmon gave a brief description and explained the zoning history of the Subject Property. Mr. Harmon further explained School District 57 recently acquired a former single-family residence and a portion of Moehling Drive to the West of the Subject Property to expand the parking lot. Mr. Harmon stated the consolidating of the private property and the vacating of Moehling Drive requires Village Board action. Mr. Harmon stated that the plat of consolidation and vacation will have several easements. Mr. Harmon stated Staff has reviewed the Petitioner's request to consolidate and vacate a portion of the Subject Property. Mr. Harmon stated that Staff finds that the proposal is consistent with the Village Comprehensive Plan and meets all applicable requirements of the Village Code. Staff recommends that the Planning and Zoning Commission make a motion to adopt staff's findings as the findings of the Planning and Zoning Commission and recommends approval of the following motion: 12 1. "A plat of consolidation and vacation titled "Lions Park Elementary Consolidation". He stated that the Village Board's decision is final. Mr. Kaiz, the representative for Mount Prospect School District 57, stated that the consolidation and vacation would help the school. Hearing no further comments, Chairman Donnelly closed the hearing and asked for a motion. Commissioner Beattie made a motion seconded by Commissioner Szymczak to approve the following motion: 1. "A plat of consolidation and vacation titled "Lions Park Elementary Consolidation". COUNCIL TRAIL, 205 MOEHLING DRIVE AND A PORTION OF THE MOEHLING DRIVE RIGHT-OF-WAY (LIONS PARK ELEMENTARY CONSOLIDATION) WHEREAS, Mount Prospect School District 57 (the "Petitioner"), is the owner of the real estate located at 300 E. Council Trail, 205 Moehling Drive and a portion of the Moehling Drive right-of-way, Mount Prospect, Illinois (the "Property") as legally described as: LOT 1 IN LIONS PARK SCHOOL, BEING A CONSOLIDATION OF PARTS OF THE SOUTHWEST 1/4 OF SECTION 12, TOWNSHIP 41 NORTH, RANGE 11, EAST OF THIRD PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT THEREOF RECORDED APRIL 4, 1995 AS DOCUMENT 95227811, IN COOK COUNTY, ILLINOIS.
