Emerson Street Mount Prospect, IL 50056 The following notice appeared on the meetingâ–º agenda: A note regarding in-person meetings: Those who feel comfortable in public settings are welcome to join us in-person at Village Hall. The Village adheres to COIVD-19 safety protocols established by the CDC and IDPH. Please follow the guidelines outlined below. Your cooperation is appreciated. Members of the public who plan to attend the meeting in person or who wish to speak under Citizens to be Heard or on an agenda item may do so by emailing kagoranos@mountprospect.org or by calling 847/818-5333. Well check your temperature upon arrival and masks or face coverings will be required during the length of your visit. Physical distancing protocols will also be enforced. If we reach the capacity limit for the Boardroom, you may be asked to wait in the Farley Community Room or outside the boardroom. If you wish to address the Board in-person on May 4. 2021, please notify us by emailing kagoranos@mountprospect.org by 3:00 p.m. on May 4. 2021 so we may plan accordingly while keeping everyone safe. Please include your name and address in the email along with your intent to speak under Citizens to Heard or on an agenda item. This will help us plan the flow of the meeting. To be respectful of everyone's opportunity to participate, your chance to speak may be limited in time by the Chair of the meeting (Mayor) depending on the number of participants. We also ask that you limit attendance to only those who wish to speak before the Board. The board has always recognized the need to accommodate those with disabilities Any individual who would like to attend this meeting but because of a disability or who needs some accommodation to participate will be able to address the board remotely. The same advance notice detailed above is required. You will then be provided with a communications link. Your chance to speak will be limited to 3 minutes. Those who are unable to join us live may submit comments or questions to vmo@mountprospect.org . Comments received in this manner will be summarized by the Mayor at the appropriate time during the meeting. As always, you may also join us via livestream or view the meeting on Comcast or WOW channel 17. 1. CALL TO ORDER Mayor Arlene A. Juracek called to order the regular meeting of the Village Board at 7:02 p.m. on May 4, 2021 in the Boardroom at Village Hall, 50 S. Emerson Street, Mount Prospect, IL. 1.1 Roll Call Members present upon roll call by the Village clerk: Arlene Juracek, Colleen Saccotelli, Eleni Hatzis, Michael Zadel, Paul Hoefert, Richard Rogers, and William Grossi Absent: None 1.2 Posting of colors by the Mount Prospect Police and Fire Department Honor Guard with the Pledge of Allegiance led by Mayor -elect Hoefert 1.3 Invocation - Reverend Wendy Hardin Hermann, Trinity United Methodist Church. 2, APPROVAL OF MINUTES Motion by colleen Saccotelli, second by Richard Rogers to approve the minutes of: * Joint Village Board/Finance commission Workshop - April 13, 2021 * Regular Meeting of the Village Board - April 20, 2021 Yea: Colleen Saccotelli, Eleni Hatzis, Michael Zadel, Paul Hoefert, Richard Rogers, and William Grossi Nay: None Final Resolution: Motion Passed 3, MAYORS REPORT 3.1 PROCLAMATION: Acknowledging the Contributions of Brian E. Lambel to the Village of Mount Prospect Each member of the Board shared in the reading of the proclamation honoring retired Mount Prospect Fire chief Brian Lambel. Chief Lambel expressed his heartfelt appreciation to Village leadership for the opportunity to serve Mount Prospect as Fire Chief. Chief Lambel thanked his staff, family and the Board for their support. 3.2 PROCLAMATION: Asian American and Pacific Islander Heritage Month - May 2021 Mayor Juracek read the proclamation into record that recognizes the contributions of Asian Americans and Pacific Islanders to the community of Mount Prospect. 3.3 VILLAGE "LEADING THE WAY" AWARD FOR 2020 COMMUNITY SURVEY Mayor Juracek announced the Village of Mount Prospect is the recipient of ETC Institute's "Leading the Way" award for the exemplary results of the 2020 community Survey. The award recognizes local governments that rank in the top 10% of all communities in the United States with regard to resident satisfaction with the overall quality of municipal government, customer service and the value provided for local taxes. 2 3.4 Mayor Juracek presented Village Clerk Karen Agoranos with a proclamation recognizing Municipal clerk's Week, May 2-8, 2021. 4, BOARD REMARKS Mayor Juracek expressed her deep appreciation for having had the opportunity to be involved with the Village and lead Mount Prospect as Mayor for the past eight years. She expressed gratitude to fellow retiree Trustee Michael Zadel for the opportunity to work alongside him for many years. Mayor Juracek thanked and recognized all members of the Village Board for their support and ability to work well and cohesively on behalf of the community. Mayor Juracek wished the new Board well. Mayor Juracek presented plaques of appreciation to Trustee Bill Grossi and Trustee Eleni Hatzis for their service to the community during the past four years. Trustees Zadel, Grossi and Hatzis each expressed their gratitude to the community, Village Manager Michael Cassady, staff and Board for the opportunity to serve the community of Mount Prospect. Each wished the new Board success. 5. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None. 6 CONSENT AGENDA 6.1 List of Bills - April 14, 2021 to April 27, 2021 - $2,.227,919-46 Motion by Michael Zadel, second by Eleni Hatzis to approve the consent agenda as presented. Yea: William Grossi, Eleni Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli, and Michael Zadel Nay: None Final Resolution: Motion Passed 7, OLD BUSINESS None S. ADJOURN SINE DIE Mayor Juracek adjourned the meeting sine die at 7:51 p.m. 9. ADMINISTER THE OATHS OF OFFICE TO ELECTED OFFICIALS 9.1 Village clerk Karen Agoranos administered the oaths of office to newly elected Mayor Paul Hoefert and newly elected Trustee Agostino Fil ippone, Trustee Terri Gens and Trustee Peggy Pissa rreck. 16. BOARD REMARKS Mayor Paul Hoefert thanked the residents of Mount Prospect for entrusting him with the leadership of the Village. Mayor Hoefert credited his predecessors including former Mayors Carolyn Krause and Gerald "Skip" Farley who were in attendance, with a legacy of dedicated and hard-working professionals. Mayor Hoefert stated his commitment to the 3 community. Mayor Hoefert congratulated Trustees Filippone, Gens and Pissarreck on their election and stated he looks forward to working with them on the Board. Newly elected Trustees Peggy Pissarreck, Terri Gens and Agostino Filippone each expressed their sincere gratitude to the community for allowing them to serve as their trustee on the Village Board. 11, CALL To ORDER Mayor Hoefert called the meeting to order at 8:14p.m. 11.1 Roll Call The following were present upon roll call by the Village clerk: Mayor Paul Hoefert, Trustee Agostino Filippone, Trustee Terri Gens, Trustee Peggy Pissarreck, Trustee Richard Rogers and Trustee Colleen Saccotelli. 12, MAYOR'S REPORT 12.1 Appointment to fill the Vacant Trustee seat occasioned by the election of Paul Wm. Hoefert to the office of Mayor. Mayor Hoefert presented for the Village Board's consideration, the appointment of Mr. John J. Matuszak to fill the remaining term of his office as Village Trustee. Mr. Matuszak served honorably on the Board of Trustees from 2008-2017. This term will expire in 2023. Trustee Filippone expressed his concern that other qualified candidates were not fully considered to fill this open position. For this reason, Trustee Filippone stated he plans to vote against the appointment of John Matuszak but indicated his negative vote is not indicative of Mr. Matuszak's ability to perform the duty of trustee successfully. Motion by Richard F Rogers, second by Colleen E Saccotelli to approve the appointment of John J. Matuszak to fill the unexpired term as Trustee. Yea: Terri Gens, Peggy Pissarreck, Richard Rogers, and colleen Saccotelli Nay: Agostino Filippone Final Resolution: Motion Passed Village Clerk Karen Agoranos administered the oath of Office to John J. Matuszak as Village Trustee. 12.2 APPOINTMENT TO SISTER CITIES COMMISSION Mayor Hoefert presented the appointment of Arlene and Ed Juracek to the Sister cities Commission for a term to expire May, 2025. Motion by Richard F Rogers, second by colleen E Saccotelli to approve the appointment of Arlene and Ed Juracek to the Sister Cities Commission. Yea: Agostino Filippone, John Matuszak, Terri Gens, Peggy Pissarreck, Richard Rogers, and Colleen Saccotelli Nay: None Final Resolution: Motion Passed 4 12.3 REAPPOINTMENT TO POLICE PENSION BOARD Amit Thakkar-Trustee Trustee Hoefert presented the appointment of Finance Director Amit Thakkar to the Police Pension Board for a term to expire May, 2023. Motion by Peggy Pissarreck, second by Agostino Filippone to approve the appointment of Amit Thakkar to the Police Pension Board. Yea: Agostino Filippone, John Matuszak, Terri Gens, Peggy Pissarreck, Richard Rogers, and Colleen Saccotell i Nay: None Final Resolution: Motion Passed 13, CONSENT AGENDA None 14, NEIN BUSINESS None 15, VILLAGE MANAGER'S REPORT Village Manager Michael Cassady welcomed and congratulated the new Board. 16, ANY OTHER BUSINESS Trustee Rogers and Trustee Saccotell i each welcomed the new Trustees to the Board and congratulated Mayor Hoefert. Newly appointed Trustee Matuszak thanked the Board for supporting his appointment to the Board. Trustee Filippone thanked everyone and stated he looks forward to working with staff, residents and the Board. 17, ADJOURNMENT There being no further business to conduct, Mayor Hoefert asked for a motion to adjourn. Trustee Pissarreck seconded by Trustee Rogers, motioned to adjourn the meeting. By unanimous voice vote of the Village Board, the May 4, 2021 meeting was adjourned at 8:29 p.m. Respectfully submitted, Karen M. Agoranos 5 The purpose of the workshop was to introduce the newly elected trustees and the proposed trustee appointment to key members of the Village leadership team. This was an opportunity for the Village Manager to address questions and concerns and to lay the groundwork for effecti timely matter. Mr. Cassady stated every Board member will receive the same information; if one person asks a question, the entire Board will receive the answer to keep everyone equally informed. The importance of effective, productive and transparent communication was emphasized. In response to a question,. Mr. Cassady discussed social media and print media. Mr. Cassady indicated this will be discussed further during Strategic Planning. Mayor Juracek provided insight and offered sound advice to the newly -elected officials. Mayor -elect Paul Hoefert stated his preferred method of communication is by text messaging. Mayor Juracek, Mayor -elect Paul Hoefert, Mr. Cassady and Mr. Malina answered questions from the newly elected trustees. The workshop adjourned at 8:28 p.m. Respectfully submitted, Karen M.
