III. RESTAURANT -LOUNGE LIQUOR LICENSE CLASSIFICATION
In December of last year, the staff began an analysis of
the variety of liquor license classifications currently
outlined in the Municipal Code. This matter was prompted
by a question as to when a licensee is operating as a
restaurant and when it is operating as a lounge. For
instance, a number of our establishments have restaurant
with bar licenses but if the food service portion of
their business is only secondary to the lounge business,
are they properly classified? Equally as important is
the question of a potential licensee making application
for a restaurant with a bar license and the Board
subsequently justifying the issuance of that license
because of the restaurant business and then over a period
of time the licensee changes his business orientation to
that primarily of a lounge with very little food service
available. Because of these questions, the Code Enforce-
ment Division began a tabulation of Class A and Class B
licensees to determine whether or not there were standards
in fact or trends developing. Based upon the advice
of the Village attorney, we suggest that the Board consider
some elaboration upon.the definitions within the Liquor
License Code,and consider a Class for a restaurant with
a lounge with the establishment of a standard that the
restaurant occupies a certain square footage portion of
the business at all times.

IV. PRELIMINARY 1982-1983 BUDGET
Distributed to the Board at the February 2 meeting was
the preliminary Budget together with certain documents
giving summary information. The Village Manager and
the Director of Management Services will review the
summary,statements about the Budget and general revenues.
The Public Works staff will be available at the meeting
to discuss their respective sections of the Budget. The
staff will be prepared to review pages 68-109.
