A Task Force of member communities of the Northwest
Municipal Conference has been working for sometime on
the methods and procedures whereby member communities
can design future cooperation levels with Cable TV.
Currently, two basic proposals are under study and the
Conference will be seeking direction from its member
municipalities by March 26. The first alternative,
referred to as Level 1, would be an independent
intergovernmental group whose membership would be
open to the entire Conference. The group would be
staffed by Conference personnel and fees would be
levied against the participating communities. At
this level, it is anticipated that the total program
would cost $22,200 forthe first year and Mount Prospect's
share would be $1,700. The specific objective at this
Level would be coordination in communication between
the various companies and municipalities in the
Northwest Municipal Conference with special focus
on system interconnection and overall programming.
The other alternative, referred to as Level'll, would
also provide an independent intergovernmental agency
whose membership would be limited to those communities
with the same contract and franchisee. This agency,
therefore, focuses upon communities with the same
Cable TV system. The agency could be staffed by the
Conference with costs of staffing passed on to the
member municipalities and it is estimated that the
first year's cost would be $28,750 with Mount Prospect's
share being $3,700. Enclosed are various documents
drafted to outline the objective and procedures of the
various levels.
The tendency now appears that the member municipalities
generally are supporting Level 1 in that it provides
the broadest base participation and coordination when
compared to Level 11. Eventually, in order to demonstrate
our desire to participate, we will have to adopt an
Ordinance, which is also enclosed as a draft from the
Northwest Municipal Conference.
IV. NORTHWEST MUNICIPAL CONFERENCE -TAXI CAB STUDY
Over a year ago, the Village of Mount Prospect
initiated some meetings with adjoining communities
to discuss possible taxi cab deregulation or, at
the minimum, better coordination of services and
rates for our sub -region. These purposes were
substantiated in a report prepared by the Chicago
area Transportation Study, CATS, and through a number
of presentatations attended by representatives of
CATS, the taxi cab industry, municipalities and the
Northwest Municipal Conference, it was decided to
pursue the idea on a voluntary basis with the efforts
coordinated by the Northwest Municipal Conference.
In December of 1981, the Conference prepared a proposed
Ordinance, a copy of which is enclosed. Patrick Luehring,
our Director of Health Services, has been the staff
liaison person assigned to this task and he will be
available at the meeting to discuss the salient features
of the Ordinance. The major questions to be resolved
are whether or not to join in a cooperative effort
to standardize our local. regulations on taxis and
whether or not to establish standard region -wide focus
or move to some form of fare deregulation. These
matters are presented for your review and information
only and no specific decision is required at this time.

Staff will be prepared to review with the Board the
budgets covering Community Development and the Health
Department. This will include pages 50 thru 67.
