I. CALL TO ORDER - ROLL CALL

II. ACCEPTANCE OF MINUTES OF FEBRUARY 9, 1982
III. UTILIZATION OF MELAS PARK - CENTRAL AND BUSSE
During the negotiations for a lease with the Metropolitan
Sanitary District for the retention basin located at
Central and Busse, the Board expressed a policy determination
that the facility should not be utilized in such a manner
as to create a burden upon the surrounding properties. It
was the opinion of the Board that we would limit the use
to local recreation activities and no more than one major
event per year - which is reserved for the annual 4th of
July celebration. Mr. Weeks, Director of Public Works,
has been working with the Mount Prospect and Arlington
Heights Park Districts to cover such matters as usage,
design, and maintenance. The Board should consider the
limits it will place on the activities authorized at the
Park and the mechanism to implement that policy.
Additionally, the Board may want to consider a dedication
ceremony in the spring with local officials and officials
of the Metropolitan Sanitary District.
IV. SAFETY COMMISSION
On several occasions, various Board members have raised
questions as to the membership and voting procedures of
the Safety Commission. For your review, a copy of the
Municipal Code is attached, establishing the Safety
Commission, outlining its purpose and duties. Also
attached is a brief survey of the ways surrounding
communities handle such matters. The Board may want to
consider having the Commission remain as it is, changing
the membership to provide that all voting members are
citizen advisors, or abolishing the Safety Commission.
I would recommend that if the Board changes the membership
of the Commission, that provision be added that the
Village Manager shall appoint a non-voting staff liaison
member to provide support services for the Commission.
These support services would include the coordination
of report development, routine correspondence, and
the keeping of minutes of the meetings.
V. 1982-1983 BUDGET
The staff is prepared to review the Administration and
Management Services section of the Budget which is
contained on pages 2-27.
