III. POLICE CHIEF'S REPORT
Chief Pavlock will be available at the meeting to review
for the Board his organizational objectives and restructuring
efforts for the near and long term. Earlier in the year,
the Mayor and Board of Trustees, in conjunction with the
Fire and Police Commission, reorganized the Department's
Rules and Regulations, recruitment procedures, and
disciplinary measures. Attached is a memo from Chief
Pavlock outlining the proposed changes which are aimed
at elaborating upon the existing exempt and permanent
civil service ranks within the Police Department. It is
our objective to establish major supervisory ranks consistent
with the existing policy to allow for their removal and
placement without a permanent civil service rank attachment.
IV. MUNICIPAL HEALTH AND LIFE INSURANCE
Assistant Village Manager Hedges will review with the
Committee of the Whole the most recent price quotes from
the several insurance companies submitting proposals
for the Village's self-insurance program. On Thursday,
June 3, the Finance Commission will review the proposal
documents, benefit levels and Village costs. It is our
intent if approved by the Mayor and Board of Trustees to
have the self-insurance program in place by July 1 of this
year. If the Committee of the Whole concurs with the
direction of this program, we can have a contract propoA000000
considered for formal action at the Board meeting of JTJNE
June 15.
