I. CALL TO ORDER - ROLL CALL
II. ACCEPTANCE OF MINUTES OF APRIL 27, 1982.
III. REVIEW OF HEALTH AND LIFE INSURANCE PROPOSALS
The Village's health and life insurance contract with
Connecticut General terminated April 30, 1982 and we
are currently operating on a month-to-month basis. We
have been notified that our health premiums have increased
by 191 effective May 1. Premiums for the 1981-1982
fiscal year were $294,500 and for 1982-1983, premiums
would be $350,455. Because of this significant increase,
and in order to check the competitiveness of our rates,
we have studied alternatives including self -funding
proposals. In addition, a major subject of concern to
all of our employee groups has been the level of health
insurance coverage. Therefore, in conjunction with
contract review, an Employee Committee was formed to
review coverages and recommend possible changes.
After reviewing the Committee's recommendations, and
reviewing anticipated costs, we have developed a propos
benefit package and obtained competitive quotes from
both conventional health carriers and self -funding
administrators. An analysis of these and a staff MAY
recommendation will be distributed at the Committee of
the Whole meeting on May 11.
IV. LANDLORD/TENANT ORDINANCE
At the request of the Village Board, the staff has
reviewed the landlord/tenant concept. Several alternatives
have surfaced and we request additional direction from
the Board prior to drafting a proposed Ordinance. Please
refer to the attached memorandum from Mr. Hedges. Health
Services Director Patrick Luehring will also be available
on Tuesday evening for discussion.
