I. CALL TO ORDER - ROLL CALL
II. ACCEPTANCE OF MINUTES OF JUNE 8, 1982.
III. VILLAGE FINANCES
The Board may recall that several weeks ago we adopted a
Resolution expressing our desire to participate in a
State of Illinois program to review the Village's
financial position. The State's study is modeled after
a study originally composed by the International City
Management Association and completed last year by Village
staff. The State actually constructed a computer program
and with data supplied by the Village audit and budgets,
that computer program generated the attached report.
Within that report are a number of indicators designed
to highlight trends of municipal expenditures, revenues,
and debt. The substance of the report shows that we are
in a very good debt position, expenditures are increasing
moderately and that revenues are not keeping pace with
expenditures, or inflation and, in fact, in constant
dollars, we have lost some ground. John Hedstrom will be
available at the meeting to go through the report with
the Board step by step.
The report does show that we must continue to focus our
attention on the Village revenue base. Revenues are not
keeping pace with expenditures or inflation and -we,are
becoming more dependent upon intergovernmental revenues.
We have made several significate budget adjustments over
the past several years and survey data submitted to the
Board previously demonstrates our "competitiveness" and
efficiencies when measured agaifist other communities. We
expect further budget reductions out of Washington, a
continued decline in Motor Fuel Tax receipts, and at
least for the short term, a stagnant economy, reduced
building permits, tapered growth in State Income Tax
and only marginal growth in the Sales Tax.: Because of OMMEEME
Federal tax changes, we expect, according to the Illinc-- JUNE 22,
Municipal League, dramatic reductions in the State Corl
Income Tax. Our Revenue Sharing allocation for this
current budget year.has been reduced by some $15,000.
With our -looking to place some of the Lake Michigan Water
burden on the Property Tax, together with the continuing
attitude about freezing Property Taxes or reducing assess-
ments,the Village must continue to look at alternate
revenue sources.
IV. COMMUNITY DEVELOPMENT BLOCK GRANT AUDITS
The Village is required to have a separate audit on its
Community Development Block Grants pursuant to Federal
regulations. Part of this was accomplished last year
when London Witte covered the period July 1, 1978 to
July 1, 1980. Pursuant to earlier Board directions and
their desire to bid certain services, we have taken price
uotes on this separate audit. Price quotes range from
1,800 to $3,750. The Village Manager instructed the
Director of Management Services to seek price quotes from
our current auditors, London Witte, and at least three
local firms. London Witte's price of $2-,000 maximum is
competitive with the other prices and we recommend that
they be retained.

V. FLOOD CONTROL - WATER AND SEWER ORDINANCE
For the past 18 months, the Village staff has been working
with various Federal agencies in relation to modernizing
our Flood Control Ordinance and updating the associated
official maps in order to maintain Flood Insurance
eligibility for our residents. Village Engineer Chuck
Bencic and Director of Public -Works Herbert Weeks will
be available at the meeting to review all significant
changes, the proposed Ordinance update and the generalized
areas of the community covered by Flood Insurance eligibility.
In conjunction with this Chapter of the Municipal Code,
the Public Works' Engineering staff has also updated our
Water and Sewer Ordinance to clearly state the scope of
municipal responsibility and the limits of homeowner
responsibility. The proposed Ordinance amendment defines
clearly the limits of the municipal water and sewer system
and the responsibility of the individual property owner.
