CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF JUNE 22, 1982, III, MUNICIPAL FINANCES At a previous Committee of the Whole meeting, the staff was instructed to begin preparation and final research on the establishment of a Food and Beverage Sales Tax not to exceed 1%. We have secured ordinances from cities of Decatur, Peoria and Rockford which have instituted similar taxes. The Village attorney is preparing a draft Ordinance and it will be available at the meeting. Enclosed is a memorandum from the Director of Management Services giving our most recent estimate of the revenues to be expected from the 1% tax together with some commentary on the Cigarette Tax of Evanston and the Gasoline Tax of Rosemont. the Village Manager met with the Board of Directors of the Chamber of Commerce on Thursday, July 8, to answer questions and give the rationalization of the need for the additional revenue sources. The Chamber of Commerce has been invited to attend the meeting and express their opinions. The Chamber believes that a new revenue source should be on a broad base than on just one element of the business community. IV. MUNICIPAL CONFERENCE TAXI CAB REPORT Enclosed with your Agenda is the final report and r"e"commended Ordinances prepared by the Municipal Conference Task -Force. The Village of Glenview and the City of Des Plaines have already taken action to implement the basic concept of the report and the Mayor and the Board should discuss whether or not they want to proceed with the recommendations and join the local service area, adopt joint licensing procedures and deregulate fares. Also enclosed is a letter from Mr. Robert Birks objecting to the deregulation procedures and Mr. Birks has been invited to attend the Committee of the Whole meeting. V. PUBLIC SWIMMING POOL REGULATIONS Currently, our Health Department inspects public swimming pools with the exception of those operated by the Park District and School Districts. We received this authoriza- tion from the State of Illinois through Cook County. We do not regulate beyond construction materials, or on a specific complaint basis, private swimming pools of single', family residences. Director of Health Services Patrick Luehring suggests that the Village consider adopting the State Public Swimming Pool Sanitation Rules and Regulations as a local Ordinance so that if specific enforcement is necessary, we can control that enforcement through our local court system rather than referring the matter to the County and the State. The enclosed Ordinance draft has not been reviewed by our attorney, but will be prepared by the attorney in final form should the Board conclude as a policy matter that we want to adopt this as a local Ordinance.
