CALL TO ORDER - ROLL CALL II. ACCEPTANCE OF MINUTES OF SEPTEMBER 14, 1982 III. CITIZENS TO BE HEARD IV. TAXI CAB LICENSES The Village has received inquiries from two taxi service companies seeking application for licensing and operation. These inquiries were received from American Taxi operating out of Arlington Heights and Courier 2000, Inc., through Arlington Best Cab. Enclosed with the Agenda are the letters of inquiry. Also attached is a memo from'the Village Clerk outlining the procedures specified in our Municipal Code, Chapter 11, Article 11. The Municipal Code states that subsequent to the receipt of an application, the matter should be heard at a Public Hearing held before the Public Health and Safety Committee of the Board of Trustees. The Mayor and Board may want to consider holding this Public Hearing before the Committee of the Whole and establish a target date for that formal Public Hearing. Representatives of the taxi ,,companies have been invited to attend the meeting to elaborate upon their proposed service. V. SIGN ORDINANCE In January of this year, the Mayor and Board of Trustees directed that the staff initiate research to.develop a new comprehensive Sign Ordinance. Subsequently, the Department of Community Development prepared the draft Ordinance and it was reviewed by a Sign Ordinance Subcommittee, appointed by Mayor Krause, at nine meetings from February through May. The Ordinance was then reviewed by the Planning Commission, the Downtown Business Development and Redevelopment Committee and the Zoning Board of Appeals. On September 23, after five meetings, the Zoning Board of Appeals concluded its ,review of the matter. During all of these hearings, substantial testimony was received from the sign industry,,Iocal business and citizen advisers. Attached for your review is the Sign Ordinance incorporating the suggested changes and improvements from the various committees and interests. The staff will be prepared at the October 12 Committee of the Whole meeting to"give a brief presentation as to the purposes and mechanics of the Ordinance. As presently written, we estimate that 40-50% of the existing signs in the community will be non -conforming. The Ordinance includes an amortization schedule that permits existing non -conforming signs to continue for up to eleven years from the date of the permit. Any change in any existing sign would require immediate compliance with 00001NIMM the new Ordinance. Illegal signs; i.e. ,those without— OCTOBER permits would have to come into compliance immediately 198 The Sign Ordinance does allow encroachment on the public right-of-way for the downtown business district as defined in the Comprehensive Plan. Such language was thought to be appropriate since most of those properties were developed without sufficient setbacks. The staff expects that the matter of the Sign Ordinance will take at least two Committee of the Whole meetings for discussion. VI. MANAGER'S REPORT 1. Overtime 2. Crossing Guards 3.
