CALL TO ORDER - ROLL CALL Meeting Date and Time: Tuesday, December 8, 1981 7:30 p.m. II. ACCEPTANCE OF MINUTES OF NOVEMBER 24, 1981. III. COMMUNITY PROGRAMS DIRECTED TOWARDS VANDALISM, YOUTH, AND VOLUNTEER EFFORTS The staff has been researching and compiling information for sometime regarding vandalism and the application of our Parental Responsibility Ordinance. The Village has been approached by representatives of the State's Attorney's Office with the request to disseminate to the public in general the various community services available at no cost through the State's Attorney's Office. Any effort to combat crime, whether it is vandalism, narcotics or any other acts against persons or property, requires a substantial base in public education and information. Enclosed is information from the State's Attorney's Office outlining the various community programs available to our residents and community groups. Additionally, there is a booklet describing the workings of the Juvenile Court of Cook County. Diane Markgraf is the Mount Prospect representative from the State's Atrorney's Office and also a member of our local STOP team. She will bring to the meeting another representative from the State's Attorney's Office. They are requesting that they be allowed to review the content of their programs to the Mayor and, the Board and then to initiate a program among our community and civic groups as a public information effort. Their programs appear at this time to be related to the desires of the Police Department in its attempt to improve its response to our community vandalism program. Chief Pavlock will be available at the meeting to review his memo and data (attached) governing vandalism and our Parental Responsibility Law in Mount Prospect. It is anticipated that we will not be able to conclude all discussion at this one Committee of the Whole meeting. We hope to initiate policy direction and solicit further information requests from the Mayor and the Board. Attached to Chief Pavlock's memo is correspondence and recommendations from our Village Prosecutor regarding AGUMMUMMMM amendments to the Parental Responsibility Act. The Decemb Mayor and Board may want to consider what further information and data is required, the alternative courses of action that we might want to 'consider for the forthcoming Budget, and acceptance of the Prosecutor's recommendations for amending the Parental Responsibility - Act. IV. MUNICIPALLY -OWNED PROPERTY At a recent Board of Trustees meeting, the Village accepted dedication of an industrially zoned lot at the Rauenhorst Development area. At that time, the Village was approached by MRX Realty requesting that they be the Village's representative for marketing the lot to prospective purchasers. The broker was requesting a fee of 6% for the first $50,000 of the property and 5% for the balance. In October of this year, the Village had an appraisal performed on the property and that appraisal established the value of the property at $610,000. (Appraisal attached.) The property was dedicated to the Village by Rauenhorst in lieu of an annexation fee. The Committee of the Whole should consider the followir 1. Should the Village of Mount Prospect offer this lot for sale? 2. Should the Village of Mount Prospect employ a broker to assist in the sale? 3. If the Village decides to sell the lot without a broker, should it consider using Industrial Revenue Bond financing to make the sale more attractive? In 1980, the Village, under its Home Rule Authority, adopted an Ordinance, 3047, setting forth the procedures for the sale/disposal of real property. A copy of that Ordinance is attached. The Board should further consider instructing the administration to place this Ordinance within the Municipal Code in an appropriate Section. While the Ordinance was properly adopted in 1980, it was inadvertently adopted without a Muni cipal Code reference. V. 82-83 BUDGET OVERVIEW Attached is a brief analysis of the preliminary projections for the discussions of the 1983 fiscal year Budget. It focuses primarily upon the General Fund and is presented at this time as general information.
