HomeMy WebLinkAbout3215_001In 1980, there were two competing interests vying for limited grant funds. The first was an association of northern suburban communities extending roughly from Skokie on the south to Winnetka on the north. This would have established a ready-made Police information program limited to the service of their 14 communities. A second interest developed under the sponsorship of the Illinois Law Enforcement Commission which would establish a Police management information system that would have the eventual capacity of providing service to 40 suburban communities. This latter program approached the Village of Mount Prospect as one of the three demonstration communities and we were chosen because of our size, location, and involvement with Central Dispatch. At that time, it was proposed to us that the Law Enforce- ment Commission through its grant would provide all equipment, development, and one year operational costs at no expense to the Village of Mount Prospect. Subsequent annual operating costs were projected at $13,000 a year, however, with the elimination of one of our existing systems, the net cost would be approximately $7,000 per, year. Based upon that information, I authorized the Police Department to proceed with the initial developme° stages and to continue working with the Illinois Law Vn= Enforcement Commission, We were also successful in securing the necessary grant funding to cover the demonstration project. The Illinois Law Enforcement Commission has now developed financial cost estimates and offered a contract to the municipality, however, that contract now includes a 000 a month participation cost and this participation cost exceeds our earlier estimates. Therefore, our total exposure for operational costs in the future could be as high as $23,000. If we are able to eliminate our current CRT, we couldreducethat $23,000 figure to $16,500. Additionally, if the ',00k County Board agrees to allow us to utilize their telephone line concession, we could have a further reduction to approximately $11,000. We are recommending that we continue to work with this program and if the Board concurs, the contract ought to be scheduled for a subsequent Village Board meeting for formal action.
