This matter was discussed initially at the Committee
of the Whole meeting,on October 13th, at which time
the Mayor. and Board requested additional information
and more time to consider the proposal. The Police
Information Management System (DIMS) is sponsored by
the Illinois Law Enforcement Commission (ILEO) and
is an attempt to Initiate a criminal data and management
information system for suburban Cook County munIcipali ties .
The system would allow for the immediate access to and the
exchange of certain kinds of police data through sharing
a central. computer. The concept paper and cost
estimates were distributed with the October 13th agenda
and attached for your further information Is a report
from the Chief of Police summarizing the operation of
the system, our present records system, and cost alternatives
before us.
The staff has scheduled a tour of the records section and
a representative from ILEC, Mr. Scott Levin, will also
be in attendance.
IV. PUBLICATION COSTS AND ZBA FEES

In a continuing effort to review our various expenses
and to cover the costs of operation through fees from
the interests served by that operation, the Village Clerk
and Assistant Manager have prepared an analysis of our
publication costs and ZBA fees. State Statutes permit
the Village to publish certain ordinances in pamphlet form,
as opposed tel publishing the entire ordinance In newspapers.
We currently average between $40 and $300 each on various
publications and It appears that by using the pamphlet form
of publication, we could save between $3,000 to $5,000
a year. Our costs associated with ZBA cases, excluding
labor and supplies, include notice of hearing, court
reporter, , postage, and publication of the ordinance.
Currently we are not recovering sufficient fees to cover
all of these expenses. Subsequently, between $7,000
to $10,000 per year of the General Corporate Fund goes AMpsommmonnoM
to subsidizing these ZBA fees. For your information,
we are attaching reports from the Village Clerk and November I
the Assistant Manager.
