III. FORESTRY PROGRAM REVIEW
The annual Municipal Forestry Program includes the
maintenance of trees on public right of ways, tree
trimming and reforestation. The budget for this
current year approaches $270,000 and there is significant
public impact by the operation of the program as well
as an impact upon the economic value of real estate.
While the recent bids for the reforestation program
were attractive to us, we have not been keeping pace
in replacing the number of trees that we remove during
the year. Additionally, homeowner participation is
declining even though we have reduced the proportionate
share to the homeowner (this is discretionary family
income and is probably one of the first items to go
during tight economic times). Our current Municipal
ordinance regarding the planting width and size of
replacement trees has caused us problems in the field.
As Elm trees are removed, some residents desire replace-
ments; however, as the Elms were initially planted very
close together, our ordinance does not always permit a
replacement tree. For several months now administratively,
we have been experimenting with the principle that
tree spacing should be flexible but not closer than

together and each resident should be allowed to
plant a tree in their parkway in front of their lot.
This policy experimentation has solved some of our ARONSWann
problems, but we find that we are spending a significar
amount of time discussing the matter with homeowners Septem'
and in some cases the homeowner ignores the ordinance
and plants the tree at their own location anyway.
Attached are various documents from the Department of
Public Works reviewing the entire program. Staff will
be available at the meeting to give a verbal presentation
and answer any questions you might have. The Board*
should consider maintaining the existing program
levels and ordinances or modify them in some fashion
in an attempt to meet the needs of the resident as
well as street maintenance needs.
IV. HEALTH MAINTENANCE ORGANIZATIONS
Federal law requires the Municipality to offer participation
in Health Maintenance Organizations to our.employees.
A Health Maintenance Organization offers full medical
services for a fixed fee concentrating upon preventive
medicine. This is an attempt by the Federal government
and the medical industry to contain costs. Although
there is no direct Municipal expenditure involved, it
is a modification of our current fringe benefit package
and a contract authorization will be required, therefore,
it falls within the realm of policy decisions on the
part of the Mayor and Board of Trustees.
