II. ACCEPTANCE OF MINUTES OF DECEMBER 8, 1981.
III. WELL #17 (ELMHURST ROAD AND CAMP McDONALD
On July 7, 1981, the Mayor and the Board of Trustees
authorized repairs in an amount not to exceed $75,000
for Well #17. The purpose of these repairs was to
seal off the deep aquifer and elevate the pump setting
so that Well 17 could be put on line as a major element
of our water producing system. During the fall of
1981, the work was completed by J. P. Miller and the
sealing of the lower aquifer was successful. After
the pump was reset at a higher level, production was
initially satisfactory and then rapidly declined.
Within the financial guidelines of the Mayor and the
Board, the pump was again removed from the Well for Jawasummun
examination at which time it was determined by our Janua:
consulting engineers and staff that the extreme wear
on the pump was clearly the result of either a
manufacturer's defect or improper installation by
J. P. Miller. The manufacturer, Peerless Pump Company,
has at this point denied any responsibility and the
installer, J. P. Miller, has similarly failed to
respond to their responsibilities. Subsequently,,Iin
November, the Village Manager engaged Fletcher
Engineering Company to evaluate whether or not
Well #17 is worth any further reinvestment and whether
or not its operation would have a critical effect upon
our water distribution system. Fletcher Engineering
was chosen because of their overall familiarity with
our water distribution system and the Lake Michigan
Water Project. It is their conclusion that the Well
is necessary and that we should take immediate steps
to install a high quality pump and bowl assembly at
an estimated cost of an additional $45,000. That
action would exceed the administration's current
authorization of the Mayor and Board.
Mr. James Muldowney, of Fletcher Engineering, will be
available at the meeting as well as Mr. Fabbri, of
Baxter and Woodman.
Attached are various documents relating to Well 17.
IV. FACILITIES PLAN
Pursuant to the directions of the Mayor and Board of
Trustees in the spring of 1981, the staff has completed
an analysis of our major capital facilities needs
together with a series of alternatives to address those
needs. The Facilities Plan indicates that to relieve
the space needs of both the Police and Public Works
Departments, the Bond School site on Euclid could be
acquired and the necessary improvements installed. The
Trade Services Publication site could sustain the
Public Works operation but it would be expensive and
limited in the future to use that site for both Police
and Public Works. We expect it will take some time
for the Mayor and the Board to adequately review the
entire report and reach its conclusions.
Chief Pairitz, Chairman of the Task Force, will be
available at the meeting to review the scope and
method of the analysis.
V. NORTHWEST HIGHWAY LIGHTING PROGRAM
The staff has completed the engineering plans and
specifications for the proposed Northwest Highway
Lighting project. The project includes street lighting
from Waterman to Forest along Northwest Highway, and
from Forest to Central, then Central to Mount Prospect
Road. This project has taken approximately one year
to complete because of technical problems in developing
the specifications and primarily because of significant
delays caused by the Illinois Department of Transportation
to grant State approval for this project. In recent
weeks, the State has again changed its requirements
regarding the lighting and has specified that the Village
must meet more stringent requirements for lighting
Northwest Highway. These new requirements will almost
double the cost of construction for the proposed lighting
system.
When the Staff's initial recommendations were presented
to the Public Works Committee, several decisions were
made regarding spacing and the type of lighting to be
used. The general specifications agreed upon were that
lighting would be constructed on the southside of North-
west Highway, that the lighting would be high-pressure
sodium vapor and that spacing would be approximately
165 feet from pole to pole. Since that time, the State
has changed the spacing requirement for the light" -poles
to a maximum of1100 feet to achieve the additional light
level requirements that the State feels is necessary
along this Highway. The Public Works Director and th,
Village Engineer, through many meetings, have tried b—
persuade the State to reduce these requirements, howeN%W&gU=Kuw==
they have been unsuccessful to date.
The increased costs on the project now force the
Village to make some difficult decisions regarding
funding -,the initial project as outlined at an increased
cost, developing new plans to fund a project of reduced
.size that will meet the initial monies set aside for
this project or dropping the project altogether and
considering other uses for the monies that were initially
set aside.
Attached to this Agenda are reports from the Village
Engineer regarding the different cost estimates for
doing certain segments of this project. The staff is
ready with specifications and plans to initiate what-
ever level of project the Village Board approves. The
project can begin this spring unless there is a decision
to transfer these monies to some other purpose.
