III. BUSSE-WILLE SPECIAL SERVICE DISTRICTS
Previous action on the part of the Mayor and Board of
Trustees directed that the Village proceed with the AXONMEMM
establishment of Special Service Districts to implement
the Busse -Wille development plan. The procedures for Jun(
establishing Special Service Districts require the
adoption of an Ordinance calling for a Public Hearing
so that the residents and property owners in the affected
area have an opportunity to publicly discuss the
issues and costs. Subsequent to the Public Hearing,
the property owners and residents in the District have
60 days in which to file petitions with the Village
objecting to the District. If 51% of the property
owners and residents sign petitions objecting to the
District, it cannot proceed.
At the Hearings on June 23, the Village will have its
consultant engineer, financial consultant, and staff
prepared to discuss the District procedures, scope and
detail of the project, costs of the project, and issues.
Major issues are:
1. Preliminary engineering estimates exceed
earlier projections by some $50,000. The
staff will be parpared to suggest alterna-
tives to bring the cost back to earlier
projection.
2. Driveway realignment for Dunkin Donuts
will involve disposition of some public
right-of-way.
3. Wille Street will be made one way north-
bound.
4. The proposed lot on the northeast corner
of Busse and Wille will require the public
expenditure on private property.

IV. MOTOR FUEL TAX STATUS REPORTS
The Budget as Proposed for fiscal year 1982 anticipated
a beginning Fund balance of $453,642, receipts of
$782,000, expenditures Of O10,000 and an estimated
Fund balance at the end of the year of $325,642. That
revenue and expenditure pattern did not anticipate any
expenditure for Busse -Wille since at the time of the
Budget preparation and adoption, the Village had not
made a Policy decision to proceed with that project.
Depending upon the outcome of the Public Hearings and
the subsequent Petition period, the Board will have to
decide formally as to its source of funds for its share
of the Project expense. The staff is recommending that
we use Community Development Block Grants and Motor
Fuel Tax revenues for our share. Attached is an
analysis from the Department of Management Services
showing current fund status and projected transactions
for the remaining fiscal year.

V. TREE FARM ESTATES
The Board may recall that this subdivision was not
completed by the initial developer and the residents
in the area, prospective purchasers and the Village
inherited numerous problems. With the assistance of
the financial institutions, arrangements have been made
satisfactory to the Village for completion and/or repair
of the public improvements. A matter that remained
outstanding was the quality and quantity of the water
detention facilities. You may recall that the original
design of the subdivision spread the detention facilities
across numerous backyards severely restricting the
use of some yards. Sometime ago, the Village agreed
to explore the Possibility of redesigning those facilities
and through negotiations with the Metropolitan Sanitary
District, we are prepared to propose some moderate%�
changes. Unfortunately, the changes that can be allowed
will not affect all the properties and some rear yard
detention Must remain. Essentially, the Board should

co ider acceptance of the redesign, the methods to vacate
those drainage easements, and the question of what kinds
of structures or plantings will be allowed in the
remaining detention/drainage areas. The Board may want
to consider, after reviewing this situation, that the
staff be instructed to meet with the residents in the
area to explain the proposed changes and receive
their comments. The Public Works and Engineering staff
will be available at the meeting.
