Recently, Gov. JB Pritzker proposed in his budget address for State Fiscal Year 2022 a further 10% reduction in Local Government Distributive Fund (LGDF) distributions. The estimated loss in revenue to the Village of Mount Prospect is $596,975 from the General Fund. Staff is recommending approval of the attached resolution supporting restoration of LGDF revenue to help raise awareness of this issue with Village residents, business and the local press. LGDF is a state and local funding partnership instituted as part of the establishment of the State income tax in 1969. Rather than collect a local income tax to fund municipal budgets, the State of Illinois agreed in 1969 to allocate 10% of the state-wide income tax collected from Illinois residents towards funding local cities, towns and villages. This funding is called the LGDF. Municipalities and counties currently receive a percentage of total state income tax revenues through this fund on a per capita basis. LGDF revenue helps local governments fund essential services and programs such as public safety, general operations and infrastructure construction and repair. This shared revenue also reduces the amount of revenue local governments must collect through local taxes. LGDF is a direct return of taxpayers' dollars to their 1 communities. A review of LGDF distributions shows that local percentage share of the state income tax distributed through LGDF funding has already been reduced over the years. The state has used LGDF revenues to assist in responding to their fiscal challenges; however, this has prevented local governments throughout the state from receiving billions of dollars in shared revenue. • Until January 2011, 10% of total income tax collections was dedicated to LGDF for distribution to municipalities and counties. Following a temporary increase in state income tax rates in 2011, the percentage of tax revenue allocated to LGDF for distribution to local counties and municipalities declined to 6%. • In January 2015, the local share of the state income tax increased to 8% when the higher income tax rates reduced according to a predetermined schedule established by law. The state income tax was permanently increased in 2017 and the local government share was reduced to 5.45% for individual income tax collections and 6.16% for corporate income tax collections for State Fiscal Year (SFY) 2018. • The LGDF share was slightly increased within the SFY 2021 state budget and is presently 6.06% for individual income tax collections and 6.845% for corporate income tax collections. This is significantly below the 10% share received by counties and municipalities prior to January 2011. • In addition, the income tax increases of 2011 and 2017 did not increase revenues for municipalities because the state kept the additional revenues raised through higher taxes. Now, Gov. JB Pritzker proposed for SFY 2022 a further 10% reduction in LGDF distributions. In Mount Prospect, the LGDF makes up about 9% of the Village's General Fund. LGDF revenue (Jun '20 - Jul `21) is currently budgeted at $5,969,745. If the state cuts LGDF distribution by 10%, it equals to an annual reduction of $596,975 of revenue for a total of $5,372,771. This could equate to a 2.7% increase in property taxes to replace the lost revenue based on 2022 budget forecast. Director of Finance Amit Thakkar's State Income Tax Revenue (LGDF) Analysis is attached and provides a review of LGDF revenues between 2010 and 2022 Proposed. The proposed 10% cut in income tax revenue allocated to local governments through LGDF may become effective as soon as July 1, 2021. 2 Alternatives 1. Approve a resolution supporting restoration of Local Government Distributive Fund (LGDF) Revenue. 2. Discretion of the Village Board. A RESOLUTION SUPPORTING RESTORATION OF LGDF REVENUE WHEREAS, municipalities across the State of Illinois provide essential services to their residents that include public safety support, transportation and infrastructure improvements and community health services along with many others; and WHEREAS, the State of Illinois has maintained a long -held agreement with municipalities to support and invest in these local services through the Local Government Distributive Fund (LGDF), which includes the collection and distribution of tax revenues on behalf of municipalities; and WHEREAS, since the state income tax was adopted in 1969, state government has shared a percentage of total income tax collections through the LGDF with municipalities on a per capita basis in lieu of a local income tax; and WHEREAS, these shared revenues have been significantly reduced by the State since 2011 from 10% to now 6.06°/x; and WHEREAS, municipalities depend on LGDF dollars, which account between 10 and 20 percent of a municipality's operating budget, to lessen the burden on taxpayers and reduce the reliance on property taxes; and WHEREAS, Governor JB Pritzker has proposed that the Fiscal Year 2022 state budget include a further 10% reduction in the amount of LGDF revenue distributed to local governments; and WHEREAS, this revenue reduction has been proposed at a time when municipalities are continuing to spend additional funds on COVID-19 emergency response; and WHEREAS, in addition to LGDF cuts over the years, the State has also reduced municipalities' share of the personal property replacement tax and increased sales tax collection fees while cities and villages have had to fund skyrocketing pension costs, which account for substantial budget increases each year; and WHEREAS, those municipalities with fewer revenue sources, such as retail businesses with higher equalized assessed values on property, suffer the most and will be forced to explore increasing property taxes or cutting services amid further LDGF reductions. NOW THEREFORE BE IT ORDAINED/RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Board of Trustees urges the General Assembly and the Governor to restore LGDF payments to the promised 10% rate so municipalities across Illinois may provide basic levels of service and lessen the reliance on property taxes. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage 5 and approval in the manner provided by law.
