OLD BUSINESS A. lst reading of AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC CODE) OF THE VILLAGE CODE This Ordinance removes the two hour parking restriction for the east side of Emerson, between Prospect Avenue and Milburn, as well as the north side of Evergreen, between Main and Wille Streets, and provides for those areas to be four hour parking areas. (Exhibit D) B. ZBA 2-A-84, Text Amendi-,ient 1st reading of AN ORDINANCE AMENDING CHAPTER 14 ENTITLED "ZONfNG" OF THE VILLAGE CODE TO CREATE A NEW ZONING DISTRICT This Ordinance creates an Office-Rescarch zoning District, as well as establishing the standards for the district. The Zoning Board of Appeals voted 5-1 to approve this case. (Exhibit E) C. Recommendation of the Safety Corrij-,lissiorl Upon reviewing the request submitted by the Administratiou of St. Raymond School to change certain traffic regulations, the Safety Commission recommends the following: 1. By a vote of 4-1 the Safety Commission recommends prohibiting southbound traffic on Elmhurst Avenue between Lincoln & Milburn during the hours students arrive & depart (8:15 AM - 8:45 AM and 2:30 PM - 3 PM) 2. To retain the existing 2 hour parking regulations on the south side of Milburn and the east side of I -Oka, and to enforce these regulations. X. VILLAGE MANAGER' ,S REPORT A. Police Labor Contract As noted when the original contract was signed in 1983, the Grievance Procedure was being amended. This amendment has been accomplished and meets with the approval of all concerned. B. Communications system financing (computer -aided - dispatch) C. Special Counsel, Citizens Utilities Rate Increase D. Request for waiver of bids in order to purchase a portable telemetry radio for the Fire Department, which is specialized equipment. E. Status Report XI. NEW BUSINESS A. ZBA 7-Z-84, 801 Edgewood. The petitioner is requesting a zoning change from .R -X to R-1 in order to subdivide one large lot into two ' lots and to build a single family home on the one vacant lot. The Zoning Board cE Appeals recommended approval of this request by a vote of 5-0. B. A RESOLUTION APPROVING THE FISCAL YEAR 4.984 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT PROGRAM A Public Hearing was held before the Plan Commission on this subject with the Resolution containing their findings. (Exhibit F) C. A RESOLUTTON APPROPRIATING MOTOR FUEL TAX FUNDS This Resolution appropriates MFT funds for the improvement of Prospect Avenue, between Main Street and Emerson Street. (Exhibit G) D. A RESOLUTION REGARDING PROJECT PERFORMANCE STANDARDS This Resolution, as required, ensures the Village's co-operation in Sewer Rehabilitation, Step 3, Grant Application. (Exhibit H) XII. ANY OTTER, BUSINESS A. Request to create an easement immediately north of St. Emily's Subdivision on Opus/Ni-Gas Property to connect storm sewer system to the Village's existing system along Westgate Road. B. Accept improvements for jogging path within Opus, in accordance with Agreement. XIII. ADJOURNMENT
