This Ordinance provides for the deletion of Class "L"
.liquor license classification effective May 1, 1984. (Exhibit

C. Ist reading of AN -ORDINANCE AMENDING CHAPTER 13
This Ordinance decreases the Class "S" liquor licenses
by one due to Red Lobster, 2200 S. Elmhurst Road,
closing. (Exhibit
B)
D. Request from new owners of Monterey Whaling Village,
999 North Elmhurst Road, for a liquor. license. The
present owners hold a Class "S" liquor. license.
E. A RESOLUTION DECLARING MARCH, 1984, AS "ENERGY
AUDIT MONTH" IN THE VILLAGE OF MOUNT PROSPECT
This Resolution encourages the residents to
participate in the energy audit by filling out the
application to be distributed with the Newsletter
in an effort to pinpoint areas that could save
energy and related costs. (Exhibit
C)
F. A RESOLUTION IN SUPPORT OF H. R. 2441
This Resolution expresses the village's support
for legislation that would prohibit the use of
federal highway funds for those states having a
drinking age of less than 21. (Exhibit
D)

VIII. OLD BUSINESS
A. 2nd reading of AN ORDINANCE AMENDING CHAPTER 22
This Ordinance sets forth the increased water rate
effective May 1, 1984 as well as providing for billing
every two months instead of quarterly. (Exhibit E)
B. lst reading of AN ORDINANCE AMENDING CHAPTER 18
(TRAFFIC CODE)
This Ordinance provides for "No Left Turn" at
specified intersections on I -Oka and authorizes a
4 way STOP at I -Oka and Sunset. (Exhibit F)
IX. VILLAGE MANAGER'S REPORT
A. Update on proposed development within Old Orchard's
Colony Country
X. NEW BUSINESS
A. ZBA 1-A-84
This case proposes amending the text of the Zoning
Ordinance, Chapter 14, to delete the requirement
that a court reporter take official minutes. The
Zoning Board of Appeals recommended 5-2 to grant
the text amendment.
B. ZBA 4-Z-84, 5 -SU -84, 6-V-84, 2000 S. Elmhurst Road
This request deals with development of a vacant
parcel with 5 buildings, including a self -serve
car wash, all buildings dealing with auto care.
The Zoning Board of Appeals recommended unanimous
approval on the zoning and special use, and by a
vote of 5-2 to grant the variations.
C. Request to amend the Traffic Code to remove the
posted "Taxi Stand" area on Prospect Avenue from
Emerson to Main and provide 6 spaces within the
train station parking lot. Also, a request to
establish 4 hour parking on the north side of
Prospect Avenue, between Emerson and Pine Street,
instead of the existing 2 hours.
D. A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN THE FOREST RIVER FIRE PROTECTION DISTRICT
AND THE VILLAGE OF MOUNT PROSPECT
This is an annual renewal of the Agreement to
provide emergency services to this District. (Exhibit G)
E. A RESOLUTION FOR THE MAINTENANCE OF STREETS AND
HIGHWAYS BY THE VILLAGE OF MOUNT PROSPECT UNDER
THE ILLINOIS HIGHWAY CODE
This Resolution is required yearly by IDOT and
permits the Village of do various types of work
on roadways under the jurisdiction of the Illinois
Department of Transportation. (Exhibit H)
F. lst reading of AN ORDINANCE TO AMEND SECTION 23.601
ENTITLED "CURFEW FOR MINORS" OF CHAPTER 23 OF THE
VILLAGE CODE OF MOUNT PROSPECT
This Ordinance brings local ordinances into
conformity with State statutes, setting the curfew
laws for minors under the age of 17. (Exhibit J)
G- A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT
BETWEEN THE CITY OF ROLLING MEADOWS AND THE VILLAGE
OF MOUNT PROSPECT FOR PLUMBING INSPECTION SERVICES
This Resolution authorizes an agreement between the
two municipalities in order to provide plumbing
inspection services to Mount Prospect. (Exhibit K)
XI. ANY OTHER BUSINESS
A. Plat of Easement
These utility easements, running along the property
lines of homes between Blackhawk and Busse Road, are
required for maintenance of storm and sanitary sewers
within the Blackhawk Subdivision.
B. Plat of Vacation
This plat vacates a parcel of land, Waverly Street
extended, located between Lonnquist Blvd and the
Mount Prospect Golf Course, previously dedicated for
a roadway. Since the Village has no plans to extend
the roadway, this will place the property back on
the tax rolls.
