Wesu,ate Road Sanitary Sewer:
A draft' ordinance prepared by Attorney Johri Zimmermann, establishing
procedures for sewer and water main capture agreements, was revi.(.swed.
Thin amounts to enabling legislation which sets forth Standards and
procedures for the Village and developers to follow in order to re-
capture costs for the installation and/or oversizing of water and
sewer mains. The Committee voted 2-0 to reemmend ad" tion of this
ordinance.
The agreement drafted by Attorney John ;Ammermann, covering the
Westgate Road sanitary sewer was also reviewed; however, owner.Jerry
Chez was cmt of town and therefore could not attend this meeting.
The Comwittee decided this charge should be transferred from Public
Works to Attorney John Zimmet-mann for the purpose mf Y:edrafting the
agreement and final presentation to the full Board ... Attorney
Zimmermann was in acc.ord.
PUD Ordinance Revisions:
Discusaion of this item will continue to the February Pliblic, Works
Committee meeting when Mr. Tom Murphy will. be in attendance.
24" Sanitary Sewer at: Col.onv Satiate. Oakton & Elmh
W. H. Lyman Construction Company had completed this project; however,
due to complications for which the contractor was nxt responsible
(heavy rain and completion of sections of the commercial building
adjacent to the sewer line route so that macMnes could not operate
and the last 60 ft. had been como.eted by band" he suffered
additional expenses amounting to $24,500, Director of Engineering
Ben Hemmeter will negotiate settlement of this item with the can --
tractor so that the V11 lage's share does not exceed 50%. Following,
their discussi.on, Mr. Hemmeter will. ma.ke his recommeradations for
Board apprcyval,
Public Works Committee Meeting 1-25-78 Page 2.
Pavement Evaluation Program:
The firm of Novak, Dempsey & Associates has completed the testing
of 25 miles of Village streets, as authorized by the Board. Coded
charts have been presented and will be circulated among the Board
members at an early date. These charts will be used as the basis
for determining which 1.978 street -work projects will. be recommended
by Director of Engineering Hemmeter.
Village Manager Robert Eppley provided the Committee with an
interim status report on well problems. A copy of his report is
attached for information of other Board members.

We are encountering some problems with a number of our wells.
While it is never pleasant to give bad news, neither should it
be withheld. First, the wells:
We -11- #-6- (SE cor. Randliurst Shopping Center) is one of our major
production wells, producing 1400+ gpm. In July, 1.977, we
installed a new water pump and electrical panel and set a
newly -designed bowl assembly at 1050 ft. depth. It tested at
1550 gpm, and was heralded as the latest designed pump bowl
for wells with deep pump settings. In December we noticed
vibration problems and a drop off in production to less than
1200 Spm, indicating trouble.
Well -# - 5 (Highland Avenue and Emerson) , originally pumping 1550 gpm,
ba.; as fallen off in productivity. It had the same type of
bowl- installed last spring.
Well#8 (rear of 1810 Bonita), a small- producer (500 gpm) is
.... . .......
also out of service.
I have ordered the pumps pulled on Wells 5 & 6, and we are in
contact with the pump manufacturer (Peerless Pump Company, Calif.)
since this design is giving other municipalities troubles similar
to ours. Much of the cost of pulling and repairing these Wells
may be borne by the pump company, if their design proves to be
at fault, but otherwise our repair costs might run as high as
$30,000. 1 wanted the Village Board to be aware of this potential
expense. Repairs must be made at this time, however, before the
heavy demand summer. season.
Repairs to Well #8 are estimated at $22,000, but I have not
ordered this repaired as yet since the quantity of water produced
is nowhere near the importance of the other two well.s.
With full knowledge of our available finances in the Water & Sewer
Fund, I have put a hold on the construction and repair of water
mains listed in the current budget as Item #2-390-971 in the
amount of $244,000.

Additional funds will be needed to put Well #17 (Rte. 83 & Camp
McDonald Road) into operation. The well has been drilled, we
expect to test pump shortly, and the amount of money needed for
controls and well house will be made in a subsequent report.
Using our 1973 costs for Well 9616 (Algonquin/Busse) and applying
a 40% inflation rate, you can expect this cost to run $250,000.
If any additional information becomes available, it will be
reported to the Public Works Committee at their meeting of
January 25.
