COMMUNICATIONS AND PETITIONS - CITIZENS TO BE BEARD
John Parsons, President of the Mount Prospect Library Board,
questioned Mayor Krause or. the Aprill5th meeting of the
Library Advisory Commission. Mayor Krause stated a letter,
would best sent with answers tc hJ.s questions.
Thel.da Nipper, member of the Advisory Commission,
responded to Mr. Parsons,noting all meetings held by that
Commission are open to the public.
Rosemary Cherwin, 503 S. School, presented Mayor Krause with
a bouquet of flowers in appreciation of the efforts the
Mayor has shown in fulfilling her campaign promises.
MANAGER'S REPORT
Acting Village Manager Ed Geick presented a report on bids
opened Anril 27th for the proposed purchase of an asphalt
paving machine and trailer. The bids were as follows:

Work Equipment Co. 16,980.00
Finkbiner Equip. Co, 16,870.00

to accept the low bid of $16,8'70.00 from Finkbiner Equipment
Company for the purchase of a Puckett T-450 asphalt paving
machine.

Mr. Geick then presented three bids received for the
proposed. purchase of a stump cutting machine. Since the
Director of Public Works felt all the bids were too high,
it was recommended that all bids be rejected.
Trustee Floros, seconded. by Trustee Murauskis, moved to
reject all bids for a stump cutting machine and re -advertise
for bids.

It was reported by the Acting Village Manager that highway
resurfacing programs would begin as soon as the asphalt
companies opened. These programs will be conducted by the
Illinois Department of Transportation.
Mr. Geick then reported that the, Village would assume
the landscaping maintenance of the Mount Prospect Public
Library.
MAYOR'S REPORT
Mayor Krause read the following State of the V.illage Address:
Ladies and Gentlemen:
The opportunity to present my second State of the Village

Address, gives all of us a chance to ref.-I-ect upon this
past year and to look forward to the gcals of the year
ahead. The work undertaken in the past laid a solid
foundation for a brighter future.
My first year as Mayor, saw us come to grips with what
I believe is the most frustrating and yet challenging
issue in government -- the effort to effectively control
Village spending arid budgeting. For too long government
has taken the easy approach - that spending must
automatically increase at least 10% each year, simply
because of infla`ion. However, this view never takes
into account the need for an accounting of what government
already has and can spend. We addressed ourselves to
this difficult task starting in November. T, once again,

salute the work of our Finance Commission
extensive work and contribution to this Villapre. The
many hours of work contributed, by this Board on the 1978-79
budget reflects a job well done. I am confident that next
year's, work on the budlet will be even more successful.
One of the vital responsibilities of elective officials is
to visibly demonstrate a mutual. trust relationship with its
constituents. Our local government strives to be open and
helpful; yet we must always search for ways to sustain a
continuing dialogue with Mount Prospect citizens. One
demonstrable action was this Board's enactment of an
ethics ordinance which restricts elective officials from
appearing before units of Village government for two years
after leaving office. Through the informal monthly coffees
the Board is striving to meet residents on a. more personal
basis -- giving citizens an opportunity to speak their mind
and a realization that they will, be heard and listened to.
We spent a large amount of time on "water" -- conserving it,
examining the rate and looking for the best way to obtain
Our share of Lake Michigan water. The Village had a
horrendous, inequitable sewer charge which disproportionately
fell on the single-family homeowner. By having a flat rate,
we have aboloshed this discrimination, replenished our reserve
funds and addressed ourselves to replacing lines in the older
section of our Village. We will be determining within the
next month a most important issue and that is, whether 'to
purchase Lake Michigan water :from.Chicago or Evanston. This
decision's iriipact will affect Mount Prospect for decades to
come.
'The acceptance of a Community Development Grant will usher
in senior citizen housing in our downtown, thereby
providing badly needed assistance to our seniors and assisting
the downtown revitalization program.
The next year, however, entails more hard work. We should
anticipate those annexations which would set our boundaries
and yet bell) our tax base. Annexation of commercial and
industrial properties will- strengthen our overall revenue
situation and yet riot place a drain on our services.

We must resolve the "shopper parking" problem in our
downtown. To that end, I a.m calling a. meeting for
May 23, at 7:30 P.M. in the Trustees' Room, to address
solely that problem. The downtown merchants, all who
are employed there, all, who shop there, share in this
perplexing yet solvable problem. The Village in
cooperation with the business sector must work
aggressively on a. viable solution.
I would like to address a few words to the Village
e loyees: This past year has seen change and new
ml).
direction. I believe that through these sometimes
troubled waters you have continued to serve the citizens
of our community well. and will continue to do so in the
future.
To the administration and staff: I believe that overall,
you too, have service first in your minds and have done
your job in a professional manner.
To my fellow elected. Board members: While we do not
always agree, it ha,s been a pleasure working with you and
I look forward to the year ahead. You contribute various
viewpoints and by the discussion of these views we have
all been enriched, and the Village has become the better
for it.
Let us now begin work on the issues still facing us.

Mayor Krause proclaimed the month of May, 1978, as Senior
Citizen Month.
`Phe week of May 15 - 20, 1978, was proclaimed YMCA Parent -
Child week. Mr. Ron Meuller of the YMCA accepted the
proclamation.
The Mayor, presented the bids opened on April 25th for a,
new garbage contract. (Results of th(-., bid opening are
attached to these minutes)

-Mayor Krause noted that the new contract would be, basically
the same as the present contract except bulk items will be
picked up once a month. The present contract provides for
unlimited pick-up each week.
Trustee Murauskis stated that under the new contract, the
Village would realize a savings of $130,000 the first year -
1978-79•
Trustee Murauskis also stated she was disappointed in the
legal opinion which stated charging a different rate for
multi -family units vs. single family could be unconstitutional.
She did note that other communities are able to charge
different rates by having curb or alley pick-up service.
Trustee Murauskis stated that she had given this new (:ontract
a great deal of consideration but overall it would be best
for the Village if accepted at this time.

accept the low bid submitted by Browning Ferris Industries
for, a three (3) year contract.

Mayor Krause presented her report on the Share + 3 noting
a meeting would be held May 3rd to review the agreement
and bylaws. Acting Village Manager Geick had requested a
preliminary report be submitted from Consoer, Townsend & Associates
on DAMP/Evanston water by May 15, 1978. The full report
was expected by May lst however, Consoer,Townsend indicated they
would submit it in August, 1978. Since a decision to enter into
an agreement with Share + 3 or DAMP must be made by June lst,
the Board was disappointed in the timetable offered by
Consoer, Townsend.

SUBJECT: Report on Fuel Dispensing System
DATE: May 10, 1978
Public Works Director Herb Weeks has just forwarded to me the
first report on gasoline consumption under the new fuel dis-
pensing system. This report is attached for your examination.
The new fuel dispensing system appears to be working in a
very efficient manner in accounting for the amount of gas
being taken in and dispensed from the tanks at Public Works.
From the period of 3-22-78 to 4-24-78 there appeared the follow-
ing amount of shortages in the three types of fuel dispensed
from the Public Works garage:
1. Diesel fuel* 2.8 gallons
2. Regular gas 3.9 gallons
3. Lead-free gas 9.7 gallons
Considering the amount of fuel distributed from these pumps,
these small amounts of missing gas should be considered negligible.
The shortages shown above can be attributed to two basic problems:
(1)is the interpretation by the person pumping fuel as to the
exact amount of gas showing on the pump meter as it is put into
the vehicle. Tenths of a gallon are oftentimes interpreted above
and below their actual mark,. depending upon the appearance of
the number on the face of the meter.
(2) Some gasoline or other fuel is used in the cleaning of tools
and auto parts by the mechanics doing their regular duties in
the garage.
With your permission, I will continue to keep a tally of the
operation of the fuel dispensing system and report it to you in
the Manager's monthly memo rather than using a separate memo.

Last year we initiated a program to evaluate the Village
streets for their structural strength. Twenty-five miles
of streets were evaluated -for a cost of $17,000. This
year I would like to evaluate an additional 50 miles of.
streets. In this years budget $30,000 has been allocated
from MFT funds for this program.
I recommend that the attached resolution be adopted by the
Village Board in which $30,000 is appropriated from 14FT
funds to evaluate an additional 50 miles of Village streets.

1978-79 Tree Trimming Contract
Sealed bids were opened on May 11, 1978, for the proposed
trimming of parkway trees. The trimming specifications which
we released are basically a more stringent extension of the
National Arborists code. The major difference in this year's
proposed contract is that the various firms had to submit a
firm bid price for trimming of trees by size and payment for
trimming is determined by a diameter inch classification.
There was high interest in this new type of contract as
evidenced by the response of five highly qualified bidders.
The unit bids we received were very satisfactory, and after
evaluating the bids it is my recommendation to accept the
lowest overall bid as submitted by the A. J. Davis Co.
it would be my further recommendation that this firm be
awarded a contract to not exceed the $85,000.00 as provided
for in the current budget.

AN ORDINANCE GRANTING A HEIGHT REGULATION
FOR PROPERTY LOCATED AT 505 WEST GOLF ROAD
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did meet
on the 23rd day of March, 1978, at the hour of 8: 00 p.m. , at the Public Safety
Building, 112 East Northwest Highway; and did hear Case No. 19-V-78, pur-
suant to proper legal notice; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect heard
testimony presented under Case No. 19-V-78 pertaining to a request by the
Mount Prospect Bible Church, for certain variations from the Mount Prospect

VARIATION FOR PROPERTY LOCATED AT 427 LARKDALE LANE
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did meet
on the 27th day of April, 1978, at the hour of 8: 00 p.m. , at the Public Safety
Building, 112 East Northwest Highway, and did hear Case No. 24-V-78, pursuant
to proper legal notice; and

Real Estate Transfer Tax:
The Committee heard a presentation from William Muhlenfeld, Executive
Director of the Northwest Municipal Conference, relative to a
proposed real estate transfer tax. Both Chicago (since 1973) and
the State of Illinois presently impose a real estate transfer tax.
The Village of Oak Park recently approved a tax of $5 per $1,000
in value of the real estate sale. Arlington 'Heights, Park Ridge,
and Evanston have defeated various real estate transfer tax proposals.
Mr. Geick reported there were about 600 real estate transactions in
the Village annually. A tax of $1 per $1,000 in value of the real
estate sale would generate about $38,500 in revenue; $1.50 per thous-
and would generate $57,700; and $5 per $1000 would produce $192,500.
Two local realtors and C. 0. Schlaver of the Mt. Prospect Chamber
of Commerce spoke in opposition to the proposed tax.
Finance Committee Chairman Floros explained that he was proposing
the tax solely as a means of raising money for book purchases for
the Library. He said he would oppose the tax under any other
circumstances.
By a vote of 2-1, the Committee recommends a real estate transfer
tax of $1 per $1,000 in value of the real estate sale with all
proceeds to be turned over to the Library for purchase of books only.
The tax would be imposed on the seller. It would extend for a 2
year period only.
Because the Finance Committee Chairman will be unable to attend
the May 16 Village Board meeting, he requests that the matter be
held over to the June 6 meeting. Those attending the Finance
Committee meeting were advised that the measure will not be called
up for a vote until the June 6 Village Board meeting.
Sale of Village ro rty:
Two Park District Commissioners (Bob Jackson and Richard Coleman,
and Director of the Mt. Prospect Park District Tom Tayler) advised
the Finance Committee that the Park District would be very much

interested in negotiating the purchase of the Village -owned
Sunrise Park property located south of Weller Creek between
William and George Streets. The Park District was not interested
in the Village property along Golf Road west of the Artemis
Restaurant. It was pointed out that a 54" storm sewer runs
diagonally through that property to the Clearwater Park retention
basin. As a result, no one could build on the property and
therefore there would be little or no commercial value to this
piece of property.
The discussion that ensued spotlighted the fact that the Village
has land (Sunrise Park) that the Park District would like to own,
and School District 57 has pieces of property (Gregory school and
Sunset Park school)that would be of interest to the Park District.
The Gregory school building might be of interest to the Village for
a police station which, in,turn, would make the police annex building
along Northwest Highway available for sale. It was agreed that the
administrative heads of the Village, Park District, and School -
District 57 get together to exchange views and interest in various
publicly owned properties, and to report back to their respective
Boards.
Related to the above discussion, Mr. H. Kennicott addressed the -
Committee about the possibility of dedicating a strip of land that
would permit the widening of Lonnquist Boulevard west of Clearwater
Park. Mr. Kennicott is offering that strip of land in exchange
for equivalent land owned by the Park District. In the discussiQn_
to be held relative to Park District and Village properties, perhaps
some arrangement could be worked out to accommodate Mr. Kennicott
and to open the way for the widening of Lonnquist Boulevard.
Administration will see if something can be worked out.

Traffic Study - Russell & Isabella:
Mike Pekala presented a traffic study of Russel & Isabella Streets
as requested by one of our residents. After reviewing his report,
the Committee agreed by a vote of 3-0 to recommend to the Mayor
and Board of Trustees that our Village Traffic Code be amended
to include the existing 25 mph speed limit sign for westbound
Isabella from Main to Forest Avenue. The Committee also agreed
with the recommendation of the Safety Commission and Mike Pekala
that the light traffic flow in the area does not warrant "Stop"
or "Yield" signs at that particular intersection.
Fairview & Henry Streets - "Yield" Signs:
The Committee then reviewed Mike Pekala's report and recommended
traffic control at the intersection of Fairview Avenue and Henry
Street.
After much discussion, the Committee agreed, by a vote of 3-0, to
recommend to the Mayor & Board of Trustees that the Traffic Code
be amended to include "Yield" signs on Henry Street at its inter-
section with Fairview Avenue.

Although I will be unable to attend the May 16 meeting of the
Village Board, I would like to request that the item "Lions
Park Fireworks Display" be added to the agenda for discussion.
I was disappointed to learn that the Mount Prospect Park District
has voted to cancel the fireworks display scheduled for July 4.
I believe the decision in large part was influenced by the
Village's lack of financial support, and by the negative
comments voiced by our Fire and Police Chiefs. I certainly
respect the opinions of Chief Doney and Chief Pairitz; nonethe-
less, as one who has attended these fireworks displays for a
good many years, I don't believe that the threat of danger
was sufficient to cancel what has become a major community event.
Naturally, there is always some danger when large crowds of
people congregate for anything, let alone a fireworks display,
but the July 4 fireworks display in Mount Prospect, it seems to
me, has become a traditional event and a source of much enjoy-
ment for hundreds of Mount Prospect families and their friends.
If we want to live in a sterile community, I suppose we co.uld
cancel everything that poses a threat to the safety of the
citizens. I am sure you could make a case for banning the
Lions Club 4th of July Carnival ... or for banning high school
athletic events because of the increased traffic that might
produce fatal accidents. I don't believe we want that.
I think if we could persuade our Police and Fire Chiefs to
present a plan that would provide the necessary safeguards for
the people attending the fireworks display, perhaps the Park.
Commissioners would reverse their decision and permit the
fireworks display to go on as originally sched'uled.
I would also favor the Village contributing $500 to support the
fireworks display as it has done in past years.
I hope there will be a discussion on the subject and support
for the position expressed above.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
John Parsons, President of the Mount Prospect Library Board,
questioned Mayor Krause on the Apr -1115th meeting of the
Library Advisory Commission. Mayor Krause, statod a letter
would be sent with answers tc his questions.
Thelda Nipper, member of the Library Advisory Coriarlission,
responded to Mr. Parsons,noting, all meetings held by that
Commission are open to the public.
Rosemary Cherwin, 503 S. School., presented Mayor Krause with
a bouquet of flowers in appreciation of the efforts the
Mayor has shown in fulfilling her campaign promises.
MANAGER'S REPORT
Acting Village Manager Ed Geick presented. a report on bids
opened April 27th for the proposed purchase of an asphalt
paving machine and trailer. The bids were as follows:

It was reported by the Acting Village Manager that highway
resurfacing programs would begin as soon as the asphalt
companies opened. These programs will be conducted by the
Illinois Department of Transportation.
Mr. Geick then reported that the Village would assume
the landscaping maintenance of the Mount Prospect Public
Library.
MAYOR'S REPORT
Mayor Krause read the following State of the Vill.,,,!.ge Address:
Ladles and Gentlemen:
The opportunity to present my second State of the Village

Address gives all of us a chance to refle ct . upon this
past year and to look forward to the p -,oafs of the year
ahead. The work undertaken Jn the past laid a solid
foundation for a brij-,.ehter future.
My first year as Mayor, saw US Come to grips with what
I believe is the most frustrating and yet challenging
issue in government -- the effort to effectively control
Village spending and budgetirq,-. For too long government
has taken the easy approach - that spending must
automatically increase at least 10% each year,, simply
because of inflation. However, this view never takes
into account the need for an accounting of what; government
already has and :;an spend. We addressed ourselves to
this difficult task starting in November. 1, once again,
salute the work of our Finance Commission. for its
extensive work and contribution to this Village. The
many hours of work contributed by this Boa -rd on the 1978-79
budget reflects a job well done. I am confident that next
year's work on the budget will be even more successful..
One of the vital responsibilities of elective officials is
to visibly demonstrate a mutual. trust relationship with its
constituents. Our local. government strives to be open and
helpful; yet we must always Search for ways to sustain a
continuing dialogue with Mount Prospect citizens. One
demonstrable action was this Board's enactment of an
ethics ordinance which restricts elective officials from
appearing before units of Village government for two years
after leaving office. Through the informal monthly coffees
the Board is striving to meet residents on a more personal
basis -- giving citizens an opportunity to speak their mind
and a realization that they will be heard and listened to.
We spent a large amount of time on "water" -- conserving it,
examining the rate and lool(ing, for the best way to obtain
our share of Lake Michigan water. The Village had a
horrendous, inequitable sewer charge which disproportionately
fell on the single-family homeowner. By having a flat rate,
we have aboloshed this discrimination, replenished our reserve
funds and addressed ourselves to replacing lines in the older
section of our Village. We will be determining within the
next month a most important issue and that is, whether,to
to
purchase Lake Michigan water from Chicago or Evanston. This
decision's impact will affect Mount Prospect for decades to
come.
The acceptance of a Community Development Grant will usher
in senior, citizen housing in our downtown, thereby
providing badly needed. assistance to our seniors and assisting
the downtown revitalization program.
The next year, however, entails more hard work. We should
anticipate those annexations which would set our boundaries
and yet help our tax base. Annexation of commercial and
industrial propert-ies will strengthen our overall revenue
situation and yet not place a drain on our services.

We must resolve the "shopper parking" problem in our
down;-Iown. To that end, I am calling a meeting for
May 23, at 7:30 P.M. in the Trustees' Room, to address
solely that problem. The downtown merchants, all who
are employed there, all who shop there, share in this
perplexing yet solvable problem. The Village in
cooperation with the business sector must work
aggressively on a. viable sol.,ution.
.F would like to address a few words to the Vill-age
employees: This past year has seen change and new
direction. I believe that through these sometimes
troubled waters you have continued to serve the citizens
of our community well and will. continue to do so in the
future.
To the administration and staff: I believe that overall,
you too, have service first in your minds and have done
your, job in a professional. manner.
To my fellow elected Board members: While we do not
always agree, it has been a pleasure working with you and
1 look forward. to the year ahead. You contribute various
viewpoints and. by the discussion of these views we have
all been enriched, and the Village has become the better
for it.
Let us now begin work on the issues still facing us.

Citizen Month,
The week of' May 15 - 20, 1978, was proclaimed YMCA Parent -
Child week. Mr. Ron Meuller of the YMCA accepted the
proclamation.
The Mayor presented the bids opened on April 25th for a
new garbage contract. (Results of the bid opening are
attached to these minutes)

Mayor Krause noted that the new contract would be basically
the same as the present contract except bulk items will be
picked up once a month. The present contract provides for
unlimited pick-up each week.
Trustee Murauskis stated that under the new contract, the
Vill.aCe would realize a savings of $130,000 the first year -
1978-79.
Trustee Murauskis also stated she was disappointed in the
legal opinion which stated charging a different rate for
multi -family units vs. single family could be unconstitutional.
She did note that other communities are able to charge
different rates by having curb or alley pick-up service.
Trustee Murauskis stated that she had given this new contract
a great deal of consideration but overall it would be best
for the Village if accepted at this time.
Trustee Richardson, seconded by Trustee Wattenberg, moved to
accept the low bid submitted by Browning Ferris Industries
for a three (3) year contract.

a meeting would be held May 3rd to review the agreement
and bylaws. Acting Village Manager Geick had requested a
preliminary report be submitted from Consoer, Townsend & Associates
on DAMP/Evanston water by May 15, 19'j8. The full report
was expected by May 1st however, Consoer,Townsend indicated they
would submit it in August, 1978. Since a decision to enter into
an agreement with Share + 3 or DAMP must be made by June lst,
the Board was disappointed in the timetable offered by
Consoer, Townsend.
