Village of Mount Prospect
100 S. Emerson
Mount Prospect, Illinois 60056
TO: Mayor & Board of Trustees
FROM: Trustee Leo Flores, Chairman, Finance Committee
SUBJECT Finance Committee Meeting 8-24-78
DATE: September 1, 1978
Present: Chairman Flo-ros; 'Trustees Murauskis & Richardson.
Also Present: Acting Village Manager Geick; Finance Director
Jesse; Deputy Finance Director Tanker.
1978 Tax Levy:
'The Committee reviewed a memorandum from Finance Director Richard
Jesse regarding the 1978 Tax Levy. Administration, through Mr.
Jesse, recommended a rate of $1.61 per $100 equalized assessed
valuation to generate $4,403,665 in revenue. The Committee pared
the levy to $4,348,665 and the rate to $1.590. This compares with
a 1977 rate of $1.699 or a 6.4% reduction in the tax levy for 1978.
The Committee voted 3-0 to approTe--Ffi—e-T a"x Levy as per the
attached schedule prepared by Mr. Jesse, and recommends Board
approval of the appropriate ordinance establishing the levy.
Liquor _LL _K License - Mr. Peter's Ban uets, Mt. Pr s ect Plaza:
Mr. Peter Besbeas appeared before the Committee to request a change
in the classification of the license previously approved for
Scanda House. Mr. Besbeas has purchased Scanda House Restaurant
and is in the process of converting it into a banquet hall, His
request is for a Class E license - for catering only. Mr. Besbeas
is investing about $400,000 in remodeling the restaurant and
expects to be open for business in September. His banquet hall will
accommodate up to 600 persons. Mr. Besbeas has a background of 28
years in the restaurant and banquet business. The Committee voted
3-0 for the creation of a Class E license to be issued to Mr.
Besbeas of Prospect Heights Inn d/b/a Mr. Peter's.
Issuance of Liquor Licenses:
Relating to the issuance of liquor licenses, the Committee also
voted 3-0 to establish a procedure whereby in cases of ownership
changes, the liquor license is automatically cancelled, and the now
owner must re -apply. We have had cases in the past where a new owner
was granted a license without appearing before the Board or the
Finance Committee.
Finance Committee Recommendations:
The Committee reviewed three recommendations made by the Finance
Commission and presented in a. memorandum dated July 26, 1978.
Finance Committee Meeting 8-24-78 Page 2.
Meeting with Auditors: The Committee voted 3-0 to authorize
administration to arrange a meeting with the auditors soon after
the audit has been completed and the management letter has been
received. This, the Committee believes, should be done on an
annual basis.
Elimination of Free Vehicle Stickers! The Committee, by a 2-1 vote,
rejected the recommendation t Fhe Commission to discontinue the
practice of issuing free vehicle stickers to those who serve
voluntarily on Commissions and Boards. Chairman Floros, the
dissenter, will present the matter to the full Board for a vote,
despite the negative vote at the Committee level.
Insurance Consultant: The Committee voted 3-0 to authorize adminis-
tration to investigate cost and availability of firms that could
review and evaluate the Village's entire insurance program. A
professional insurance management firm could assist in writing
specifications, seek quotes on coverage, and otherwise assist
in managing the total insurance program.
Annex Building:
The Committee, as part of an ongoing discussion of Village properties,
recommends, by a vote of 3-0, that administration be authorized to
investigate the possibility of selling the Annex Building at
110 E. Northwest Highway. That's the old green house located just
west of the Public Safety Building. The only Village function
housed there presently is that of the 2 -man Crime Commission. This
unit could be moved to other quarters, according to Mr. Geick.
The Youth Services of Elk Grove Township also occupies space in
the Annex Building. Mr. Geick could investigate if that organiza-
tion could be relocated by the Township.
