SUBJECT: 1979 MFT Maintenance Fund
MFT Maintenance funds are based on a fiscal year that begins
on January 1. A resolution is required to appropriate funds so
that we can pay for salt, traffic signal maintenance and traffic
signal energy beginning next January.
The Village appropriated $430,000 for MFT maintenance in 1978.
At this time, I am asking that the Village appropriate $450,000,
and recommend that the attached resolution be adopted by the
Village Board.

Objective '
The police department requests the replacement of (l) full time record's
clerk to replace Carol Hoeckelberg.
Explanation
Carol joined the department June of this year with the intention of be-
coming a police assistant. x position for record's clerk was available
at the time and she was asked if she would tab= the position until a, a
later time a police assistants opening would become available. She agreed
and inuaou did an effective job as a record's clerk.
With the resignation of William Prim this month the position of police
assistant became available and carol requested that she be applicable.
Recommendation
The department recommends that caro) be given the opportunity to serve
as a police assistant and that a record's clerk be hired as her nsplace-

I have received the firm proposal by Sterling Codifiers for
bringing our Municipal Code into shape, proposal attached.
In summary, the proposal is as follows:
Organizing, editing, research,
cross indexing, printing of 150 copies:
With binders, tabs
and Village logo $8,074
Without binders,
with tabs $7,024
The pages can be produced on any size paper at the same cost.
This proposal is very much below past bids and serious thought
could be given this project.
I would suggest going with new binders, not post binders.
Arrangements can be made to reduce certain Chapters, such as
the Traffic Code, in order to make use of the Police Departments
3 ring binders.
Having Sterling offer the update service would result in additional
costs.

Thank you -for the opportunity to spend some time with you discussing the
Municipal Code of the Village of Mount Prospect.
As I mentioned to you, we believe each Code Book should be tailored made
to meet the needs of each Municipality and we are flexible and can adjust
to your particular needs. Therefore, I am pleased to give you the following
information concerning the specific services you inquired about and the
costs for th6se services.
I. _Procedures and Costs for Preparing and '�rinting 150 Copies of the Ivew

A. Procedures
1. The Village of Mount Prospect would submit to Sterling copies
of each of their general and permanent ordinances plus copies
of the material already inserted in binders.
2. Sterling would then review, edit and organize all ordinances
using the present method of organization (25 chapters).(See
Proposal left with you for details regarding this service).
3. A Code Work Book (or proof copy) of all your current laws,
organized according to your present method of organization,
would then be personally presented to you, the Village Attorney,
the Village Administrator or any other designated official. This
proof copy would be printed on $Z" x 11" page size, one side only,
with wide margins so that you may make --any corrections,deletions,
etc.

This Code Work Book would be accompanied by an Ordinance List
showing the disposition in the Code Work Book of all of your
ordinances and code sections and showing any amended or re-
pealed provisions to each individual ordinance and/or code section.
This Ordinance List proves of great value in keeping a running
recordof the location, in the Code Book, of future ordinances.
Also presented to you would be an Ordinance Resume prepared by
our experienced staff giving the suggestions and results
of their research. Sample ordinances would be included if, in
the opinion of our Staff, they might be of help to you when
reviewing the proof copy.
The time from the receipt of the ordinance material by Sterling
until the presentation of the Code Work Book would be approximatel
31, to 4 months.
After the Municipality has reviewed the Code Work Book (or
proof copy) and made their changes, deletions and additions,
a Sterling Representative will review these changes with you.
4. Sterling would then proceed to make the changes, prepare a
complete and comprehensive Cross Index, print and insert the
material in loose leaf, mechanical binders, imprinted as direct-
ed by the Village of Mount Prospect. This procedure would take
approximately 4 to 6 weeks from date of receipt of the Code Work
Book.

Please note that this is a firm figure regardless of the number of
ordinances or number of pages. There are no extra charges for maps,
diagrams, tabular pages or for having a list of all ordinances in-
cluded in the Code Book. Also, the Village has the option of selecting
the size binder at no extra charge.
Optional charges: If the Municipality desired tabs, we estimate
the cost at $3.12 per book (26 tabs per book at .120 per tab) or
a total of $468.00. A logo would cost $31.00.
II. Costs for Sup lenient Service to Keep Code Books U, -to -date. As new
ordinances are passed,etc. all that would be needed would be for the

Village to send Sterling a copy of the ordinance and we would prepare
same for insertion in the Code Books. One ordinance change often in-
volves several page changes. Ordinances may be sent to us as they are
passed, monthly, quarterly, semi-annually or annually, which ever is
most convenient for the Municipality.
Our costs may be either on an annual fee basis or -on a per page basis.
Most of our clients prefer the annual fee because regardless of the
number of ordinances or number of pages the price remains the same and
also because it is easy to budget on an annual fee basis. Our annual
Supplement Service fee to the Village of Mount Prospect for 150 copies
would be $1145.00 (Or_ lo_.50 er Ce).
III. Costs for S ecial Booklets on S ecific Titles Our -costs for printing
and preparing special booklets, if done at the time of the printing
of the Code Books, are based on the number of pages and number of
copies.

MARK OF QUALITY AND SERVICE IN MUNICIPAL CODIFICATION
RADIO EQUIPMENT
In 1972, the Mount Prospect Police Department entered into
the Central Dispatch System. Our radio equipment at that
time consisted of fourteen (14) Motorola portable radios
with umbilical cord mike and three (3) Motorola portable
radios without the umbilical cord mike, and one (1) Motoro-
la mobile radio, and.one(l) base Motorola receiver and trans-
mitter.
After these radios were -put to use,. ' here were many complaints
and many incidents of breakdowns. The main complaints were
that calls could not be heard on the radios, and that the
cords were in the way. The main cause of the breakdowns
was attributed to the fact that one could not transmit or
receive... cuts in and out.
In 1974 we began negotiations with R.C.A. and their represen-
tative, Mr. R. Fine. After many hours.and days of experimen-
tation and testing it was decided that we would go on a lease
purchase plan with R.C.A. and use their Tac Tec,unit
unit which
consisted of portable radio and in -car charger. In this par-
ticular ty-oe of unit when the portable radio is put into the
car charger it then utilizes the in -car antenna, and in -car
mike, and 10 amp speaker, thus giving the results of a mobile
car radio. The unit also goes from 1 1/2 watts to 4 watts,
thus making communications more audible, and also charging
the radio battery. .
At this time, the Village Board turned down our lease.purchase
plan with R. C. A., stating that we would purchase the units
instead of leasing them, thereby saving the interest cost.
I might add that had the Village Board taken our advice and
leased the units, all of the units could have been returned
to R. C. A. as Arlington 'Heights did.
The men at the time these radios were installed had nothing
but praise and good comments about the units. They were
clear and the men had no trouble whatsoever hearing their
radios. However, after a short time problems began to
appear. Many meetings were held with Mr. Fine and other
R.C.A. technicians and representatives. All types of modifi-
cations were made, but still problems existed. Many attempts
were made to try and rectify all of them, but to no avail.
It was then decided that we would use the R.C.A. portable
radio locked in the charger, thus having the unit in effect
become a mobile unit. Since this was done our problems with
the R. C. A. portables are fewer.

Present Status of all Radios
We presently have 14 Motorola portable radios with umbilical cord
mike, -3 Motorola portable radios that can be used with umbilical
cord mike or without, 5 Motorola portables with in -car chargers
(Investigations Section), and 1 Motorola mobile radio.
We also have 14 R. C. A. Tac Tec portable radios with in -car
chargers, 1 R. C. A. mobile radio (motorcycle) , and 1 R.C. A.
portable radio.
Total we have 37 portable radios, 2 mobile radios and 5 old band
Motorola portables that are only used on stake outs.
Please bear in mind that 14 R.C.A. Tac Tec portable radios are
locked in the charger so in reality we have 14 Motorola portables
that are from the original grant in 1972, thus making the radios
6 years old. The other 3 portable Motorola radios were purchased
in 1977, and 5 Motorola portable radios and chargers that also
are of 1972 vintage. These are used mainly in. -the Investigation
Section. There -is always approximately 3 - 4 radios down for one
reason or another. We have 62 sworn officers that use these
radios, and the radios are used 24 hours a day. When you have
14 radios in the in -car charger, and 3 to 4 radios down for re-
pair, you are then operating with approximately 20 radios.
We presently have 3 Motorola portable radios which -are almost to
the point that they are totally inoperable due age and constant
breakdowns. Therefore, I feel that it is vital that we be allowed
to purchase 3 new Motorola portable radios.

Basent was Trustee Minton. From the administration, Public
Works Director Herbert Weeks and his Deputy Director Glen Andler,
Director of Engineering Ben Hemmeter and his assistant Manuel
Rodis.
Maintenance of MSD Retention Basin at Central Road and Weller Creek:
Maintenance of this basin becomes the responsibility
of Mount Prospect and Arlington Heights after its
completion by the MSD this Fall. It has been mutually
agreed with Arlington Heights that they will maintain
the equipment, and we will maintain the grounds. The
entire retention basin is now being sodded, and we
will have to start mowing next April. In order to do
the job properly and efficiently, Herb Weeks has re-
quested authorization to purchase a gang type mower,
with 18 ft. cutting width, at a cost of approximately
$30,000. This would be a legitimate charge against
the Flood Control Funds.
With assurance from Herb Weeks that this type of mower
would be put to good use in other areas throughout the
Village, the Committee voted 2 to 0 in favor of such a
purchase and to seek immediate competitive bids.

Mr. Hemmeter explained this letter; however, the Committee
did not take formal action due to the fact that Mr. Craig
failed to appear at the meeting. It was suggested to
Mr. Hemmeter that Mr. Craig make his request to the full
Board at its regular meeting of December 5, 1978.

Arthur Braband and Robert Ehlert were advised to present
their proposal for the Mount Prospect Library buirding
to the Library Board for their consideration.
George Van Geem of the Bralen Townhome Association
requested direction as the pending construction problem
and law suit. Mayor Krause directed Mr. Van Geem to
have his attorney consult ivith the Village counsel on
this matter. George Flaherty also spoke on the subject
matter.

MANAGER'S REPORT
Village Manager Burghard presented his report.
Having discussed the downtown tree planting program with
the Chamber of Commerce and downtown merchants'
Mr. Burghard requested the Board to permit thisprogram
to proceed.

Upon the Traffic Engineer reviewing a complaint on

The Village Attorney -was requested --to draft air ordinance
regulating burglar alarm fees for false alarms for the
Committee's review.
The subject of raising the drinking age in Mount Prospect
would be discussed at the next Fire and Police Committee
meeting on December 18th.

SPECIAL HEARING AND DISCUSSION RE POSSIBLE INTERVENTION
IN ARLINGTON HEIGHTS LAW SUIT CONCERNING DEVELOPMENT ON
GOLF AND GOEBBERT ROADS
Mayor Krause gave a brief history on the area involved
noting the Metropolitan Housing Development Corporation
has a low income proposal for that land, presently located in
unincorporated Cook County.
That area has a history of flooding and such a development
would cause a severe problem for the residents, therefore
Mayor Krause requested discussion from the members of
the Board relative to the intervention in a pending law
suit brought by the Metropolitan Housing Development Corp.
against the Village of Arlington Heights.
Mr. Tokarski, President of the Forest View Civic Association,
spoke to the Board relative to the various problems presently
existing in the area of the proposed development stating
such a project would cause additional flooding, traffic,
and possibly declining property value.
Trustee Wattenberg, seconded by Trustee Murauskis, moved
to authorize the Village of Mount Prospect to spend
reasonable and necessary attorney fees and intervene in
the pending law suit, and to retain outside counsel
Marlin Smith to file an appearance on behalf of the Village
of Mount Prospect and do all things necessary to protect
and defend the interests of the Village of Mount Prospect.

Mayor Krause announced the public hearing for the proposed
use of revenue sharing for Fire Department salaries for the
1978-79 fiscal year was open, inviting comments from the
audience. With no questions or statement from the audience,
the Mayor closed the public hearing.
The Mayor addresssed the negotiating team for the Mount
Prospect Fire Department. Members of the team were
Lt. D. Reynolds, Firefighters Del Ulreich and Will Baas.
Lt. Reynolds requested a status report from the Mayor
relative to the negotiations to that point.
Mayor Krause stated that an offer had been made at the last
negotiations meeting for a 4% increase in pay plus certain
fringe benefits, which was unacceptable to the Fire
Department.
Members of the team then requested clarification of the
policy (which had been negotiated by a previous Board) concerning
reimbursement for sick days not taken at a rate of 50% of the
normal salary, which had been eliminated from the proposed
budget.
Trustee Minton arrived at 7:48 P.M.
Mayor Krause stated that the elimination of the subject sick
pay benefit had been an administrative recommendation noting
than an alternate plan had been suggested that would reimburse
an employee for untaken sick days at the time of retirement or
resignation, following 10 years of service.
Members of the Board participated in discussion relative to
other benefits requested by the Fire Department
Mayor Krause recessed the meeting for Executive Session
at 8:50 P.M.
Mayor Krause resumed the meeting at 9:30 P.M.
The Village Board proposed a 5% increase in pay plus
certain fringe benefits, not to include the present sick
pay reimbursement policy.
The negotiating team stated the offer was unacceptable to
them in that it constituted a reduction of 1/2 of 1% from
the latest package offered by the Village Board at a previous
negotiation meeting.

MANAGER'S REPORT
Village Manager Eppley presented the results of the bid
opening held March 21, 1978, for the proposed purchase of
six new 1978 vehicles for the Police Department. The low
bidder was Ridge Motors, Inc., of Des Plaines with a bid
of $29,687.36 which bid included the trade-in allowance on
five vehicles.

a Resolution passed by the Village of Elk Grove in support
of the deep tunnel project (MSD). Mayor Krause stated that
the Board would review the Resolution and get back to the

MAYOR'S REPORT
Mayor Krause proclaimed the week of April 2 - 8, 1978, as
Mount Prospect Library Week.
The Mayor then announced that a budget hearing would take
place at 7:30 P.M. on March 27th in the Board Room, and that
on March 28th, 7:30 P.M. in the Board Room a Special Meeting
of the Village Board would take place for the purpose of
wage negotiations with the Fire Department.
Mayor Krause noted that in honor of Campfire Girl month,
some cupcakes were given to the Board by the Potawatamie
District, Edith Blount being the leader of that troop.

BUILDING COMMITTEE
Trustee -Hendricks presented the March 8th report of the
Building Committee.
ZBA 46-Z-77, ZBA 47-V-77 - Mount Prospect Plaza
These cases had been continued from previous meetings and
had first readings of the ordinances. These ordinances
will have their second reading at the April 4th meeting of
the Village Board.
ZBA 52-Z-77, 53-V-77 - 101 S. Maple
Bernard Lee, attorney.for the petitioner, gave a presentation
on the plans for the Mount Prospect State Bank to create a
parking lot on the two lots at the southeast corner of Maple
and Busse Avenue. Mr. George L. Busse, 117 S. School, the
petitioner, also gave a presentation for the proposed parking

lot stating that it was the hope of the bank that this would
be a temporary arrangement until the property in the middle
of Emerson Street could be acquired and additional parking
would be provided in that area. Members of the Board expressed
concern with the prospects of converting a residential area
into parking lots, and discussion followed.

concur with the recommendation of the Zoning Board of Appeals
and the Building Committee and grant the requested re -zoning
in Case ZBA 52-Z-77.

Attorney Mitchell Asher appeared on behalf of the petitioner,

was withdrawn by the petitioner.
ZBA 10-V-78, ll -Z-78, Northwest Hwy. & School St.
Bernard Lee, attornery for the petitioner, gave a brief
presentation on the requests for re -zoning and a variation
relative to a proposed office building.

Trustee Floros requested the administration to prepare the
necessary documents in order to re -advertise the sale of
Village owned property located at William and Gregory Streets:
The Village Attorney was directed to prepare_ an ordinance for
the next regular meeting of the Board. -
PUBLIC HEALTH AND SAFETY COMMITTEE
Trustee Murauskis reported on the March 9th meeting of the
Public Health & Safety Committee. The'subject of that
meeting was the bid proposals for the new scavenger contract
and various options to include in the bid specifications.
George Anderson, 1008 W. Isabella, and George Flaherty,
319 S. George, spoke in favor of the present scavenger service.
Following discussion, various modifications were made to the
proposed contracts.
Authorization was given to the Village Attorney to seek
outside counsel relative to the proposed specifications
for scavenger service contracts.

and delay the expenditure of $250,000 for Well #17 until
the DAMP report relative to obtaining Lake Michigan water
has been received.

water rate in order to finance $160,000 for extra -ordinary
well repairs, as recommended by the Public Works Committee.

Discussion took place relative to the acquisition of parkway
area at the southeast corner of Prospect Avenue and Maple
Street. The owner of the property had expressed an interest
in selling the property for the purpose of installing side-
walks and parkway, at $6.00 per square foot.
Trustee Richardson, seconded by Trustee Floros, moved to
concur with the recommendation of the Public Works Committee
and proceed with the offer for the subject property, noting
that if negotiations fail the Village would proceed with
condemnation proceedings.

Trustee Richardson reported that W. H. Lyman Construction
Company had experienced extra costs with the 24" sanitary
sewer at Elmhurst Road and Oakton Street and had requested
the Village to reimburse that company for a portion of the
additional expense.

and make a settlement with W. H. Lyman Construction Company
for $18,373.
