RESOLUTION NO.
A RESOLUTION IN SUPPORT OF MAINTAINING
ROB ROY GOLF COURSE AS OPEN SPACE
WHEREAS, the Village of DIount Prospect is contiguous to that property known as
the "Rob Roy Golf Course", which property lies north of Euclid Avenue and
Camp McDonald Road between Wheeling Road and Westgate Road (extended); and
WHEREAS., the Mayor and Board of Trustees of the Village of Mount Prospect
recognize the need for recreational facilities and open space in this area; and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect believe
that the maintenance of the Rob Roy Golf Course as open space is in the best interests
of the Village of Mount Prospect;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SEC'TION ONE.- That the Village of Alount Prospect hereby and herewith supports the
concept that the property commonly known as the "Rob Roy Golf Course" located with-
in unincorporated Cook County be designated -,,.is an open and green space area to
be maintained as a public recreational facility.
SECTION TWO That the Village Clerk- of the Village of Mlount Prospect be and he
is hereby authorized to forward certified copies of this Resolution to'our State
Senators and State Representatives as well as members of the Cook County Board

of Commissioners.
SECTION THREE: That this Resolution shall be in full force and effect from ant,
after its passage and approval in the manner provided by law.

ORDINANCE NO.,
AN ORDINANCE GRANTING CERTAIN VARIATIONS
FOR PROPERTY LOCATED AT 501 WEST ALGONQUIN ROAD
WHEREAS, the Zoning, Board of Appeals of the Village of P.'Jount Prospect did meet on
the 24th day of March, 1977 , the 23rd day of June,, 1977, and the 7th day of July,
1977, at the hour of 8: 00 p - m, - , at the Mount Prospect Public Safety Building Board-
room and did hear Case No. 6-V-77, pursuant to proper legal notice; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did hear
this request to construct an addition to an office bung with certain variations
from the Mount Prospect Zoning Ordinance; and
WHEREAS, the Zoning Poard of Appeals of the Village of Mount Prospect did recom-
mend to the President and Board of Trustees of the Village of Mount Prospect the
approval of this request under Case -No. 6-V-77; and
WHEREAS, the Building Committee of the Board of Trustees of the Village of Mount
Prospect have recommended that the Board of Trustees of the Village of Mount
Prospect concur in the recommendation of the Zoning Board of Appeals under Case
No. 6-Vand
WHEREAS, the President and Poard of Trustees of the Village of Mount Prospect
have reviewed the matter herein and have determined that the same is in the best
interests of the Village of T-Jount Prospect;
NOW, THEREFORE, BE IT ORDAINED BY THIE PRESIDENT AND BOARD OF TRUSTEES

of the east 200. 0 feet of the part of the northeast 1/4 of the SE 1/
of Section 23 , Township 41 North, Range 11 east of the Third
Principal Meridian lying, west of the ethe

is currently zoned under the Zoning Ordinance of the VillAge of Mount Prospect as
I-1 (Light Industrial District), which zoning classification shall remain in effect
subject to the variations granted herein:
A. That the land described above may include the construction and
erection of an addition to an office building with provisions for
eighty-seven (87) 10' x 201 off-street parking spaces to serve same
during that period of time the said building and premises are oc-
cupied by Keolyn Plastics, Inc.
B. That the side yard adjacent to the South lot line of the subject
property be reduced to five feet (51), as shown upon the survey
attached hereto and hereby made a part hereof as Exhibit I.

C. That the construction of the proposed office building addition
may proceed notwithstanding the fact that the subject property
is located upon a lot consisting of less th'an four (4) acres in
size.
SECTION -TWO.- That all requirements of the Mount Prospect Building and Zoning
Code shall be applicable except the variations noted in SECTION ONE heretofore
mentioned.
SECTION THREE: That the Director of Building and Zoning of the Village of Mount
Prospect is hereby authorized to issue a building permit for construction in
accordance with the variations hereinbefore mentioned.
SECTION FOUR: That the variations granted by this Ordinance shall be null and
void and of no force and effect whatsoever unless an application for a building
permit pursuant to such variations is made and construction commenced within one
(1) year of the date this said Ordinance becomes effective.
SECTION FIVE: That this Ordinance shall be in full force and effect from and
after its pass a approval, and publication in the manner provided by law.

AN ORDINANCE ANNEXING PROPERTY ON THE WEST
SIDE OF PRAIRIE AVENUE 174 TO 250 FEET NORTH OF
THE CENTER LINE OF LINCOLN AVENUE
WHEREAS, a written petition under oath signed by the owner of record of land
hereinafter described has been filed with the Village Clerk of the Village of
Mount Prospect requesting that said land be annexed to the Village of Mount
Prospect; and
WHEREAS, all electors residing within the said property to be annexed have
affixed their signatures indicating their consent; and
WHEREAS, the said land is not within the corporate limits of any municipality,
but is contiguous to the Village of Mount Prospect; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospec.1

directed to file in the Office of the Recorder of Deeds of Cook County, Illinois, a

AN ORDINANCE AMENDING MAP I -AS OF THE ZONING
ORDINANCE OF MOUNT PROSPECT
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did
conduct a Public Hearing under Case No. ZBA-25-Z-77, on July 13, 1977,
on a request for a zoning classcation change from R -X (Single Family Resi-
dential District) to R-1 (Single Family Residential District) of certain property
hereinafter described; and
WHEREAS, a notice of the aforesaid Public Hearing was made and published in
the manner provided by law; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospe
have determined that the best interests of the Village of Mount Prospect will b
attained by the adoption of the following Ordinance regarding the subject pro-
perty;, I
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIJ

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Trustee Murauskis, as Chairman of the Blood Donor
Program, and Mayor Krause presented awards to the
newest members of the One Gallon Donor program.
Those donors are as follows:

Upon awarding theplaques, Mayor Krause expressed
appreciation to Trustee Mur'auskis for her dedication
to the Blood Donor program noting that without her

dedication the program would not have met with the
success experienced. Trustee Murauskis had resigned
from that position earlier that week.
Mayor Krause presented a Certificate of Merit to
Robert F. Moore for his service to the counityas
Chairman of the Board of Local Improvement. Mayor
Krause introduced State Representative Eugene
Schlickman. Rep. Schliokman was present to present
Building and Zoning Director :well B. Dutton with a
Resolution adopted by the Illinois House of Repre-
sentatives commending him for his years of dedicated
service as Building Director and for receiving the
Albert Baum Award from B.O.C.A.., that organization's
highest honor.
Robert D. Te chert, representing GAF Associates.,
presented a proposal relative to condominiums on
property abutting Northwest Highway south of Meadows
Park. It was the desire of GAF Associates to obtain
a preliminary verbal poll of the Village Board
relative to the concept of their plans. on the poll,
was the feeling of those expressing opinions, that
they were not opposed to the concept but would wait to
see the recd mnen dations of the Zoning Board of Appeals
and the Building Committee before voicing final
decisions on the matter.
John Priola, 710 S. Emerson, requested further action
by the Village Board and administration to enforce
safety regulations on Emerson due to the excess traffic
using Emerson as a detour to Elmhurst Road 'IS" curve
construction. Mr. Priola asked that a sign be
installed stating "Police Enforced" hoping that measure
would deter speeding and some of the volume of traffic.
Police Chief Don noted that additional police
officers have been assigned to that area and all
possible measures are being taken. Mr. Spi

problem on Emerson:

Trustee Floros stated that he would also be in favor of
posting the sign requested by Mr. Priola.
Jane Collins,1 1101 E. Alter., spoke in support of
Trustee Floros and the effort and interest he has shown
towards this problem.
Village Manager Eppley stated that he would, in an
of to make all attempts to alleviate the problem,
be in favor of posting signs stating, "Police Enforced"
along the detour route..
Ed Stevens, 805 S. Emerson,, spoke to t1ae Board relative
to the steps being taken by MSD and damage done by
the blasting and those homes that could be effected by
future blasting. Mayor Krause mentioned that the MSD
Board meeting was later that week and that matter would
be discussed at that time.
Joe Kubeck, 802 S. Elm., also spoke relative to the MSD
blasting and the possible damage that could be done to
the wells in that area.
John Priola,, 710 S. Emerson, then addressed the Board on
the subject of the blasting done by MSD and possible
recovery of claims for damage.
Trustee Floros questioned Chief Doney relative to a
barricade recently setup on Emerson at Central-, Stating
"Right Turn Only". Chief Doney stated that this was to
deter traffic from making a left turn onto Central Road.
MANAGER'S REPORT
Mr. Eppley requested the Village Board to approve the
public improvement plans submitted by Tree Farm Estates.

moved to approve the public improvernent plans for
Tree Farm Estates.

The Village Manager requested Board authorization for
the Manager and Attorney to proceed with the advertised
sale of the property known as Well #10 and Well #14.

proceed with the sale of Well #10 and Well #14 property.

which a cab fare increase (except for senior citizens)

Trustee Murauskis reported that upon review, the Public

Attorney draft the necessary ordinance to allow the
operation of self-service gas stats cylls.

for concurrence with the Public Health and Safety

allow self' -service gas stations to operate in the Village.

to authorize the Mayor to sign and Clerk to attest the
Elmhurst Road Plaza Subdivision Plat and thereby evidence
the approval of the Board of Trustees provided first there
has been a full signature on the plat by all owners of
record and parties in interest, signing of the plat by
the Planning Commission, and also that prior to the
Mayor's signing, all prorations for sewer and water mains
that have already been installed be paid in cash to the
Village, and that all public improvement bonds be posted.

ITEMS TO BE REFERRED
ZBA 26 -SU -77 was referred to the Building Committee
COMMITTEE ANNOUNCEMENTS
Public Works Committee announced the meeting would take
place July 20, at which time the PUD Ordinance and
water rate schedule would be discussed.
Judiciary Committee announced their meeting would be
August 8th.
The Building Committee would meet August 10th.
The Public Health and Safety Committee would be held
August lith.
The Finance Committee would meet July 28th.
FOR INFORMATION ONLY
Trustee Floros questioned the procedure involved with
the library hold -Ing the proposed referendum and if
the Village Board had control over the referendum.
Village Attorney Zimmermann stated that the Village
Board would be expending the money that would
finance such a referendum therefore the Village
Board would have control. Mr. Zimmermann stated that
he would research the subject and report on the matter
at a later date.
Mr. Eppley noted that the census being conducted was
on schedule and a preliminary figure would possibly
be announced July 26th.
