PROSPECT, ILLINOIS 60056 June 28., 1977 Mayor Carolyn Krause Village of Mount Prospect 112 East Northwest Highway Mount Prospect, Illinois Dear Mayor Krause, Your Honor, the Catholic Archdiocese of Chicago has given us permission to build a permanent Church, - a parish Activity Center and a parish Admini- stration Building on our property at 1325 Burning Bush Lane. These buildings will be used for our Masses and religious services, and for the educational and social activities of our parish. As we seek the Building Permits from the Village for this construction, I also beg the courtesy of an exemption from these fees since we are a non-profit rel 11gious group. Ever grateful for every consideration given my request, and promising full cooperation in every way, I am very grateful in Christ, Rev. Frank E. Wachowski., Pastor RESOLUTION NO. A RESOLUTION NOTING THE PASSING OF FIREFIGHTER LEONARD A. KAISER WHEREAS , Firefighter LEONARD A. KAISER served his community as a Firefighter and trained Paramedic since August 1, 1962; and WHEREAS, Firefighter LEONARD A. KAISER served as a Volunteer Fireman for the Mount Prospect Fire Department, Charles Bruning Fire Brigade for three year's before taking the oath of office as a Firefighter for the Mount Prospect Fire Department; and WHEREAS , Firefighter LEONARD A. KAISER served as a Firefighter under Fire Chief Lawrence J. Pairitz and as a Firefighter under for- mer Fire Chief Edwin Haberkamp and was a trained Emergency Medi- cal Technician and Paramedic; and WHEREAS , Firefighter LEONARD A. KAISER originated "The Cadet Fireman Program In Illinois" in 1973 and spent many personal hours in preparing, promoting and recruiting the Program; and WHEREAS, Firefighter LEONARD A. KAISER., under the auspices of the Village of Mount Prospect, personally saw to the training of many high school students under the Fire Cadet Program with the objective that the Program would lead to career employment in fire fighting; and WHEREAS , the Mount Prospect Fire Cadet Program is the first of its kind in the United States and is the only one in the Northwest suburbs-, and WHEREAS . Firefighter LEONARD A. KAISER received many commenda- tions over the years for his above the line duty as a Firefighter and trained Paramedic and for his work with the Fire Cadet Program; and WHEREAS, we as Mayor and Trustees of the Village of Mount Prospect are conscious of these many and lasting contributions he made to the advancement of the Mount Prospect Fire Department and to its repu- tation in the community and throughout the country; THEREFORE , BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT , COOK COUNTY ILLINOIS: SECTION ONE: That there be public acknowledgment of the unselfish service of the departed LEONARD A. AN ORDINANCE AMENDING ORDINANCE NO. 991 WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did conduct a public hearing on the 24th day of March, 1977 . at the hour of 8: 00 o'clock -p.m. at the Public Safety Board Room, 112 East Northwest Highway, Mount Prospect, Illinois, concerning a petition by Randhurst Corporation to expand a special use permit presently in exist- ence to permit an additional auditorium to be constructed in the indoor theater currently located on the land commonly known as Randhurst Shopping Center: and WHEREAS, the Building Committee of the Board of Trustees of the Village of Mount Prospect did meet on June 6, 1977 and did review the re- commendation of the Zoning Board Appeals Case No. ZBA-8-SU-77; and WHEREAS . the President and Board of Trustees of the Village of Mount Prospect have considered the recommendations of said Board of Appeals and believe that a special use permit as requested should be granted for said real estate, NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Section 1 of Ordinance No. 991 be and the same is hereby amended to expand the legal description contained therein to in- clude the land and territory necessary for the addition of one auditorium to the existing theater building; so that hereafter the legal description contained in the aforesaid Section 1 on Ordinance No. 991 shall be and read as follows: "That part of the West 1/2 of the Southeast 1/4 of Section 27, Township 42 North, Range 11, East of the Third Principle Meridian bounded by a line described as follows: Commencing at a point on the North line of the West 1/2 of the Southeast 1/4 976.40 ft. AN ORDINANCE AMENDING THE MUNICIPAL CODE SO AS TO PERMIT THE IMPROVEMENT OF THE INTERSECTION OF RAND, CENTRAL, AND MT. PROSPECT ROADS WHEREAS, the Village of Mount Prospect, hereinafter known as the Village, and the State of Illinois. acting by and through its Department of Transportation, have entered into an agreement relative to the improvement of the intersection of Rand, Central and Mt. Prospect Roads in the Village of Mount Prospect; and WHEREAS, in order to facilitate said improvement it is necessary for the Village to adopt an ordinance regulating encroachments on the right-of-way for said improve- ments , and prohibit the discharge of sanitary and industrial waste water at certain locations; NOW . THEREFORE . BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES *F THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Section 24.801 of the Municipal Code of Mount Prospect of 1957, as amended, be and the same is hereby further amended by adding thereto Subsec- tions C and D, which Subsections C and D shall prohibit the discharge of sanitary and industrial waste water into certain rights-of-way; so that hereafter the said subsections C and D of Section 24.801 shall be and read as follows: if C. It shall be unlawful for any person, firm or corporation to discharge any sanitary or industrial waste into any storm sewers constructed by the State of Illinois as part of the improvement of Busse Road between Golf Road and the southernmost corporate limits of the Village of Mount Pros- pect, known as Busse Road C.H.S. Route 012 (F. A. Route No. 177), Section 012-0304 MFT, Village Section 40CS. D It shall be unlawful for any person, firm or corporation to discharge or permit or cause to be discharged sanitary and industrial waste water into any storm sewers constructed as part of the improvement of the intersection of U - S. Route 12 (Rand Road), Central Road and Mt. Prospect Road in Mount Prospect, Illinois. 11 0 SECTION TWO: That Section 9.108 of the Municipal Code of the Village of Mount Prospect of 1957, as amended, be and is hereby further amended by adding an additional subsection, Subsection F; so that hereafter the said Subsection F of Section 9.108 shall be and read as follows: 17 F. It shall be unlawful for any person, firm, or corporation to erect or cause to be erected , to retain or to be retained, any encroach- ment (hereinabove defined) within the roadway existing rights- of-way at the intersection of Rand Road (FAP Route 864) (U.S. Route 12, Central Road (FAU Route 1300) and Mount Prospect Road (FAT Route 2686) , at and near the intersection of said three routes, in the Village of Mount Prospect, Cook County, Illinois. State Section 45CS. 11 SECTION THREE: That this Ordinance is intended to and shall be an addition to all other ordinances. rules and regulations concerning encroachments and shall not be construed as repealing or amending any other. ordinance or part of any ordinance unless in direct conflict therewith. Mr. Walsh asked that the Vill-age agree to inspect the residents homes before blasting In that area began not-ing any and all conditions and that a bond be placed with the Village by the construction company insuring payment of any damage done to homes due to the blasting. Village Attorney Zimmermann explained the Village does have an agreement with MSD and that no bond can be required by the construction company due to prI ior j iscusioncourt decisions on this sub*ect. Those residents having expressed concerns would be notified as to the outcome of the meeting. Mrs. K. Knuth, 813 S. Lancaster, approached the Board with a request for a crossing guard to be positioned at Lon nquist and Busse Road for the summer months in order to provide children a safe crossing at that intersection, especially now wIt h the detour because of the 'IS" curve construction. Police Chief Doney noted that the budget did not allow for a crossing, guard at that location stating that $1,905 would be the amount necessary to fund this request. Mrs. J. Grier, 103 E. Hiawatha, requested permission be given to the construction workers at Hiawatha and Emerson to park on the parkway, which would allow a smoother flow of traffic on Emerson at that point. MANAGER'S REPORT Village Manager Eppley presented Mayor Krause and Trustee Murauskis diplomas for completing the tours of each department in order to learn their functions. MAYOR'S REPORT Mayor Krause presented a water conservation f lag to andhurst Corporation for saving thousands of gallons of water. Mayor Krause presented Edward B. Rhea, Jr. a resolution of appreciation for his service as Trustee. Robert Sherman was presented a Certificate of Merit by Magor Krause for serving on the Zoning Board of Appeals Robert D. JUDICIARY COMMITTEE Trustee Wattenberg noted that although the previous Board had not agreed to give financial assistance to those residents involved in the Brickman litigation,, he felt es -1 1 litigation, that the present Board should reconsider that decision. Since Trustee Floros had no had a chance to review the Judiciary Committee's report, Trustee Wattenberg would present his motion at a later time. I PUBLIC WORKS COMMITTEE Trustee Richardson, seconded by Trustee Murauskis,, moved for concurrence with the Judiciary Committee's recommendation to install sidewalks along the eastern end of Prospect Avenue and along Euclid Avenue from Wolf Road with the remainder of the budgeted amount around Clearwater Park. Trustee Murauskis noted the need for resurfacing of the 1800 block of Pheasant Trail. Village Engineer stated that MFT funds allowing, this project -could be undertaken. It was reported that the Board of Local Improvements would repo ort to the Village Board on their recommendation relative to curb and gutter work proposed in the area, of George and Albert Streets north of Northwest Highway.
