The Illinois Department of Transportation (IDOT) is accepting
the apparent low bid of $614,845.80 and is awarding the
contract to Milburn Brothers Construction Co. IDOT wants
the Village to pass a resolution in which Mount Prospect
concurs in the awarding of this contract. Attached is a
draft copy of the proposed resolution,

the safe and efficient movement of traffic, and
WHEREAS, the Village of Mount Prospect, the State of
Illinois and the Federal Government., through ilts F.A.U.S.
Program, will participate in such improvements'; and
WHEREAS, the Illinois Department of Transportation haA
received an apparent low bid of $614,845.80 submitted to
Milburn Construction Company of Mount Prospect for
construction of the project.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD
OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS:

in the acceptance of the apparent low bid of $614.,845.80

WHEREAS, RANDHURST CORPORATION, owner and operator of
Randhurst, a regional shopping center located in Mount Prospect,
Illinois on the real estate legally described on Exhibit "All
hereto, and the VILLAGE OF MOUNT PROSPECT, Cook County, Illinois,
a municipal corporation (hereainfter referred to as "Village")
entered into an Agreement dated July 18, 1972 providing for regu-
lation of traffic on the parking area of Randhurst pursuant to
the provisions of Section 11-209 of Chapter 95-1/2 of Illinois
Revised Statutes (hereinafter referred to as the "Agreement") and
WHEREAS, the Agreement was for a term of five (5) years
from the date of its execution and provided that it was renewable
for additional periods of like duration; and
WHEREAS, Randhurst Corporation and the Village desire
to renew the,Agreement;
NOW, THEREFORE, Randhurst Corporation and the Village
agree that the Agreement shall be extended for a renewal term
commencing July 18, 1977 and expiring July 17, 1982 on the same
terms and conditions.

A RESOLUTION MAKINGCERTAIN APPROPRIATION TRANSFERS
WITHIN THE ANNUAL BUDGET ADOPTED FOR FISCAL 1977-78
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect have passed
and approved ordinance No. 2342, which set the finances of the Village under the
"Budget Officer System"; and
WHEREAS,, pursuant to the aforesaid Ordinance and the statutes of the State of
Illinois made and. provided, an annual budget for 1977-78 was passed by the corporate
authorities of the Village of Mount Prospect by Resolution 10-77 on April 26, 1977;
and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect have
reviewed certain transfers and additions to -the aforesaid budget for 1977-78
and
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect believe
the following changes for fiscal 1977-78 to be in the best interests of the
Village of Mount Prospect:

AN ORDINANCE AUTHORIZING THE ACQUISITION OF CITIZENS UTILITIES
COMPANY OF ILLINOIS SEIVER & IVATER SYSTEM LOCATED IN AND NEAR
THE NORTHEAST SECTION OF THE VILLAGE OF MOUNT PROSPECT.
ORDINFANCE NO.
WHEREAS, Section 6(a) of Article VII of the
1970 Constitution of the State of Illinois provides
that any municipality which has a population of more
than 25,000 is a home rule unit, and the Village of
Mount Prospect, Cook County, Illinois, with a popula-
tion in excess of 25,000 is therefore a home rule unit
and, pursuant to the provisions of said Section 6(a) of
Article VII, may exercise any power and perform any
function pertaining to its government and a,ffa,irs,
including, but not limited to, the power to tax and
to incur debt; and
WHEREAS, the President and Board of Trustees
of the Villa.ge of Mount Prospect have heretofore on
1 19 , a,dopted Ordinance No. of
the said Village authorizing the operation and main-
tenance of a. combined waterworks and sewerage system
within the said Village and areas contiguous thereto;
and
WHEREAS, Citizens Utilities Company of Illinois
owns and operates a, water and sewer system within a, por-
tion of the corporate limits of said Village, which system
is generally known as Citizens Utilities' Chicago Suburban
Property, and which is more fully described in Figures 1
and 2 and Schedules A, B, C, and D of this ordinance, which
Figures and Schedules are attached hereto and incorporated
herein by this reference; and
WHEREAS,, Citizens Utilities Company of Illinois
has, at va,rious times, been granted certificates L of public
convenience and necessity by the Illinois Commerce commission
to provide water and sewer service as a public u-,1.--il1itL-.y to nor -
4, --ions of the Village of Mount Prospect; and
WHEREAS, Citizens Utilities Company of Illinois in
and about the operation and maintenance of the aforesaid

water public utility owns the personal pro--)e-"4"-y described
in the aforesaid Schedule A, and in addition, possesses
interests --'n certain real estate, which real estate is more
fully described in Schedule B. The locations of said real
and personal prope--ty are shown in the aforesaid Figure l-

WHEREAS, Citizens Utilities Company of Illinois
in and about the operation and maintenance of aforesaid

in the aforesaid Schedule C, and in addition, possesses

other agents of the Village as the Village President may
authorize, be and they are hereby authorized and directed,

by the Illinois Commerce Commission pursuant to a petition
of the Village filed for the purpose described in SECTION
SIX hereof,, to attempt to secure an agreement with Citizens

tion for the aforesaid water and sewer system for the purchase
of the aforesaid water and sewer system.

There is 105 feet of 12 -inch diameter casing pipe and 10
feet of 6 -inch diameter suction pipe. The present well pump
and motor were installed in November, 1970 and consist of a
nine stage, 8 -inch, Layne & Bowler vertical turbine pump
driven by a 20 h.p. (horsepower) U.S. Motor. The pump is
rated for 185 gpm (gallons per minute) at 292 feet TDH (total
dynamic head). The first stage of the pump is set at a depth
of 130 feet.
Well No. 2: Well No. 2 is located on the south
side of Euclid Avenue just west of Crabtree Lane. The present
well pump and motor were overhauled and tested in March, 1974
and consist of an 11 stage, 12 -inch, Layne & Bowler vertical
turbine pump driven by a 350 h.p. U.S. Motor. The pump is
rated for 1000 gpm at 803 TDH. The first stage of the pump
is set at a depth of 840 feet.
Well No. 3: Well No. 3 is located on the west side
of Des Plaines River Road south of Camp McDonald Road. The
well was drilled to a depth of 902 feet in 1960 but was
abandoned by Citizens Utilities Company of Illinois in 1971
due to the decreased production of the well. At the present
time, the well house has been removed, the site is vacant,
and the well has been capped.
Well No. 4 -0 Well No. 4 is located on the south side,
of Willow -Seminole Road just east of Burning Bush Lane. The
present well pump and motor were installed in January, 1967
and consist of a 13 stage, 12 -inch, Layne & Bowler vertical
turbine pump driven by a 450 h.p. U.S. Motor. The pump is
rated for 1000 gpm at 10955 feet TDH. The first stage of the
pump is set at a depth of 840 feet.

Park apartment complex just north of Piper Lane. There is
20 feet of 10 -inch diameter suction pipe. The present well
pump and motor were installed in May, 1971 and consist of a

by a 450 h.iD. U.S. Motor. The pump is rated for 1000 gpm at
1025 TDH. The first stage of the pump is set- at a depth of
900 feet.
Well No. 6: Well No. 6 is loca+,.-'e_d in the Quince
Park Subdivision. The present well pump and motor were
installed in September 1972 and consist of a 13 stage,
12 -inch, Layne & Bowler vertical turbine oumo driven by a
450 m.p. U.S. Motor. The pump is rated for 1000 gam at
949 feet TDH. The first stage of the pump is set at a
depth of 820 feet.
TREATMENT AND PUMPING FACILITIES, including all

indicators, system pressure gauges, automatic start -stop

ton -Foundry Road .
Well No. 2 -- in a split level s-t-ruct-ure'situated on
a 1.2 acre site on Euclid Avenue just west of Crabtree Lane.

water between the Park Drive lift station and the wet well

diameter, Class 150, cast iron pipe at an average depth of
8 feet.
Force Main No. 2: Force Dia --:n No. 2 extends from
the Park Drive and Willow -Seminole Road lift station to ,,--he
Burning Bush and Willow -Seminole Road lift station. This
force main consists of approximately 1,900 feet of 8 -inch
diameter., Class 150, cast iron pipe at an average depth of
8 feet.
Force Main No. 3.- This force main is located
between the lift station at Willow -Seminole Road and Burning
Bush Lane and the MSDGC interceptor in Wolf Road. The force
main consists of approximately 1,950 feet of 12 -inch diameter,
Class 150, cast iron pipe and discharges into a 24 -inch dia-
meter V C P gravity sewer at Willow -Seminole Road and Mandel
Lane. The 24 -inch gravity sewer continues west along Willow -
Seminole Road for about 620 feet before discharging into the
5 -foot 9 -inch diameter MSDGS intercept6-or running south on
VATOUAI`•.•
Force Main No. 4: Force Main No. 4 was constructed
in 1970 and consists of approximately 1,485 feet of 8 -inch
diameter, Class 150, cast iron pipe. This main extends from
the Quince Park lift station to the connect, -Lon with the 12 -
inch force main in Willow Seminole Road just west of the lift
station at Willow -Seminole Road and Burninq Bush Lane.
or Main No. 5- This force main extends from the
Holiday Inn lift stat -ion to an 8 h diamet.--er gravity sewer
on the north side of Willow -Seminole Road east of Des Plaines
River Road. The gravity sewer flows into the wet well of
the lift station at Park Drive and Willow -Seminole Road. The
force in consists of approximately 1,940 feet of 6 -inch
diameter, Class 150, cast iron pipe at an average depth of
Force Main No. 6: This force in is a combination
of force main and gravity sewer. The force main portion con-
sists of approximately,1,020 feet of 14 -inch diameter, Class
150, cast iron pipe extending from the Te Vi lift station
to a in just south of Kensington -Foundry Road and west
of the Minneapolis, St. Paul and Sault St. Marie Railroad
tracks. At this point, the force main discharges into a
24 -inch diameter V C P gravity sewer. The 24 -inch sewer
continues south along the railroad tracks for approximately
11,500 -feet discharging just south of an Road into the 54 -
inch diameter MSDGC intercepter along Wellers Creek.
LIFT STATIONS including, but not necessarily
limited to, all pumps, dehumidifiers, ventilation equipment,
sump pumps, lights, air compressors, pump motor control equip-
ment, instrumentation, motors, suction and discharge connectors,
tubes and pipes at the following locations. -
Park Drive Lift Station: This station is located
in a small landscaped area on Park Drive at the intersection
with Cayuga Lane. The facility is a Smith and Loveless, pre-
fabricated, underground station consisting of a 7 -foot
meter by 8 -foot high pump chamger, a 3 -foot diameter entrance
tube, and a 5 -foot diamete." wet well. The base of the station
is approximately 25 feet below grade. I

Park Drive and Willow -Seminole Road Lift Station:
This station is located on the souteast corner of the inter-
section of Park Drive and Willow -Seminole Road. The facility
is a Zimmer and Francescon, prefabricated, underground lift
station consisting of a 9.5 -foot diameter pump chamber, a
3 -foot diamater entrance tube, and an 8 -foot diameter wet
well. The base of the station is approximately 20 feet below
grade.
Willow -Seminole Road and Burning Bush Lane Lift
Station: This lift station is located on the site is located
on the site of Well No. 4 at the intersection of Willow-
Seminole Road and Burning Bush Lane. The facility is a
Zimmer and Frances%,_:on prefabricated, underground lift station
consisting of an 8 -foot diameter pump chamger, a 3 -foot
diameter entrance tube, and a 6 -foot diameter wet well. The
base of the station is approximately 22 feet below grade.
Quince Park Lift Station: This lift station is
located just north of the Quince Park subdiv--'sion. The
facility is a Smith and Loveless, prefabricated, underground
lift station consisting of an 8 -foot diameter pump chamber,
3 -foot diameter entrance tube, and 6 -foot diameter wet well.
The base of the station is approximately 24 feet below grade.
Holiday Inn Lift Station.- The Holiday Inn lift
station is located near the Holiday Inn at Milwaukee Avenue
and Winkelman Road. The facility is a prefabricated, under-
ground lift station consisting of a 7 -foot diameter pump
chamber, 3 -foot diameter entrance tube, and 5 -foot diameter
wet well. The base of the station is approximately 16 feet
below grade.

is located north of Boulder Drive and west of the Minneapolis,
St. Paul and Sault Ste. Marie Railroad tracks. The prefabri-

Mr. Calvin H.ebenstreit,1714 Martin Lane, spoke to
the Board regarding the operation of the Maple Street
parking let noting that he objected to the way the
meter violations are enforced. Mr. Hebenstreit
stated that he had been ticketed on 5 occasions because
of meter malfunctions and requested another form o
checking meters be instituted, instead of the commuters
having to call and report a malfunction. The ward
took no action.
Mr. Kaufman, Surety :Homes Corporation, being one of
the contract purchasers of property commonly known as
the Preuter property, located on the gest side of
Elmhurst Road, east of Algonquin, approached the Board
for direction as to whether the Board would approve
Carboy Road as a thru street to Elmhurst Road or a
cul-de-sac which would allow access for emergency
vehicles. Following discussion, a poll of the Board
resulted in the following recommendations:
Trustee Floros - a thru street
Trustee Minton - a cul-de-sac
Trustee Murauskis -- refer to Building Co r.ittee
Trustee Richardson - a cul-de-sac
Trustee Hendricks - a thru street
`trustee Wattenberg - a cul. -de -sac
Mayor Krause -- a cul--de-sac
Since a majority of the Board recommended a cul-de-sac,
Mr. Kaufman will • that as the direction
Village Manager Eppley brought the Tree Farm Subdivision,
located north of Euclid Avenue between Burning Bush and
River Road, to the attention of the Board relative to
that subdivision acquiring water. The previous Village
Board had approved construction of a, deep well on that
site, however the developer would need water sooner than
the Village could provide therefore their alternative
was to acquire their water from Citizens Utilities,
which they will do.
Trustee Hendricks, seconded by Trustee Wattenberg, moved
to delete the $200,000 previously allotted for construction
of a deep well on the Tree Farm Subdivision.

Richard Nogawski, 110 Bobby Lane, approached. the Board
regarding water conservation. Mr. Nogawski felt that the
minimum water usage should be lowered since these using
less than the minimum were charged the minimum rate even
though the actual usage was less. Trustee Richardson
mentioned that the water rates are due for a revision.

Will Baas, 601 Crestwood,, requested additional lighting
be provided at Clearwater Park. Village Manager Eppley
pointed out that the reer"eation area I on that - site was
Park District property arid that a letter to that effect
would be forwarded to the Park District.
MANAGER'S REPORT
Village Manager Eppley presented his recommendation to
the Board relative to the sanitary sewer connection to
the MSD interceptor at Oakton Street. The installation
of this connection would be made on an easement granted
the Village by Lincoln Properties.
Trustee Wattenberg, seconded by Trustee Richardson,
moved to amend the budget by $70,000 for the purpose
of installing a sanitary sewer connection at Oakton
Street and Elmhurst Road.

Trustee F1 stated that with 2 new members on the
Village Board, the new members should be given the
opportunity to review any additional personnel. Trustee
Richardson noted that the police eligibility list has
been exhausted and that the administration should be
given some guidelines since the testing process for this
list takes approximately 6 months.
Marie Caylor, 1308 Pima Lane, spoke in support of the
new personnel. Col. Arthur, 1314 S. Hiawatha, spoke
in favor of the freeze on hiring.
Trustee Muraus requested an opportunity to review
the 77-78 budget with the possibility of making some
revisions. Village Attorney Zimmermann recommended that
a resolution be drawn to amend the budget relative to
the discussion on the floor., but by passing the motion
on the floor would be taking away the power of the
Village Manager as set forth in Article V of the Illinois
Revised Statutes. Trustee into spoke in support of
the Village Attorney's recommendation.
Trustee Richardson recapped the fact that ' 204 additionlal
employees had been requested whicthy., h Board had reduced
