The Planning Commission of Mount Prospect- at their meeting Wednesday, April 13, 1977, approved in concept, our proposed plan for this property, however at that meeting they did indicate several questions which they felt should be loo'K-ed into as regards this proposal prior to our preliminary plat submission. In meeting with luxlr. Buell Dutton of your villa regarding the questions raised by the Plan Commission, he has suggested that I write this letter to the Board of Trustees beforo proceeding with additional refinement of our proposed plan, in order to get some direction t> reaardin(-y one specific proposal in our plan. regarding Specifically, the proposed plan which we have submitted, while it does provide for vehicular access between Elmhurst Road and the existing dead -ended Carboy Road, does not provide for dedication and extention of the existing Carboy Road between its present terminus and Elmhurst Road. By this letter, I am requesting direction from your Board as to whether the Village. of Mount Prospect will allow development of the Subject property in the manner as indicated in our proposed plans, without additional dedication and extention of Carboy Road, but, while still providing access for emergency vehicles, or will require C) dedication and extension of Carboy Road through this property to Elm1iurst Road. Dutton, Director of Buildinq and Zoning SUBJECT: Drouhot's Subdivision DATE: May 13, 1977 Approximately a year ago, Mr. Drouhot,, owner of the car wash on Prospect Avenue, wanted to get permission to construct a Foto Mat operation in front of the existing building. At that time, I informed him that even though I didn't believe that he had enough back-up off street parking for such a use, he would have to have a plat of subdivision approved and a variation for more than one building on a lot. Subsequently, Foto Mat pulled out after the Planning Commission approved the plat, but because of the foregoing,, the plat never went to the Village Board. No�q Mr. Drouhot wishes to obtain a permit to make alterations to the existing building. This also 'requires that a plat of subdivision, putting all of the property into a single lot of record, be approved. By way of further explanation, Mr. Drouhot has also been before the Zoning Board of Appeals to re -zone the property from I-] to B-4, because a car wash is not a permitted use in an I -I zone and also included in that request is a request to re -zone the south 25 feet from R-1 to B-4. That is what the entire property is being used for. The Zoning Board of Appeals has voted to recommend in favor of the foregoing zoning aspects and will be before the Building Committee as soon as their secretary writes the report. Northwest Highway Subdivision DATE: May 13, 1977 The plat was approved by the Planning Commission of May 4, 1977. The purpose of placing all of these parts of lots of record is that the present owners wish a permit to build an addition to the existing building. If so, they probably will need a variation from the required off-street parking, because they barely meet the existing requirements. However they want the plat approved anyway so they will only get one tax bill in the future instead of one for each individual parcel of the existing lots. A RESOLUTION ESTABLISHING AN INTENT RELATIVE TO FUNDING THE ACQUISITION OF CITIZENS UTILITIES COMPANY OF ILLINOIS SEIVER AND WATER SYSTEM WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect may acquire that portion of Citizens Utilities Company of Illinois sewer and water system servicing the north- east section of the Village of Mount Prospect and environs; and WHEREAS, such acquisition would benefit only those citizens who currently receive the services provided by the aforesaid utility company; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT., COOK COUNTY, ILLINOIS: SECTION ONE: That., should the Village of Mount Prospect acquire that portion of the sewer and water system servicing the north- east section of the Village of Mount Prospect and its environs, which system is currently owned and operated by Citizens Utilities Company of Illinois, such acquisition shall be funded by the persons in the area presently receiving the services of Citizens Utilities Company --which funding shall be accomplished by any feasible method as is currently or as may be provided by law. The present well pump and motor were installed in November, 1970 and consist of a nine stage, 8 -inch, Layne & Bowler vertical turbine pump driven by a 20 h.p. (horsepower) U.S. Moto--. The pump is rated for 185 gpm (gallons per minute) at 292 feet TDH (total at dynamic head). The first stage of the pump is set at a depth of 130 feet. Well No. 2: Well No. 2 is located on the south side of Euclid Avenue just west of Crabtree Lane. The present well pump and motor were overhauled and tested in March, 1974 and consist of an 11 stage, 12 -inch, Layne & Bowler vertical turbine pump driven by a 350 h.p. U.S. Motor. The pump is rated for 1000 gpm at 803 TDH. The first stage of the pump is set at a depth of 840 feet. Well No. 3: Well No. 3 is located on the west side of Des Plaines River Road south of Camp McDonald Road. The well was drilled to a depth of 902 feet in 1960 but was abandoned by Citizens Utilities Company of Illinois in 1971 due to the decreased production of the well. At the present time, the well house has been removed, the site is vacant, and the well has been capped. Well No. 4: Well No-, 4 is located on the south side of Willow -Seminole Road just east of Burning Bush Lane. The present well pump and motor were installed in January, 1967 and consist of a 13 stage, 12 -inch, Layne & Bowler vertical turbine pump driven by - a 450 h.p. U.S. Motor. The pump is rated for 1000 gpm at 1095 feet TDH. The first stage of the pump is set at a depth of 840 feet. A-2 Well No. 5: Well No. 5 is located in the Willow Park apartment complex just north of Piper Lane. There is 20 feet of 10 -inch diameter suction pipe. The present well pump and motor were installed in Ma" , 1971 and consist of a 13 stage, 1.2 -inch, Layne & Bowler vertical turbine pump driven by a 450 h.p. U.S. Motor. The pump is rated for 1000 gpm at 1025 TDH. The first stage of the pump is set at a depth of 900 feet. Well No. 6: Well No. 6 is loca'.-read in the Quince Park Subdivision. The present well Dump and 'rotor were installed in Sep 'CgIBI-rnber 1972 and consist of a, 13 stage, 12 -inch, Layne & Bowler vertical turbine ou-nio driven by a 450 m. o. U.S. Motor. The pump 'is rated for 1000 gpm at 949 feet TDH. The first stCa.ge of the pump is set at a dePt--h or 820 feet. Approximately 84 per cent of the total sewer net- work is vitrified clay pipe (V C P). Reinforced concrete pipe and -asbestos cement pipe comprise the remaining 16 per cent of the system. Service connections to single family residences are 6 -inch diameter V C P, while those to the various apartment 'complexes are either 6 -inches or 8 -inches in diameter. FORCE MAIN_J Force Main No. 1: This force main conveys waste water between the Park Drive lift station and the wet well of the Willow -Seminole Road and Park Drive lift station. The force main consists of approximately 2,540 feet of 6 -inch diameter, Class 150, cast iron pipe at an average depth of 8 feet. Force Main No. 2: Force Main No. 2 extends from the Park Drive and Willow -Seminole Road lift station tothe Burning Bush and Willow -Seminole Road lift station. This forcei,�.lmain consists of approximately 1,900 feet of 8 -inch ­ diameter, Class 150, cast iron pipe at an average depth of 8 feet* Force Main No. 3.- This force main is located between the lift station at Willow -Seminole Road and Burning Bush Lane and the MSDGC interceptor in Wolf Road. The force main consists of approximately 1,950 feet of 12 -inch diameter, Class 150, cast iron pipe and discharges into a 24 -inch dia- meter V C P gravity sewer at Willow -Seminole Road and Mandel Lane. The 24 -inch gravity sewer continues west along Willow - Seminole Road for about 620 feet before discharging into the 5 -foo, -'E_ 9-in'ch diameter MSDGS interceptor running south on Wolf Road. Force Main No. 4: Force Main No. 4 was constructed in 1970 and consist's of approximately 1,485 feet of 8 -inch diameter, Class 150, cast iron pipe. This main extends from the Quince Park lift station to the connection with the 12 - inch force main in Willow -Seminole Road just west of the lift station at Willow -Seminole Road and Burning Bush Lane. c-2 Force I -lain No. 5: This force main extends from the Holiday 'Irrin lift stat. --ion -',--o an 8 -inch diameter gravity sewer on the north side of Willow -Seminole Road east of Des Plaines River Road. The gravity sewer flows into the wet well of the lift station at Park Drive and Willow -Seminole Road. The force main consists of approximately 1,940 feet of 6 -inch diameter, Class 150, cast iron pipe at an average depth of 7 feet. Force Main No. 6: This force main is a combination of farce main and gravity sewer. The force main portion con- sists of approximately !.1,CD2 0 feet of 14 -inch diameter, Class 150, cast iron pipe extending from the Tex -Vit lift station to a point Dust south of Kensington -Foundry Road and west of the Minneapolis, St. Paul and Sault St. Marie Railroad tracks. At this point, the force main discharges into a 24 -inch diameter V C P gravity sewer. The 24 -inch sewer continues south along the railroad tracks for approximately 11,500 feet discharging just south of Rand Road into► the 54 - inch diameter MSDGC intercepter along Wellers Creek. LIFT STATIONS including, but not necessarily limited to, all pumps, dehumidifiers, ventilation equipment, sump pumps, lights, air compressors, pump motor control equip- ment, instrumentation., motors, suction and discharge connectors, tubes and pipes at the following locations: Park Drive Lift Station: This station is located in a small landscaped area on Park Drive at the intersection with Cayuga Lane. The facility is a Smith and Loveless, pre- fabricated, underground station consisting of a 7 -foot dia- meter by 8 -foot high pump chamaer, a 3 -foot diameter entrance tube, and a 5 -foot diameter wet well. The base of the station is approximately 25 feet below grade. C-3 Park Drive and Willow -Seminole Road Lift Station: This station is located on the souteast corner of the inter- section of Park Drive and Willow -Seminole Road. The facility is a Zimmer and Francescon, prefabricated, underground lift station consisting of a 9.5 -foot diameter pump chamber, a 3 -foot diamater entrance tube, and an 8 -foot diameter wet well. The base of the station is approximately 20 feet below grade. Willow -Seminole Road and Burning Bush Lane Lift Station: This lift station is located on the site is located on the site of Well No. 4 at the intersection of Willow - Seminole Road and Burning Bush Lane. The -facility is a Zirm-ner and Francescon prefabricated, underground lift station consisting of an 8 -foot diameter pump chamger, a 3 -foot diameter entrance tube, and a 6 -foot diameter wet well. The base of the station is approximately 22 feet below grade. Quince Park Lift Station: This lift station is located just north of the Quince Park subdivision. The facility is a Smith and Loveless, prefabricated, underground lift station consisting of an 8 -foot diameter pump chamber, 3 -foot diameter entrance tube, and 6 -foot diameter wet well. The base of the station is approximately 24 feet below grade. Holiday Inn Lift Station: The Holiday Inn lift station is located near the Holiday Inn at Milwaukee Avenue and Winkelman Road. The facility is a prefabricated, under- ground lift station consisting of a 7 -foot diameter pump chamber, 3 -foot diameter entrance tube, and 5 -foot diameter wet well.
