PROSPECT VILLAGE BOARD
volumeA key component of the Mount Prospect Strategic Plan is to improve the Village"s
infrastructure including the residential street light system.
This year"s proposed project area for street light improvements is Lonnquist Boulevard
between Busse Road and Meier Road. This stretch of roadway is designated as a collector
street and hosts Clearwater Park, Holmes Junior High and Early Learning Center, and Great
Love Presbyterian Church. In addition, St. Cecilia Catholic Church is situated at the
intersection of Lonnquist and Meier. All these facilities contribute to an above average

Staff is seeking to enter into a contract with a consulting engineering firm for design and
construction engineering to facilitate construction of the lighting improvements. The
proposed design will replace the wood pole -mounted lights with aluminum poles. In
_?ddition,poles will also be installed in mid -block locations/1 •

current code requirements for new residential subdivisions.
A Request for Technical and Cost Proposals was posted on the Demandstar by Onvia
website. Six (6) consulting engineering firms responded submitting Technical and Cosl
Proposals.
c-:ach firm was asked to submit as part of their proposal the following information:
1. Resumes of key personal and related experience on similar type projects
2. Summary of the firm"s approach to the project
3. Staff hour estimate and cost proposal for major phases of work
4. Project schedule
Tasks that are identified to be performed include:
• Perform field survey
• Prepare construction plans, specifications, and cost estimates
• Coordinate design with utility companies
• Provide bidding assistance
• Provide construction staking
• Provide construction inspection and supervision
• Attend construction meetings
• Prepare pay estimates, punch -list, and as -built drawings
The consulting firms" Technical and Cost Proposals were reviewed on the basis of their
understanding of our goals and their methodology of the design process. They were rated
(with a maximum score of 100 points) according to these specific categories: company
background, experience, scope of work, schedule, work effort and proposal content. The
rankings are:

Hancock Engineering has put together a very strong project team with extensive
txperience designing municipal street light projects. Notably, Hancock has
recently completed r • _scale• scape to the proposed Lonnquisti
Boulevard improvements for the villages of Broadview,, Melrose Park,, Maywood,,
ind Riverdale. Hancock has not performed streetlight design work for Mount]
Prospect in the past. However, the firm successfully completed design and
construction engineering for the Village"s Whitegate Drive Watermain Replacement
Project and the Elm Street Watermain Replacement Project.
Staff has discussed the proposed ••- of •rk with Hancock representatives•

BACKGROUND
Hancock Engineering is a consulting engineering firm focused on providing comprehensive
engineering services to villages, cities, and other clients in the suburban Chicago area. Hancock
Engineering was founded in 1911 and this past year we celebrated 109 years of providing high-quality
professional engineering services to our clients.
Hancock Engineering has always been committed to
keeping our overhead costs low and to pass those savings
on to our clients. For over twenty-five years our sole
office has been centrally located in Westchester, just
minutes from the 1-290 expressway.
Our office is in close proximity to Mount Prospect and
the project site. Additionally, several of our key Engineers
live within neighboring suburbs. Our proximity to Mount
Prospect provides us with the ability to mobilize to the
project site for meetings, site visits, or consult on short
notice. Our closeness to your community ensures that
the Village of Mount Prospect will not incur any costs
related to travel or mobilization from Hancock
Engineering during the project.

Hancock Engineering is led by a team of nine Principals. These nine individuals make up the Directors
and the Shareholders of the company, and all are very active in the day-to-day operation of the
company. Our principals are very "hands-on" and in touch with the needs of our clients. Jim Goumas,
a senior Vice -President of our company, will serve as the Client and Project Manager for the Village
of Mount Prospect.

Our staff is highly experienced and qualified in performing all phases of Engineering for locally and
federally funded infrastructure projects. Throughout our projects, we make certain to continually
keep the client informed on relevant engineering matters, to perform our engineering assignments

We believe we are properly staffed and exceptionally prepared to provide the engineering services
typically required of your Village. Our Engineers commit themselves to going above and beyond the

BACKGROUND
Hancock Engineering focuses our resources on municipal projects. Our desire to keep over 95% of
our workload in the public sector has allowed us to avoid losses in manpower and ensure that our
rates remain competitive. The annual billings for our firm over the past 5 years are as follows:
Our staffing levels have been steadily growing over the past decade and we have been able to meet
the varied workload with this staff. As evidenced by our ability to meet the varied workload, Hancock
Engineering has the capacity and adequate staff available to meet the scope and extent of work
required to provide the Village of Mount Prospect with high quality and timely engineering services
We are currently pre -qualified by the Illinois Department of Transportation to provide engineering
services to the amount of $7,200,000.00.
We will have the capacity to carry out the scope and extent of the work between the dates dictated
in the RFP. Our efficiently -sized company prevents the inefficiencies and miscommunications
common among larger firms. Your project will be made a priority and not get lost in our to-do list!

Hancock Engineering is not currently involved in any litigation. Furthermore, Hancock Engineering
has not been involved in any litigation for the past ten (10) years. Hancock Engineering has never
defaulted on any awarded Contract. We have never had a Contract terminated due to faulty or

Prior to beginning our design, Hancock Engineering will reach out to public utilities to inform them
of the upcoming improvements. Location maps will be sent to Nicor Gas, ComEd, Comcast, and
AT&T at a minimum to request an internal review of their facilities and to encourage them to
initiate any necessary repairs as early in the process as possible to avoid any unnecessary
interruptions during Phase III. Once base drawings have been created the public utility companies
will be contacted again and asked to "red -line” their existing utilities directly on our plans so that
their infrastructure can be incorporated into our improvements.

The project documents will be prepared in the Village's format which will include construction
documents, bid forms, instructions to bidders, contract bid form, bonding and insurance
requirements, and other compliance requirements. It is expected that the project plans will
include the following plan sheets:

In addition to the creation of project plans, this task will also include the assimilation of project
specifications. Although project pay items will be based upon the Illinois Department of
Transportation's Standard Specifications for Road and Bridge Construction, there will be instances
in which we will need to either modify an existing Special Provision, or create a new item
altogether. These special provisions for pay items as well as other standards (Village standards,
IDOT BDEs, etc.) will be compiled to create a specification document to be used for bidding.
Hancock Engineering will create a thorough Estimate of Costs for this project.

Hancock Engineering will submit a "final” set of plans to the village for their Final QA/QC review
process.
It is important to note that Hancock Engineering has our own Quality Control program. Recently,
our firm's professional staff and their commitment to quality production have led to installing in-
house procedures which enhance our ability to provide improved professional services to our
clients. Quality assurance and self-improvement are primary goals of our firm, and are mandatory
for our survival, growth and continual client satisfaction.
Our Quality Assurance Program (QAP) is a peer review process which includes a defined set of
procedures and standards used to facilitate design and to produce documentation of that design
that will save the Village from costly delays during Phase III Engineering, and ultimately will provide
substantial costs savings to our client.
Quality Assurance reviews are in-house reviews conducted to verify that all design is performed
and documented in conformance with the procedures and standards mandated by our QAP.
The primary purpose of QA reviews is to provide redundancy via a second set of experienced eyes
on the drawings to catch mistakes, errors or omissions. For this project, Mark Lucas will perform

After completing our internal QAP and incorporating any final Village comments we will provide the

Hancock Engineering excels at providing on-site observations of construction work in progress.
Each of our engineers, including Jim Goumas, our Client Manager and Company Vice -President, will
be reachable 24 hours a day on their cellular telephones.
We anticipate the following services to be provided:
• Perform pre -installation inspection of proposed light pole foundations to verify no
conflict with existing utilities and verify location, daily periodic inspections while unit
duct is being installed and when poles are being installed.
• Serve as the Village's liaison with the Contractor and their Sub -Contractor's.
• Cooperate with the Contractor in dealing with the Mount Prospect Police and Fire
Departments, and various other local agencies having jurisdiction within the project
limits.
• Continually keep the Village informed as to whether the work is proceeding in
accordance with Contract Documents. We will strongly guard the Village against
defects and deficiencies in the work, immediately -advise the Village of any observed
deficiencies and reject all work failing to conform to the Contract Documents. The
Contractor will never be paid for work that is unsatisfactory.

• Organize and lead Development Meetings on-site a minimum as needed. We will
maintain and circulate minutes of these meetings.
• Review Contractor's progress on a regular basis. If the Contractor has fallen behind
schedule, we will work with the Contractor to determine the appropriate course of
action to return to schedule.
• Coordinate with residents on a continual basis.
• Review and maintain a file of Shop Drawings and Contractor Submittals.
• Keep an inspector's Daily Report book in the Village's format recording hours on the
jobsite, weather conditions, general and specific observations, daily activities,
quantities placed, inspections, decisions, and a list of viewing officials. These
documents will be used to create our weekly Progression Reports.

Hancock Engineering acknowledges that it is in all parties' best interest to have the project closed
out as efficiently as possible. It is our policy to complete a preliminary "Pre -Final" inspection in
which we provide the Contractor with a list of deficiencies that must be corrected prior to project
close-out. As part of this inspection, we will, at a minimum:
o Open all drainage structures and verify their cleanliness
o Inspect all concrete items for cracking and/or puddles
o Inspect all sodded parkways to ensure knitted seams and proper drainage
Once these items have been corrected, we will invite the Village to conduct a Final Inspection. If
any items are found to need correction, we will provide instruction to the Contractor to correct the
issues. After all items have been amended, we will make a recommendation to the Village
concerning project acceptance.
During project close-out, Hancock Engineering will provide Record Drawings to the Village of Mount
Prospect. The drawings will also show any changes that were made to the project plans, including
elevations, geometry, and/or limits of improvements.

Jim Goumas, company Principal, will serve as Client and Project Manager for the Lonnquist
Boulevard Street Lighting Project. He will oversee the design for this project. Jim has over 30 years
of municipal engineering experience with Hancock Engineering and is client manager for the
Villages of Schiller Park and the Broadview -Westchester Joint Water Agency. Hancock Engineering
has teamed with these communities to complete substantial improvements to their infrastructure
over the past few years, including several roadway lighting projects.
Jim is the company's expert when it comes to dealing with roadway lighting improvements. He has
abundant experience managing and designing roadway and pedestrian lighting projects. Within
the past ten years, Jim has served as Hancock Engineering's Design Manager for all roadway
lighting projects completed by our firm.
Hancock Engineering's principals are very" hands-on" when it comes to project management. The
listing of the company executive vice-president as Client Manager truly reflects his anticipated
deep involvement with this project.
Robert Prohaska will be assigned as the key Design Engineer for this project. Rob has 2 years'
experience in utilizing the AGI 32 Roadway Lighting Program to evaluate various design options for
roadway lighting. Rob will responsible for performing all lighting calculations, preliminary layout of
the poles, voltage drop calculations, field verification of existing conditions, and quantity take -offs.
Rob has performed these services on the following projects over the past few years:
• Washington Boulevard Improvements, Village of Maywood
• Braga Drive Improvements, Stage II, Village of Broadview
• St. Charles Road Streetscape Improvements, Village of Bellwood
Mark Lucas, P.E. will be the QC/QA Manager for this project. Mark has abundant experience
managing design projects very similar to this project. Mark is client manager for the Village of River
Grove. Each of these clients has done significant improvements to their roadway lighting systems
in the past few years. In addition to Mark's wealth of experience at Hancock Engineering, it is
important to note the unique experience that Mark has obtained while serving as Commissioner of
the Brookfield -North Riverside Water Commission. Mark's ability to consider all factors in his
designs result in tremendously thought-out solutions that keep the Village's best interest in mind,
while always staying within budget.

Hancock Engineering has been designing municipal infrastructure improvements for over a century.
More specifically, we have a strong history in roadway lighting design that will serve the Village of
Mount Prospect well. In the last 10 years alone, we have designed roadway lighting improvements
for fifteen different projects. We have also completed many other projects that involved
improvements to parking lot and athletic field improvements.
Our project experience ranges from:

• Streetscape improvements with new roadway and pedestrian lighting

The following is a brief description of the projects listed above. We are able and more than willing
to discuss any of the above projects at length.
In our role as Village Engineer, we provide lighting design as part of Village funded improvements
such as roadway improvements, parking lots and residential and commercial street lighting
improvements. These projects include:
Braga Drive Improvements, Village of Broadview
Design of a new roadway system to replace and existing deteriorated system on an industrial
collector route as part of a roadway reconstruction improvement.
Broadway Avenue Decorative LED Roadway Lighting Improvements, Village of Brookfield
Design of a new decorative roadway lighting system along Broadway Avenue in a commercial
downtown area. The proposed system involved roadway lighting, streetscape elements such as
flag poles, banner arms and planters arms and festoon outlets. system to replace and existing
deteriorated system on an industrial collector route as part of a roadway reconstruction
improvement.
Riverdale Residential Rodway Lighting Project
Design or a new roadway lighting system in seven different areas of the Village of Riverdale utilizing
LED lighting. The impetus of the residential lighting improvements was to improve safety in the
residential areas. The total projects involved the installation of over 700 poles and luminaires.
Roosevelt Road Streetscape Improvements, Village of Broadview
Design of decorative style LED roadway lighting project for a portion of Roosevelt Road in the heart
of one of the commercial districts of the Village as part of an overall streetscape improvement.
Lighting analysis include comparison of LED to traditional roadway lighting, addition of pedestrian
level lighting on back of poles, installation of festoon outlets in tree grates for holiday lighting.
Broadway Avenue Decorative LED Roadway Lighting Project, Village of Melrose Park
Design of decorative style LED roadway lighting project for a portion of Broadway Avenue in the
heart of one of the commercial districts of the Village. Lighting analysis include comparison of LED
to traditional roadway lighting, comparison of lighting design in median with poles with twin mast
arms versus poles and luminaires on both sides of the roadway.

Your Technical Proposal and Cost Proposal should include the following information:

5. A separate complete cost proposal broken down by task as described in the General Scope of Work.

General Scope of Work
Agency: Village of Mount Prospect
Project: Lonnquist Boulevard — Street Lighting Project
Location: Lonnquist Boulevard, Meier Road to Busse Road
The Village is interested in providing a street lighting system on Lonnquist Boulevard from Meier Road to
Busse Road. The project is approximately 2600' long. Commonwealth Edison lights located at the
intersections, or Village lights located along the proposed route, will be removed with this project. This
project will provide Village street lights at approximately 300' spacing and at intersections. New lights will
not be located within the Busse Road ROW. A permit from Cook County Department of Transportation
and Highways will not be required as part of this project. Design, construction, and construction
engineering services will be funded 100% by the Village.
At a minimum, the following tasks shall be included in the scope of services. Additional tasks, at the
consultant's recommendation, will be considered by the Village.
Design Services:
1. Coordinate a Project Kick -Off Meeting with Village Staff.
2. Perform field survey of topography, utilities, and right-of-way features along the route of the
proposed improvement.
3. Coordinate with public utility companies.
4. Prepare preliminary and final construction plans, details, specifications, and bid documents.
5. Prepare preliminary and final cost estimates.
6. Prepare all required permit applications and obtain approvals of plans and specifications from all
appropriate agencies as necessary.
7. Assist with the bidding process.
Construction Engineering Services:
1. Coordinate a Preconstruction Meeting with Village Staff and the Contractor.
2. Provide horizontal and vertical construction layout of the proposed improvements as necessary.
3. Provide construction supervision and inspection.
4. Coordinate with Commonwealth Edison removal of existing street lights and connection of new
street lights.
5. Attend and conduct weekly construction coordination/status meetings.
6. Prepare continual construction punch -list.
7. Prepare bi-weekly pay estimates for contractor work performed.
8. Coordinate final inspection and paperwork.
9. Prepare as -built drawings.
10. Respond to residents questions and concerns during construction.
