This year"s proposed project area for street light improvements is Lonnquist Boulevard between Busse Road and Meier Road. This stretch of roadway is designated as a collector street and hosts Clearwater Park, Holmes Junior High and Early Learning Center, and Great Love Presbyterian Church. In addition, St. Cecilia Catholic Church is situated at the intersection of Lonnquist and Meier. All these facilities contribute to an above average of traffic !' • substantiate ` • • improved The neighborhood ! limited -- generated • • •' • street lights mounted on wooden poles at intersections only. Staff is seeking to enter into a contract with a consulting engineering firm for design and construction engineering to facilitate construction of the lighting improvements. The proposed design will replace the wood pole -mounted lights with aluminum poles. In _?ddition,poles will also be installed in mid -block locations/1 • 1 current code requirements for new residential subdivisions. A Request for Technical and Cost Proposals was posted on the Demandstar by Onvia website. Six (6) consulting engineering firms responded submitting Technical and Cosl Proposals. c-:ach firm was asked to submit as part of their proposal the following information: 1. Resumes of key personal and related experience on similar type projects 2. Summary of the firm"s approach to the project 3. Staff hour estimate and cost proposal for major phases of work 4. Project schedule Tasks that are identified to be performed include: • Perform field survey • Prepare construction plans, specifications, and cost estimates • Coordinate design with utility companies • Provide bidding assistance • Provide construction staking • Provide construction inspection and supervision • Attend construction meetings • Prepare pay estimates, punch -list, and as -built drawings The consulting firms" Technical and Cost Proposals were reviewed on the basis of their understanding of our goals and their methodology of the design process. They were rated (with a maximum score of 100 points) according to these specific categories: company background, experience, scope of work, schedule, work effort and proposal content. Hancock has not performed streetlight design work for Mount] Prospect in the past. However, the firm successfully completed design and construction engineering for the Village"s Whitegate Drive Watermain Replacement Project and the Elm Street Watermain Replacement Project. I 111��u �, III m I� � I�� I��"� �� � �� 1111,31141„ i „ 30 Fxhihit R General Scope of Work Agency: Village of Mount Prospect Project: Lonnquist Boulevard — Street Lighting Project Location: Lonnquist Boulevard, Meier Road to Busse Road The Village is interested in providing a street lighting system on Lonnquist Boulevard from Meier Road to Busse Road. The project is approximately 2600' long. Commonwealth Edison lights located at the intersections, or Village lights located along the proposed route, will be removed with this project. This project will provide Village street lights at approximately 300' spacing and at intersections. New lights will not be located within the Busse Road ROW. A permit from Cook County Department of Transportation and Highways will not be required as part of this project. Design, construction, and construction engineering services will be funded 100% by the Village. At a minimum, the following tasks shall be included in the scope of services. Additional tasks, at the consultant's recommendation, will be considered by the Village. Design Services: 1. Coordinate a Project Kick -Off Meeting with Village Staff. 2. Perform field survey of topography, utilities, and right-of-way features along the route of the proposed improvement. 3. Coordinate with public utility companies. 4. Prepare preliminary and final construction plans, details, specifications, and bid documents. 5. Prepare preliminary and final cost estimates. 6. Prepare all required permit applications and obtain approvals of plans and specifications from all appropriate agencies as necessary. 7. Assist with the bidding process. Construction Engineering Services: 1. Coordinate a Preconstruction Meeting with Village Staff and the Contractor. 2. Provide horizontal and vertical construction layout of the proposed improvements as necessary. 3. Provide construction supervision and inspection. 4. Coordinate with Commonwealth Edison removal of existing street lights and connection of new street lights. 5. Attend and conduct weekly construction coordination/status meetings. 6. Prepare continual construction punch -list. 7. Prepare bi-weekly pay estimates for contractor work performed. 8. Coordinate final inspection and paperwork. 9. Prepare as -built drawings. 10.
