area. Following his presentation, it was the opinion

the Board set aside any possible differences that may

Mayor rause stated that the local ethics ordinance
should. be reviewed as to whether former elected
officials should be permitted to appear before the
Board.
Bernard E. Kerstein, 1815 Apache, expressed his opinion
that there should be an amendment to the ethics ordinance
to prohibit elected officials who had served, from

Committee of October 27* Trustee Floras reported that
a request for a liquor license for Konpai* Japanese Steak
House had been requested and the Committee recommended
approval of the request . I
Trustee Floros, seconded by Trustee Minton, moved for
Board concurrence in the recommendation of the Finance
Committee to grant the requested liquor license and to
increase the Class B liquor licenses by one.

It was reported that upon review by the Insurance
Commission and Finance Committee, it was their
recommendation that th-e deferred -income program offered
by the ICMA be made available to all Village employees
on a voluntary basis,

Board concurrence in the re(',,omrriendation of the Fienance
Committee and Insurance Commission to accept the ICMA
plan and make-I't-.available to all Village employeeso,

Trustee Floros reported that f6llowing a presentation
made by Robert Teepe, DAMP CoInmissioner, the Finance
Committee voted to recommend participation in a study
for a pipeline to Evanston and tying in to their lines
in order to obtain Lake Michigan water. The study
would be conducted by Consoer, Townsend & Associates
at a cost of $11,000 to the Village of Mount Prospect,
Trustee Floros seconded by Trustee Richardson, moved
for Board concurrence with the recommendation of the
Finance Committee to participate in the Evanston pipeline
study and to direct the Commissioner to sign a c.ontr-act-
to that effect.

Bart Ke1jik, Keljik's Carpe - ts, addressed the Board regarding
the continued increased cost of maintenance for one yard garbage
containers borne by fellow merchants and himself. He suggested
not all containers required such maintenance and therefore
inappropriate to be charged for such costs.
His concern was referred to the Public Health & Safety Committee
for further discuss ion *
Dr,, Daniel Hoeg,, 313 S. Elmhurst Ave,,, requested the Board
reconsider the adopted traffic plan for the Lincoln/Rt, 83 irterw
section,
After an extended discussion on the subject, Trustee Minton
moved to reconsider the Lincoln/Rt. 83 intersection plan. Moti on
fail ed for 1 ack of a second. It was noted a before and after
traffic study would be undertaken to evaluate the effectiveness
of the Plan.
George Gustisson . property owner - south of Foundry an ' d the Soo
Line Rail Road, sought Board consensus about possible annexation
of his property to the Village.

The Village Manager reported work on Well #17 has begun. The

The Mayor responded the Plan is simply a policy statement to serve
as a guideline for possible development.

Special meeting and public hearing of the Mayor and Board of
Trustees of the Village of Mt. Prospect and Mt. Prospect Planning
Commission, called by Mayor Teichert on Wednesday, December
159 1976, pursuant to Chapter 2 "The Board of Trustees,"
Section 2.103 "Meetings", as specified in the Municipal Code
of Mount Prospect.
This meeting was called for the purpose of reviewing an amend.
ment to the 1976 Comprehensive Village Plan,
George March, member -Business District Development and Redevelop-
ment Commission, spoke on the history of the Plan through a
slide presentation. He stressed the implementation of the
Plan should be a cooperative effort between the Public and
private sector.
Gene Bradtke, Mt. Prospect Zoning Board of Appeals member, spoke
on behalf of the Plan, stressing that proper zoning was the key
to success,
Robert Bennett, former chairman of the Business District Develop-
ment and Redevelopment Commission, also felt proper zoning was
important and asked for the appropriate Boards to adopt the
C. O. Schl aver, Executive Director of the Chamber of Commerce,
advocated a special downtown zoning district and adoption of
the Plan
George Anderson , 1 st Vi ce-Pres i dent elect of the Chamber of
Commerce, agreed with the proposal for a full-time Village
Planner to oversee the Plan, advocated rezoning concept, and
felt parking was a major problem in the downtown area.
Gerald Del Giodice, 1330 Mallard Laneq stated that although
he favored the Plan in general, no renting of housing units
should take place in the CBD - only people who purchase housing
(investment). Thi's he felt would maintain property values*
Mayor Tei chert read a statement from the Mt, Prospect State
Bank supporting the Plan.

S. Maple all questioned how soon the Plan would be Amplemented,
especially as it pertains to the Main St. - Busse Ave. triangle
Mayor Teichert and Trustee Rhea responded no definite time frame
could be given. The Plan is only a policy statement. Any
action would have to await a developer showing an interest in
a particular parcel of property. "I
Mayor Teichert requested the Planning Commission to make a
recommendation to the Village Board within 30 days after this
hearing and the Village Board within 90 days after the hearing
to either adopt in part or whole or reject in its entirety.

The Village Manager,requested the proposed MSD storm sewer

Robert Eppley, Village Manager, opened,the meeting by stating "it was
a Committee of the Whole and I*n absence of the Mayor requested the
Chal"rman of the Finance Cor.mittee.,, Leo Floros, to assume the Chair.
Chairman Floros stated inasmuch as this was a Committee of the
Whole,,, no official action would transpire,
The Fi*nance Director expounded upon total revenues for the Village.
Trustee he questioned the amount of money received for parking
space rental - Wille Street Lot, It was stated the Village
currently charges $45.00 per space for 250 days per year (based
upon a 5 day week). This rate comes out to 17�1 per stal-I per day.
Trustee Rhea suggested the charge be raised to 5per space per
day, based upon what 'is charged elsewhere for that type of parking.
The total charges for space rental would go from $45.00 per year
to $125-00 per year. All members of the Committee agreed wl*th
the rate increase.
It was pointed out by the Finance Director that since budget
preparat-11-on begins around the fl*rst of the year., the revenue
p,rojections in budget'.. did not 'Include anticipated revenue from the
parki"ng meter installati*on at Schobl St. parking area by IT141 Hwy.
Upon completion of the report by the Fienance Director on
revenues.the Committee exami'ned the budget for the Village Board.,
Although the monetary amounts were not chcanged, the Committee, at
Trustee Rhea's suggestion, requested Bob Eppley, Village Manager,
to write NIPC stating the Board has serious doubts about
continuing to fund the Village's membersh.iD dues without a proper
presentation explaining the scope, desire, and character I*st ics
NIPC plans to follow 'in the 1*mmediate future. Mr. Eppley stated
such a letter would be drafted,
The next department budget for review was the Village Clerk's.
The Committee noticed the propsoed budget suml*tted by Kevin
O'Donnell, Deputy Clerk, was lower than last years allocated

amount. The Com-m*ttee though, thought It wise to allow an

addiational $15,000 to cover the cost of a potential Library
Referendum.
The Board of Local Improvements was approved as submitted,
The Fire & Police Commisstion was approved. Police Chief Doney
exDlained the line item "Tests, Invest i gat ions" was for polygraph
and psychological testing of potential candidates to the Police

The Zoning Board of Appeals, the Plan Commission., and the
Business District Development & Redevelopment Commission budgets
were approved as submitted.
Next, the Manager's Office budget was discussed. Trustee Rhea
questioned why there was no funding for the leasing or purchasing
of an automobile for the Manager as allowed in his employment
contract, Mr. Eppley, realizing the Board wants to "tighten the
belt" on expenditures, agreed to forego the above named item. for
FY '78. The Manager's budget was approved as submitted.

The Committee questioned a new 'Item - #237 car allowance.
Mr. Eppley responded by stating during Ed Geick's tenure of
employment with the Village, he has used his own car at personal
expense anytime his duties required him to be out of the office.
Mr. Eppley requested this "Item be carried over until the Board
meets in Executive Session to determine Departmental Heads
salaries. All other 'items were approved as submitted.
Public Information Office' budget was discussed. Trustee Minton
asked where in. the budget were the funds for the 24 hour dial

of the budget. Chairman Floros asked for a voice vote on the

The newly proped Department of Community Development and
Planning was discussed. Discussion ensued about the necessity of
additional personnel to the Village payroll. Mr. Eppley stated
it has been several years since any new personnel were hired
(except as replacements). Chairman Floros determined the
Committee would decide on two separate votes to (_l) fund a
Planner; (2) fund a secretary to the Planner. Funding for the

Dick Jesse spoke on behalf of the Finance Department's request.
The Committee questioned the necessity of converting the two
part-time positions into two full-time positions (keypunch
operatdr and offset operator). Mr. Jesse -explained the "in-house"
requests for printing have increased tremendously, due to the

operator, Mr. Jesse stated he is getting all the vehicle licenses

The Committee unanimously agreed to allow one of the part-time
positions to be converted to full-time, to be determined by
Mr. Jesse. All other items were approved as submitted.
Village Attorney, John Zimmermann, represented the Legal
Department in its budget proposal, The only question was
Aect, No, 221-0utside Legal Service ($245,000) as being rather high.
Mr. Zimmermann stated this item is the one he can never project
w ith any certainty. He did mention $24 000 was allocated last
year and as things shape up that appears to be what may have to
be spent in FY '78, The Legal Department budget was approved as
submitted,
Village Engineer, Ben Hemmeter, presented the budget for the
Department of Engineering. The Committee questioned the increase
in Acct, No, 216 -Training & Meeting Expense. Mr . Hemmeter
responded by stating for FY '78 he would like to send three people
to professional development conferences. The Committee unanimously
cut the proposed item from $21,250 to $1,750. All other items were
approved as submitted.
The budget of the Building and Zoning Department was next be to
discussed. The Committee questioned the amount allocated to
Acct. No. 245 -Microfilm, of Records; how long will funding be
necessary. Director of Building and 'Zoning, Buell'Dutton, stated
it would require 5 years with funding at the proposed amount to
complete,his department. Mr. Dutton suggested after the micro-
filming the old records, building pians not required under law to
be kept by the Village could be sold at a nominal rate to defray
the cost of the microfilm. Thi's has been done elsewhere and
people are generally interested in the purchase of their plans.

Discussion now commenced upon the Health Services Department.
Director of Health Services,, Larry Eils, spoke on behalf of his
department. The Committee recor.amended Mr. Eils explore the
feasibility of hiring senior citi"znes to perform some of the light
custodial work at the Center to defray building maintenance costs.
Mr. Eils stated ' he would pursue the recommendation, Also the
Committee was 'informed the Village's senior citizen service is
one of the most highly respected organizations in the' State. All
items for Health Services were approved as submitted.

Mayor Teichert opened,the meeting at 91.05 a.m. The next portion of
the budget for cons lederat ion began on Page 69 -Capital Improvement,
Repair or Replacement. Trustee Rhea questioned whether the equipmen"
for the Public Works Dept. should have been on a long range plan.
Mayor Teichert- pointed out that the equipment listed for the Public
Works Dept. was a projection of the needs for fiscal 78/79 and for
tax levy purposes it must be placed in this budget. Followi ng
discussion, Trustee Rhea moved that the Public Works equipment be
removed from the "Capital Improvement, Repair or Replacement" accouni
and be incorporated into "Street & Bridge" account (page 65). Ayes:

Trustee Floros questioned the need for 3 additional personnel -

Trustee Rhea questioned Acct,#373-Meters. Bob Eppley explained that
some of the meters have been tampered with and in the past water
meters were installed inside the home when constructed, whi ch places
a burden on the meter readers inasmuch as many residents are not
home and must be billed on an estimated basis. The proposedk
replacement of meters would involve newly designed meters which
register a more accurate usage of water and which meters would be
placed on the outside of each residence. It was ascertained that
approximately $20,000 of revenue is being lost as a result of the
present meters. Trustee Rhea moved to reduce the amount requested
in Acet. #373 to $17,000. Ayes,-. Richardson Rhea Floros

ADOPTION FISCAL 1977-78 BUDGET
Trustee Floros suggested a hiring freeze on all newly proposed
personnel and requested the budget be placed on the next
agenda so that the newly elected Board may have the opportunity
to amend Olt. Trustee Wattenberg spoke against the adoption of
the proposed budget because funding allocations to several
accounts appeared excessive to him. Trustee Minton stated
although particular funds have been allocated, 14f the Board so
chooses, they do not have to be placed in the September, 1977,
tax levy. Trustee Richardson asked for clarification regarding

the monies allocated for the installation of the siren in the
New Town area.
Robert Nordli, Library Board., requested the Board to reinstate
the additional $31,900 cut from the Library Board budget.
The Viellage Attorney requested an additional $8,700 in Personal

Services to cover the hiring of temporary help due to the
recent illness of the paralegal and legal secretary.
Trustee Minton, seconded by Trustee Richardson, moved to
amend the budget and increase by $8,700 the Personal Services
Account of the Legal Department.
