Private San * This private sanitary sewer runs from Westgate Apartments north along the west side of Westgate Road, then west through the Northern Illinois Gas property and connects into the Rand Road interceptor. It is owned by Mr. J. Chez, who also owns the Westgate Apart me,n,ts. Mr. Chez had expressed a willingness to dedicate the sewer to the Village providing he could recapture some of his costs through a tap -on fee of $2,00 per vacant lot and $1200 for any improved lot. Ms. idyl N.upper, who lives in, the area, did not foresee any strong objections from the other property owners. She will give us a feed'[)ack report at tt-ie next Committee meetin.g. Also Present: Village Manager Eppley, Finance Director Jesse,, ' Insurance Commission Members Terry Frakes and Paul Christofferson, and DAMP Commissioner Robert Teepe. Liquor License Request - -,Kon al Ja2anese Stak H-ous: Sl_.p e— e— Attorney Paul einrdt and Architect Michael DeLapp presented plans for a proposed Japanese Steak House to be located in the new Colony Square Shopping Center at Oakton and Elmhurst Roads. The owners of the restaurant --Mrs. Keiko Rummel, Mrs. Kcako Wright, and Grace Wadzl.nski --plan to operate a full service restaurant and cock ' tall lounge,, featuring Japanese style at the tables. Mrs. Rum mel' s husband Leon will be manager of the establishment. The Rummels have taken up'rest dency in Mount Prospect. The 4500 sq,, ft. restaurant will seat 96 and 50 more in the cocktail area. The request for a Class B license (consumption on premises only) was approved by the Committee Deferred Inc.ome PEo — . L, r a is The Finance Committee at its May meeting had discussed this T atter and had referred it to the Insurance Commission for further investi- ga,tion. The Insurance Commission reviewed plans offered by two, agencies and recommended that the plan offered by the ICMA (Inter- national City Management Association) Retirement Corp. and whic*h is available now only for the Village Manager, be made available to all Village employees on a voluntary basis. There is no cost to the Village. The Finance Committee voted 3-0 to accept the Insurance Commission's recommendation to make the ICMA plan available to all Village employees. 0 Insurance Coverage. The Insurance Commission has expre'ssed concern about the $500,000 limit on our present insurance coverage for the Village. The Com- mission believes that coverage in the range of I - 5 million dolla*rs would be more realistic. After discussion with Commission members Frakes and Christofferson,, it was agreed that administration, through Finance Director Dick Jesse, out ask our insurance agent to obtain bids from various carriers for extended coverage. The Mayor announced there would be a meeting November 5, 1977, w ith the Board members and members of the Business Development I and Redevelopment Commission with Village merchants and owners of businesses at 9.30 A.M. in the Trustee's Room of the Village Hall. Mayor Krause also reminded the Board and public that on October 27, 1977, at 7 30 P.M. In the cafeteria of River Trails Jr. High, 1000 Wolf Road, a Public Works Committee meeting would be held for the purpose of discussing the ible acquisition of the Citizens Utilities water system. possi 1 1 BUILDING COMMITTEE Trustee Hendricks reported on the Building Committee held October 12th. The first report was on ZBA 38-V-77 and ZBA 39-V-77, which were requests for re -zoning. Trustee Hendricks, seconded by Trustee Wattenberg, moved for Board concurrence with the Zoning Board and Appeals and 0 the Building Committee to grant the requested re -zoning in ZBA 38-V-77. I We again reViewed in detail the dilemma caused when former officials represent citizens before a Village Board or Commission, and the appearance of clout, cronyism, and undue influence. it Minton and Wattenberg would prefer to accomplish our goals by means of a pledge from future candidates, we nevertheless unanimously recommend to add to our present Ethics law the following idea. - "No former official or public employee all represent a person, with or without compensation, in any manner before a governmental body, within two (2) years after leaving such of f ice or employment. STATUS REPORT,: We would like to get a report from Mr. Eppley regarding timeliness and adequacy of legal notices in connection with building and I zoning matters. We are concerned and eager to do what we can to improve the negative attitude of Mount Prospect in: uncooperative and unsympathetic, as reported to our Director of Community Development. LEGAL EXPENSES: We recommend to Mr. Eppley the assignment of future lawsuits, when necessary, involving some especially selected litigation, to 11 0 younger" attorneys, in an effort to control legal costs.
