APPROVAL OF MINUTES OF THE REGULAR MEETING OF SETPEMBER 21, 1976
Trustee Richardson, seconded by Trustee Minton, moved for
approval of the Minutes of the Regular Meeting of September 21,
1976 as amended.

COMMUNICATIONS & PETITIONS
The Mayor recognized Richard Schurlorn 1517 Park Dr. to
speak about the impending trial date for the Brickman Construction
vs. Village of Mt. Prospect lawsuit. Mr. Schurlorn explained
time was short to allow for an adqquate defense should the

The Fi re Department presented a supurb mut ti -medi a fi re awareness
film presentation.
Arthur Brescia, 1 81 7 Aral i a , and Robert Hoffman 1412 Indigo,
spoke on the removal of stop signs in their neighborhoods.
Both were advised this issue was being discussed by the Fire
& Police Committee and were invited to attend the next meeting
to voice thier objections.
MANAGER'S REPORT,,
The Village Manager reported the revenue sharing bi I I was
approved. The Village, through its revenue, sharing funds,
will be able to continue the sidewalk construction program.
School District 26 & River Trails Park District has given
the Village an easement on Kensington a-nd neg.otiations are
being conducted on the rest. ,, ;November, 1,976 appears as the
tena ti ve compl eti on date .
Fletcher Engineering of Des PI aines 'has been hired for the water
rate study. The first report in slated for November 15, 1976.
Projected cost is between $5,000 and $10,000.
MAYOR'S REPORT
The Mayor 'presented awards to American Field Service foriegn
exchange students.
The May.,or proclaimed the week of October 17-22 as National
Business Women's Week.
COMMITTEE REPORTS
Trustee Minton, , seconded by Trustee Hendricks, moved for a
waiver of th'el rules requiring two readings of an ordinance.

Trustee Minton, seconded by Trustee Hendricks, moved for approval
of Ordinance #2665:
AN ORDINANCE AMENDING MAP 47-S OF THE ZONING ORDINANCE
OF THE VILLAGE OF MOUNT PROSPECT

Motion carried.
Otto Steplani , attorney for the beneficiary of the First Arlington
National Bank Land Trust asked for relief from posting public
improvement bonds immediately.
Trustee Richardson, seconded by Trustee Minton, moved to waive
the posting of public improvement bonds in the following manner:
"It is understood that the dedicated right-of-way shown
hereon as "66 ft." will be fully improved back to back
with curb, gutter, sewer mains, water main, and pave-
ment pursuant to plans approved by the Village of
Mount Prospect at such time as the tract of 1 and as
shown hereon as "l of 2 is re-subdi vided and/or at
such time as any building permit application is filed
with the Village of Mount Prospect for construction of
any structure upon said Lot 2 -- and further, that
proper sureties, as provided for in the Development
Code of the Village of Mount Prospect to guarantee
the construction and installation of the public
improvement described hereinabove, are waived at this
time but shall posted with the Village of Mount Prospect
at the time of such subsequent re -subdivision and/or such
building permit application is filed with respect
to the said Lot 2."

Bernie Lee, representing William Roppolo addressed the Board
concerni=ng Cases 5-V-76, 25-V-76. The final report from the
Zoning Board of Appeals was not presented to the Board for
study. Therefore, any action on this matter was postponed
pending delivery of the Zoning Board of Appeals recommendation.
FINANCE COMMITTEE
Trustee Floros, seconded by Trustee Richardson, moved for
concurrence of the Committee's report to deny granting a liquor
license to K -G Food Mart.

currence of the Committee's report to grant a Class R license
for Romance Restaurant &Pizzeria.

approval of Ordinance #2667:
AN ORDINANCE AMENDING CHAPTER 25 OF THE MUNCIPAL CODE

Motion carried.
John Parsons, president of the Library Board, addressed the
Board for permission to expend funds ddrived from the bond
issue for library funding.
Mr. Parsons explained this was not a request for additional
funds but simply a formality since the funds were obtained from
a bond issue.
Trustee Rhea, seconded by Trustee Minton, moved to concur
with the expenditures.

PUBLIC WORKS COMMITTEE
Trustee Rhea reported on the water saving action t6 discontinue
automatic serving of water at restaurants.
Trustee Rhea,, seconded by Trustee Floros, moved for concurrence
with the Committee's report and refuse the administration's
recommendation of participation in a 4 year pavement evaluation
program.

Trustee Rhea inquired about the proposed amendment to the PUD
Ordinance to be drafted by the Planning Commission. Over
a year has elapsed without any report. The Mayor stated he
would ask the Planning Commission where they are on this
topic.
