COMMUNICATIONS AND PETITIONS -- CITIZENS TO BE HEARD
Hal Ross spoke about strengthening the Village's Bike Safety
and Educati on program. He su 11 ested reflectors and lights
be made mandatory.for all bicyNhes.
Mayor Teichert and Trustee Hendricks both mentioned the present
program. Trustee Hendricks agreed to study this matter further
in committee.
George Anderson addressed the Board on behalf of the Chamber of
Commerce as to the possibility of the Village acquiring a branch
post office for the downtown area.
He then discussed the possibility of implementing inter -connectors
with the City of Des Plaines for an additional water source.
Mayor Teichert answered that this possibility was being pursued
by the Village.
MANAGER'S REPORT
Due to the absence of the Village Manager through illness, the
Assistant Village Manager presented the report.
Trustee Wattenberg, seconded by Trustee Hendricks, moved to concur
w ith the administration's recommendation and award the 1976 MFT

Slurry Seal Resurfacing Contract to Ritchel 's, Inc. in the amount
$389853.90.

cur with the Administration's recommendation and award the 1976

MAYOR'S REPORT
Mayor Tei chert proclaimed September 8. 1976 as National Cancer Day.
He then asked the Board to provide him with recommendations to fill
the various vacancies on Village Committees and Commissions by
the next Board meeting.

The Village Attorney stated the State Statutesgrant

Coijncil/Administrator form of government as opposed to the Council/
Manager form of government.

Motion failed.
In the interest of the audience, I the Mayor brought the Library
Board Budget request item to the floor ahead of schedule.
A complete discussion between John Parsons, Bob Nordly, Sally
Vi ger (members of the Library Board) and the Village Board ensued.
Trustee Richardson, seconded by Trustee Minton, moved to amend
the Budget and provide an additional $75,000 to the Library Board.
Discussion proceeded on whether the Library Board would move into
the new facility and remain open on Saturday if the additional
funds were granted. With the Saturday issue remaining unresolved,
Trustee Rhea, seconded by Trustee Minton,, moved to table the
preceedin.g motion until the next Board Meeting.

Trustee Richardson, seconded by Trustee Minton, moved to concur
with the Committee's recommendation regarding the Vandalism Ordinance.

Trustee Richardson stated this would be a first reading of said
ordinance and requested it be put on the next agenda. Trustee
Rhea questioned the strength of the ordinance inasmuch as the
word "vandalism" is never used.
The Village Attorney stated the ordinance drew upon powers granted
the the municipality through State Statutes rather than relying
solely on the Village's Home Rule Powers.
Ed Stanelly and Hal Ross both approached the Board and favored
a strong ordinance feeling no one would bother to challenge the
constitutionality of it in the courts.

ordinance by stating the Village would do all in its power to
see the victim recovered damages.
