COMMUNICATIONS AND PETITIONS
Certificates of Completion were awarded to the following
fire cadets:
James Harron, Dave Grunlee, John Jarosz, Fred Korf,
Keith Maclsaac, "John Mayor, Michael Mischhik, Jerry
Nel1essen, Timothy'Sullivan.
Two of the cadets, John Mayor and Fred 'Korf, also received
certificates of completion of a scuba diving course.
Mayor Telchert and the Board commended the cadets for their
accomplishments.
Blood onor awards re presented to three new members of
the One Gallon Club.- Dr. Paul Heck, Edward M. Moisan and.
Charles W. Molloy, Jr.
MAYOR'S REPORT
Mayor Teichert proclaimed June 5, through 12, 1975 to be
Water Awareness '7 .
Mayor Teichert proclaimedJune, 1976 to be Lung Education
Month.
Mayor Teichert proclaimed June 12-13 as Mount Prospect
Baseball Weekend.
Mayor Teichert proclaimed the 21 days starting on Flag Day,
June 14 through Independence Day, June 4 as a time to honor
America.
Mr. Skip Farley explained the plans for "Hands Across Mount
Prospect" to be conducted July 4, 1976 and showed the route
where it is anticipated 103000 citizens will ,join hands.
Mr. George Anderson, Atty. Robert Hush, and Mr. Dick Grahan
appeared efor the Board to present plans for the proposed
Central Village, to be made an amendment to the ConsentDe-
cree for the property commonly known as the "Klein Property"
on Central Road and Cathy lane. The development would con-
sist of eight three-story buildings.
The petitioner' sattorney was requested to present a draft
of the proposed amendment to the Consent Decree for Board
review.
Mr. Joe Kornacker3 7344 W. Greenleaf, Niles, Ill., owner
of the Arco Station at Rand and 83 discussed a discrepancy
in the posting of gas prices at the signs at the entrance
of service stations and those on the pumps. The matter
was charged to the Police and Fire Committee.

Mr. Salvatore DiMucci, Sr., Mr. Salvatore DiMucci, Jr. and
their attorney were present to discuss the property at
Tamarack and Palm, presenting an alternate plan for the
land known as "Lot H". A motion, tabled at the previous
meeting on May 18th was as follows: "Trustee Richardson,
seconded by Trustee Hendricks, moved the matter of litiga-
tion, commonly known as DiMucci Home Builders vs. the
Village of Mount Prospect, for property at Tamarack a,.nd
Palm, be amended to compromise the Consent Decree to term-
inate litigation in accordance with plans identified as
74-86, drawn by Fletcher Engineering Company for the sub-
ject property."
Trustee Minton, seconded by Trustee Richardson, moved to
bring the stated motion from the table.

Mr. J. Dvorak, 1114 S. Tamarack, voiced his objections to
the alternate plan known as Exhibit B.
Mr. Ron Barron, 1827 Thornwood,, suggested giving the
builder approval for apartment buildings north of Palm
Drive and single-family south of Palm.
Mrs. Margie Featherstone, 1837 W Thornwoodq presented a
petition requesting the entire site of the DiMucci property
be developed with apartments similar to the existing Mount -
shire apartments, with no park area or vacant land.
Upon roll call on the tabled motion,above:

Motion failed.
Trustee Rhea,, seconded by Trustee Richardson, moved the
Board approve in concept only, Lot H being developed with
single-family homes south of the middle line of Palm and
multi -family building north of Palm Drive, not to exceed
70 units, in accordance with the Planned Unit Development
Ordinance, comprised of two buildings of 30 units each.

conceptually approve Exhibit A, if an exhibit
substantially the same, were to be presented at a later
date for this Board's approval as a site plan exhibit
to a formal Consent Decree in Case #69L2377.

BUILDING COMMITTEE
Trustee Minton, seconded by Trustee Hendricks, moved to
take from the table the motion made at the previous
meeting held May 18, 1976 which follows: "Trustee Minton,
seconded by Trustee Hendricks, moved to approve the re-
quest in Case 4 -SU -76, concurring with the recommendation
of the Building Committee."

authorize signing of a contract with the low qualified

$14,525.00, and that the bid checks for the other
bidders be returned, for sidewalk replacement.

MAYOR'S REPORT

to waive the rules requiring two readings of an ordinance
increasing the annual fee for a Class E liquor license
from $250.00 to $1,000.00.

FINANCE COMMITTEE
A request for a Class W liquor license was made -by Sizzler's
Steak House, 110 E. Rand Rd. The Finance Committee recom-
mended approval. Trustee Floros, seconded by Trustee
Wattenberg, moved to concur with the recommendation of the

Class W liquor license.

FINANCE COMMITTEE (CONTINUED)
The Finance Committee considered the creation of a Library
District and agreed to,terminate discussions on the subject
at the recommendati'on of the Library Board.
Trustee Richardson, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Finance Committee
to have additional coverage for civil and constitutional
rights for $100,000 with $500.00 deductible, for an ad-
ditional premium of $7,646.00 per year.

The Finance Committee reviewed the possibility of establish-
ment of a Mount Prospect Housing Agency. Mr. Draper of the
Dell Corp., developer of a proposed senior citizen housing
project, Mr. Bernard Lee, and the Village Attorney, were
requested to develop a specific proposal to the Board as a
Committee of the Whole when a document is ready for review.
The Finance Committee recommended that parking fees for the
Maple Street lot be increased from 30c to 50�. Trustee
Floros, seconded by Trustee Richardson, moved to concur in
the recommendation.

The Village Attorney was requested to prepare an ordinance
for the next agenda.
The Illinois Municipal League Conference will be held
September 10 - 13 at the Hyatt Regency near O'Hare Field.
Registration is $45 for Village officials; $40 for wives.
A total of $2,100 has been budgeted. The Committee recom-
mends the registration fees for Trustees, Village officials
and spouses be paid for by the Village.

concur with the recommendation of the Finance Committee.

Trustee Wattenberg requested reconsideration of the civil
rights and constitutional rights insurance. The matter was
referred to the Judiciary Committee for further review.
PUBLIC WORKS COMMITTEE
Trustee Rhea gave a status report on condominium water rates.
Public Works Department - Forestry:
The Committee considered a request -by the Public Works
Director to re -arrange some priorities within the Public
Works budget with regard to tree maintenance. The adminis-
tration wishes to reduce the forestry contract from 6 months
to 4 months, delay purchasing a truck which has been bud-
geted, and use the funds to acquire an aerial boom in order
to do tree trimming and repairing on a year-round basis.
The Committee recommended approval -of the request as outlined
in the Public Works Director's memo dated May 7th.

The Committee considered the request of Joel Reznick of
BOLI for a sidewalk program. They recommend that the
Board appropriate $30,000 in this fiscal year to begin a
sidewalk program in the New Town area. Considerable dis-
cussion followed.
Trustee Rhea, seconded by Trustee Wattenberg, moved the
Board indicate by vote its willingness to undertake for
public benefit a sidewalk program within the Village with
an amount not to exceed $30,000.00 with a recommendation
to come from the Safety Commission, to be charged on a
priority basis, for consideration at their next meeting
June 7th. The Mayor stated he would direct such a letter
to the Commission.

AN ORDINANCE GRANTING A SPECIAL USE TO THE
DELL CORPORATION FOR SENIOR CITIZENS HOUSING
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did hold a
Public Hearing on Case No. 24 -SU -76, with respect to a request for Senior Citizens
housing,, on the 13th day of May, 1976, at the hour of 8: 00 p.m., in the Public Safety
Building , pursuant to proper legal notice; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect heard testi-
mony presented under Case No. 24 -SU -76 pertaining to a request for certain special
uses pursuant to the Mount Prospect Zoning Ordinance to permit certain uses upon
the property hereinafter described; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did recom-
mend to the President and Board of Trustees of the Village of Mount Prospect the ap-
proval of this request under Case No. 24 -SU -76; and
WHEREAS, the United States Housing Act of 1937 provides that there shall be local
determination for the need for low -rent housing, including Senior Citizen housing,
to meet needs not being adequately met by private enterprise; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have
reviewed the matter herein and have determined that the same is in the best interests
of the Village of Mount Prospect;
NOW v THEREFORE . BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT. COOK COUNTY, ILLINOIS:
SECTION ONE: That the special use authorized and granted in SECTION TWO herein-
below is conditioned upon and shall be valid and effective only so long as:
A. That the use of the subject property is for housing for Senior
Citizens, i.e. , persons who have attained the age of sixty-two
(62) years;

E. That the construction of the subject property will meet the require-
ments set forth by the Department of Housing and Urban Development
as well as Section 8 of the "United States Housing Act of 1937".. as
amended;
C. That the construction of the Senior Citizens facility contemplated
herein shall be located as shown on the Site Plan attached hereto
and hereby made a part hereof as Exhibit 1; with the further re-
quirement that the forty-six (46) efficiency units, forty-eight (48)
1 -bedroom units, and six (6) 2 -bedroom units will be laid out sub-
stantially the same as shown upon the floor plans for such units,
attached hereto and hereby made a part hereof as Group Exhibit 11,
"a" through 'If"; and that such units will be leased through a twenty
(20) year through forty (40) year agreement with the Department
of Housing and Urban Development to persons at least sixty-two
(62) years old, or physically handicapped , pursuant to the pros-
pectus attached hereto and hereby made a part hereof as Exhibit III;
and

D. That the said special use granted in SECTION TWO hereinbelow
shall not run w ith the land. but shall be limited to that period
of time wherein the subject property is owned, operated, and

maintained by Dell Corporation, a petitioner herein.
SECTION TWO-, That, pursuant to the Mount Prospect Zoning Ordinance and 'in accord
ith the terms and condHions of th*s Ordinance., ing special use is hereby

authorized upon the subject property described *in SECTION THREE hereibelow:
The construction, maintenance, and operation of one hundred (100)
dwelling units for Senior Citizens housing pursuant to the terms of
this Ordinance and Exhibits I

SECTION THREE,: That the special use authorized to be established in SECTION TW
above shall be valid and effective upon the following property , hereinabove and here
inafter referred to as "subject property"., legally described as-,
Westgate Garden Subdivision,, beiing a subdivision of part of the
ffortheast Quarter (1) of the Southwest Quarter (I-) of Section 35

A RESOLUTION OF APPRECIATION FOR THE SERVICE EXTENDED
BY MARIE T. HARD
WHEREAS, MARIE T. HARD has devoted eleven years of faithful and
dedicated service to the Village of Mount Prospect, during which
years she served loyally and well as Deputy Village Clerk; and
WHEREAS, MARIE T. HARD has through these years devoted her time,
experience, knowledge and dedication to the position of Deputy
Village Clerk; and
WHEREAS, MARIE T. HARD has been the faithful custodian of all
Village records, and has spent countless hours in recording the
minutes of Village Board meetings, transferring them to the
permanent records of the Village; and
WHEREAS, MARIE T. HARD, together with the elected Village Clerk,
has had the responsibility for the conduct of all Village
elections; and
WHEREAS, the residents of the Village of Mount Prospect are
indebted to MARIE T. HARD for her distinguished service to our
Village; and
WHEREAS, the Mayor and Board of Trustees of the Village of
Mount Prospect desire to express to MARIE T. HARD on behalf
of all the residents of the Village their gratitude to her
for her dedicated and distinguished service to the Village;
NOWf THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF

WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did hold
Public Hearings on Case No. 4 -SU -76, on February 26, 1976, on March 25., 1976,1
and on April 22, 1976,, at the hour of 8: 00 p.m., in the Public Safety Building,
pursuant to proper legal notice; and
WHEREAS , the Zoning Board of Appeals of the Village of Mount Prospect heard

reviewed the matter herei and have determined that the same is in the best 'interests
of the Village of Mount Prospect;
NOW. THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
