COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
VFW Auxilliary Post 1337 of Mount Prospect presented thirteen
flags hand -made by Mrs. Elizabeth Mueller, representing the
original designs of banners flown over the new United States
of America.- The flags will be dedicated to the Mount Pros-
pect Historical Society.
Mr. Robert Jackson, President of the Mount Prospect Park
Board, reported the 4th of July fireworks display would be
doubled in 1976. The Lions Club will contribute toward the
cost, which will amount to $3,,000. Mr. Jackson requ*ested
a contribution from the Village. The Village Manager was
requested to take this matter under advisement for consider
ation in the 1976-77 budget. I
MANAGER'S REPORT
The Village Manager reported that the ordinance re water
rates will be effective in its present form and no amend-
ment is recommended.
The Department of Housing and Urban Development forwarded
ten copies of the Flood Insurance Study and Flood Insurancc
Rate Maps for information and review. During the ninety -
day period following publication on February 27, 1976 in
the Mount Prospect Herald any owner or lessee of real
property in the Village who believes his property rights
will be adversely affected by the proposed flood elevation
determinations may appeal to the Village. After May 27,
1976 a final determination will be made by HUD.
The Village Manager reported that the official census figure
as of October, 1975 places the population in Mount Prospect
at 485975 citizens.
MAYOR'S REPORT
Citizens Utilities Co. of Illinois has filed three rate in-
creases with the ICC. Trustee Richardson, seconded by Trustee
Hendricks, moved to authorize the law firm of Ross, Hardies,
O'Keefe, Babcock and Parsons to represent th-e Village in op-
posing the rate increase petitioned for by Citizens Utilities
Co. before the ICC and to share legal expenses with the Village
of Bollingbrook.

Mayor Teichert reported on the County Advisory Board es-
tablished in the Community Development Program. He
stated the communities will be divided into three groups --
average, above average and below average --based upon ac-
cepted conditions as to size, materiality,- population,
finances, staffing,, economic basis. The County plan will
divide the area into five districts, and will not extend
housing assistance to specific municipalities. It has
been confirmed publicly that the County will support any
municipal housing assistance plan and will not take any
contrary action.
Trustee Wattenberg, seconded by Trustee Hendricks, moved
to allocate $5,000.00 to SHARE + 3 Program to seek, water
from Lake Michigan, in conjunction with other Northwest
communities.

A letter was received from Bradley A. Olsen, General Counsel
for J. Emil Anderson & Son, Inc. regarding the Ted Nugent
Concert to be held February 18th at the Randhurst Twin Ice
Arena, and a proposal for operating procedures to be followed
in the future regarding security, smoking, drinking, medical
personnel and capacity.
Trustee Minton, seconded by Trustee Hendricks, moved to
waive the rules to consider a letter from the Mount Prospect
Public Library concerning a CLI contract.

The Board of Directors of the Library recommended the Mayor
and Village Board enter into the contract on behalf of the
Library Board for a computer, in the amount of $85,000.
Trustee Wattenberg suggested a decision be postponed until
further information is submitted.
A letter received from Ross,, Hardies, O'Keefe, Babcock and
Parsons was received regarding the Metropolitan Sanitary
District vs. the Village of Mount Prospect. The Village
Clerk was requested to place this matter on the agenda of
the next regular Board meeting.

A pre -annexation agreement was entered into between the
Village and LaSalle National Bank, Trust Nos. 31535 and
40666 and UnityVen.t.0 w . res, Inc. {known as the Alter property
at Dempster and Algonquin, west of Route 83). The writer
requests an extension for an additional five years to
allow for the continued orderly development of the site.
The matter is to be placed on the Village Board agenda as
soon as possible, pending public notice.
BUILDING COMMITTEE REPORT
Case ZBA-28-V-75 - Mount Prospect Bible Church, 505 W.
Golf, was continued to March 3rd.
Case ZBA-50-V-75 - Shul&Luber, 908 Palm Drive, petition
for variation to permit a habitable room below grade, to
add a secondary kitchen in the recreation room. The
Building Committee a ' nd Zoning Board of Appeals recommended
approval. Trustee Hendricks, seconded by Trustee Rhea,
moved to concur with the Building Committee and grant the
request.

FINANCE COMMITTEE
An amendment to the business licensing code was presented
for first reading and the Clerk was requested to place it
on the agenda for the first meeting in March.
FIRE AND POLICE COMMITTEE
Trustee Rhea, seconded by Trustee Richardson, moved the
Village Board .concur in the recommendation of the Fire
and Police Committee to amend Ordinance #2572 for removal
of certain fence sections at the property located at 606
W. Northwest Highway because of a site distance hazard.
