No such application shall be made for any such carnival or circus unless such application is received by the Village Clerk at least ninety (90) days in advance of the first date such carnival or circus is to be established, set-up, maintained, exhibited, conducted, or carried on. F. No applicant shall request the carnival or circus license more than twelve (12) months in advance of any such carnival or dircus, nor shall any such applicant have more than one (1) such application pending with the Village Clerk of the Village of Mount Prospect at any given time." SECTION TWO: That this Ordinance shall be in full force ang effect from and, after its passage, approval, and publication in the manner provided by law. PASSED this day of J� 1976. Herbst, Manager of real estate for Pillsbury, 2416 Estes, Elk Grove Village, appeared before the Board to present a map, plot plan', exhibits, photographs, showing proposed landscaping, screening, fencing, and bicycle path. Trustee Hendricks stated new material, not previously pre- sented to the Zoning Board of Appeals and the Building Committee was submitted at this time. Mr. John Czerechowicz, 1105 Wedgewood, Mr. Tom Merit, 1109 Wedgewood, Jan Makaryk, 100 Stratford, Jack Edwards, 1007 Meadow, Ken Vito, 1008 Meadow, Mrs. Woehrl, 105 Stratford Place, Camille Hilke, 1113 Wedgewood-, Samuel Ding, 3 Oxford, Mrs. John Schirming, 1106 Meadow, all were ob- jectors to the proposed rezoning, citing problems of in- creased traffic, flooding, lack of need of the facility. Mr. Ben Najdl, 454 W. Rand, Mrs. Lorraine Gunther, 450 W. Rand, Mr. Lou Ton, 600 W. Rand, all were of the opinion that the property was not suitable for single-family resi- dential development. Present upon roll call: Teichert Floros Hendricks Minton Rhea Richardson Wattenberg FINANCE COMMITTEE The Finance Committee recommended a charge of $4.29 per unit be established for residential property garbage ser- vice in new or recently annexed homes until the time those properties are on the tax rolls. Trustee Rhea, seconded by trustee Floros, moved to concur with the above recommend- ation and for approval of a first reading of such an or- dinance. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Rhea gave a status report on discussion of fees to be charged for business licenses. p. 3 1/6/76 JUDICIARY COMMITTEE Trustee Minton ,gave a status report on the petition of Thomas Doyle , involving property located across from Randhurst ,. which came into the. Village involuntarily. The matter.will remain in Committee until the proper filing of petitions and Plans are completed. PUBLIC WORKS COMMITTEE - The Public Works Committee recommended approval of an ordinance increasing water rates and Trustee Wattenberg, seconded by Trustee Richardson, moved to concur in the recommendation of the Public Works Committee and waive the rules requiring two readings of an�ordinance. Trustee Wattenberg,: seconded by Trustee Richardson, moved for passage of Ordinance #2605: AN ORDINANCE AMENDING SECTION 23.3+4 and SECTION 23.306 OF THE MUNICIPAL CODE OF THE TILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS Upon roll call: Ages: Floros Minton Rhea Richardson Wattenberg Nags: Hendricks Motion carried. Mayor Teichert commended members of the Police Department who were responsible for apprehending those persons who vandalized the Gregory School.
