The Mayor stated compliance with the consent decree has been met but only the Board can grant the amendment. To allow the Board more time to study the question action was deferred until the next regular Board meeting. Randall Swenson, chairman, Master Planning Committee for the Northwest Covenant Church, requested approval of a mobile classroom to lie between the church residence and the church garage for a period not more than 2 yearg. Trustee Rhea, seconded by Trustee Wattenberg, moved to concur with the Administration's recommendation and allow a mobile classroom between the church residence and the church garage for a period not more than 2 years . MANAGER'S REPORT The Village Manager requested approval of a resolution to use MFT Funds for Hatlen Heights storm sewer project. Trustee Rhea, seconded by Trustee Hendricks, moved for passage of Resolution 30--75: A RESOLUTION PROVIDING FOR THE RETIREMENT OF CERTAIN MUNICIPAL INDEBTEDNESS BY USE OF MOTOR FUEL TAX FUNDS Upon roll call: Ayes Fl oros Hen dri cks Mi n ton Rhea Richardson Wattenberg Motion carried. Pg. 2 12-7-76 jy MAYOR'S REPORT The Mayor opened the floor to discussion regarding the possible move of Village Board meetings to the new library. After a thorough discussion, Trustee Minton, seconded by Trustee Watteftberg, moved to have the Village Board relocate in the new library for future Board meetings. Upon roll call: Ayes: Minton Wattenberg Nays: Floros Hendricks Rhea Richardson Motion failed. COMMITTEE REPORTS FINANCE COMMITTEE Much discussion commenced around the proposed conflict of interest. Trustee Floros, seconded by Trustee Rhea, moved for passage of Ordinance #2678: AN ORDINANCE DECLARING PUBLIC POLICY CONCERNING CONFLICTS OF INTEREST Upon roll call: Ayes: Floros Hendricks Minton Rhea Ri ch a rds on Nays: Wattenberg Motion carried. Trustee Minton 'left 10:45 P.M. Trustee Floros, seconded by Trustee Hendricks, moved for a waiver of the rules requiring two readings of an ordinance. Trustee Floras, seconded by Trustee Hendricks, moved for passage of Ordinance #2679: AN ORDINANCE DECREASING THE NUMBER OF CLASS licit LIQUOR LICENSES Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Trustee Minton returned 11:05 P.M. Trustee Floros, seconded by Trustee Richardson, moved for concurrence with the Committee's report for approval of a liquor license request by Tori shin Restaurant. Upon roll call: Ayes: Floros Hendricks Minton Rhea Rhea Richardson Wattenberg Motion carried. Pg. 3 12-7-76 Trustee Flo-ros, seconded by Trustee Rhea,, moved for concurrence with the Committee's report for approval of a liquor license request by Midwest Liquors. Bill Kruger, of the Liquor Shoppe, 1728 W. Dempster, voiced opposition to the issuance of the license in light of the close proximity of the two establishments (less than one block apart). The Mayor stated if such license was recreated he.,. as Liquor Commissioner, would act favorably upon the Dover Inn request for same license since that establishment had previously explored the possibility and has been in operation longer than Midwest Liquors. Mayor Teichert called a special Board Meting for December 13, 1976 at 8:00 P.M. in the Village Board Room to discuss the Village's water system projects and water rates.
