Special meeting of the Mayor and Board of Trustees of the Village of Mount Prospect called by Mayor Teichert on Friday, January 24, 1975 pursuant to Chapter 2 "The Board of Trustees" Section 2.103 "Meetings" as spe-cifted in the Municipal Code of Mount Prospect. 1. ADJOURNMENT Sergeant-at-armsl: Officer Ralph Timm MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND BOARD OF TRUSTEES January 14 1975 Mayor Te"11chert called this meeting on December 10, 1974 for the purpose of continuing consideration of the petition of Kenroy, Inc. for Cases ZBA-26-Z-73 and ZBA- 27-SU-73 - involving the Rob Roy Country Club. The Village Clerk called the meeting to order at 8:00 P. M*' Present upon roll call: 0 Absent: Mayor Teilchert, Trustees Anderson, Caylor, Gustus, Hendricks, Richardson, Scholten. The Village Clerk declared there was no quorum, and the meeting was adjourned. Time: 8:01 P. M. DONALD W. Richardson, U.T. Gustus, Edward Rhea Case No, ZBA-47-V-74, Petitioner David Wo Tector, residing at 222 N. Williams, requested a variation of 91 7 1/211 from the lot line to build a screen house on an existing slab at the rear of his residence. The proposed screen porch would be roofed and placed on a wood framed wainscot. The petitioner explained the screen house would never be enclosed but was to be used for summer entertain- ing. The petitioner further declared the building code would be followed and a neighbor, Mr. Pasow, stated he had no objection to the proposed porch, The Zoning Board of Appeals voted 5-0 to recommend approval of the variation request, and the Building committee unanimously concurred with the Zoning Board's recommendation. Case No. ZBA-42-Z-74, The petitioner, Michael Schiessle, requests rezoning from RX to R4, property located at 618 Eo Algonquin Road, Arlington Heights. The property in question (map 31S) is approximately 107 feet wide by approximately 1150 feet deep. Although the petitioner originally requested annexa- tion to the village in July, the subject lot was subsequently involuntarily annexed to Mount Prospect. After discussion before the Zoning Board of Appeals for two buildings on the narrow lot, the petitioner changed his request to build a single building containing 60 units with 30 1 -bedroom apartments and 30 2 -bedroom units, showing a -.density of 20*95 i unts per acre. Provision was to be made for 1.62 parking spaces per unit. A playlot presently used by an adjacent school, the size of which is 3151 x 1071, on the east end of the subject property is a part of the land under discussions The petitioner proposes to retain the playlot for the time being, for its present use; and suggests erecting a�fence separating the playlot from the development. The proposed building would be a 3 -story walk.up with single units approximating 900 square feet and 2 -bedroom units between 1000 and 1100 feet per units Building Committee Report -2 January 16, 1975 Although the Zoning Board of Appeals voted 6-0 to recommend granting the rezoning, the Building Committee expressed concern because of the narrow lot, and the need for a firelane with turn -around space* As will be noted on the map, there is a similar open strip of land immediate adjacent to the subject property which could be combined with the proposed development for better layout, The Building Committee, therefore, recommends non -concurrence with the zoning Board's findings, and suggests that the petitioner pursue efforts to purchase the adjacent lot so that firelanes and better open space privislions, can be met, Case No, ZBA-48-V-74 for a side yard variation of 13.44 feet at the southeast corner of Forest and Thayer. The petitioner, John Mullowney of Park Ridge, declared he has a contract to purchase the property subject to obtaining the requested variation. The property is on the corner of Forest and Thayer, having a 49.221 frontage on Forest with 131,891 frontage on Thayer, thus having, in essence, two front yards. The petitioner testified that he proposed to construct a home with detached garage, at the southeast corner of the lot, two feet from the property line* He further said that because of the uniqueness of the lot, the 13#44' variation would be the only practical way to construct the home. The Zoning Board of Appeals felt the garage should be located 51 from either lot line instead of the 2 -foot dimension indicated, and, with the above stipulation the Zoning Board voted 5-0 to recommend approval of the variation, The Building Committee, by'a vote of 2-1 concurred with the Zoning Board's recommendation, with Building Committee member George Anderson desiring to file a minority report on the subject case* The Committee further discussed the Kenroy proposed Rob Roy development at length with Roy Gottlieb and other Kenroy staff members. Discussion included, buildings. tap -on fees, dedication of property for a fire station. tie perpetuity of the proposed 18 -hole golf course, and details poncerning an annexation agree- ment, No vote was taken on this matter.
