Hendricks, Chairman, Public Health & Safety Committee SUBJECT: Public Health & Safety Committee Meeting 2-27-75 DATE#,,N, February 28, 1975 Present: Chairman Hendricks; Trustee G. Anderson; Director of Building & Zoning Buell Dutton; Director of Health Services Marjorie Boswell; Sanitarian Larry Eils; Mr. Ralph Ibbotson of the Ibbotson Heating Co., Buildip3 Code-Re!lEirements Re Central -Air Conditioners.: The -Committee. -began -preliminary discussion -on this 'subject -which was �requested charged to the Committee by the Chairman. The., - objective of the Committee is to: (1) Reduce the number of residents' requests for variations from the Zoning Board of Appeals for air conditioning compressor - locations on their property by revising our present Building Code. (2) Delete the heating and air conditioning contractors outside of our community who allegedly install air conditioning systems without obtaining a building permit. Result, coutpressor not installed in proper location outside of the home. Local businesses comply with the Building -Code and at times lose contracts to outside firms. (3) Revise present Building Code to allow residents, primarily with corner lots, to be able to obtain building permits without a variation. After considerable discussion, the Committee requested the administration to draft a revision of our present Building Code in line with the Committee's objectives. Discussion will be continued at the next Committee meeting in March. The administra- tion was requested to have recommendations in draft form ready for this meeting. TB X-Rays"Reauir,ed for Food Handlers: The Committee discussed the memo dated February 4, 1975 from the Director of Health Services to the Village Manager. Also discussed was the memo dated February 3, 1975 from the Board Public Health & Safety Committee Meeting 2-27-75 Page 2. of Health Chairman to the Village Manager. Attached are copies of each memo. In the latter memo, the Board of Health recommends to delete the following statement from Section 12.404 of the Municipal Code which reads as follows: "Personnel: Proof of negative chest X-ray results shall be required from all food handling personnel on a yearly basis." Larry Eils advised the Committee that in lieu of this, a food service certification program has been developed for managers and the supervisors of food service establishments. The responsibility of management to protect the public from food -borne illness is fundamental. The certification programwillspecifically address itself -to f oo'd-bo,'me----dis---e'a:g*e--transmi s s ion and prevention as --well as--pjersonal hygiene --,and employee responsibility. Thi `_s,__-Jn_.eff_&dt,__ will obtain greater involvement by management in a program -to - promote better -sanitar-y food handling practices in his establish- ment and to insure the health of the public is protected. The food- -service certification program will be conducted in -coope-raticm with -Harper -College this spring on a voluntary participation basis as a prelude to mandatory certification of management personnel. The Committee, by a vote of 2-0, recommends to the Mayor and Boar -d -of Trustees to concur with the recommendations of the Board of Health and the Director of Health, -Services, Richard N.
