Pursuant to Section 2.103 of the Municipal Code of Mount Prospect of 1957, as
amended, and Section 22-9.1 of the Illinois Election Cade as adapted and modi-
fied by Section 3-2-2 of the Illinois Municipal Code of 1961, as amended, a Spe-

COI�n'VJNI CATIONS AND PETITIONS
Mr. Larry Turner, 302 S. Emerson presented petition with
1,650 signatures opposing one-way street Rt. 83 and Emerson
as outlined in paragraph 2, page 11 in the Comprehensive
Plan. Petition and copy of Mr. Turner's presentation to
be forwarded to the Planning Commission.
Mr. Ben Trapani, Chamber of Commerce Chairman of the July
Fourth Parade requested a contribution from the Village.
Matter referred to the Finance Committee for decision at
May 22 meeting.
Dr. Paul Heck, 435 W. Prospect requested Board decision
regarding ordinance passed on variation for side lot. A
two part motion was made.
First phase of motion was made by Trustee Hendricks, sec-
onded by Trustee Floros, that the Village Attorney be auth-
orized to place before the Zoning Board of Appeals a request
for variation for the property known as Dr. Heck's medical
building for use variation for those identified lots on
Prospect Avenue and thus correct Village records,

Second phase of motion made by Trustee Hendricks, seconded
by Trustee Richardson, authorizing the Village manager to
instruct the Build -Ing Department to issue a building per-
mit in accordance with the ordinance previously passed by
the Board in spite of the technical non-use variation.

Mr. Richard Stork, 401 Pine Street complained of clogged
street drain at southeast corner of Lincoln and Pine Streets
on Rt. 83. Matter referred to Village Manager.
MANAGER'S REPORT
Motion made by Trustee Hendricks, seconded by Trustee Richard-
son to waive fees required for building permit for the Mount
Prospect Bible Church, 505 W. Golf, except out-of-pocket dis-
bursements.

The Village, Manager w,as.instructed to accept with thanks Elk
Grove Township qontri,bution of $2000 toward signs and markings
relative to the Police ' Departmept Bike Safety program.
Village employees will observe Memorial Day on May 26, 1975 in
accordance with the date set by the federal government,

Discussion of need of aJditional funds for lawn restoration in
coniunction with an intersectional street lighting project is
to be made before the Finance- Committee on May 22.
MAYOR'S REPORT
Framed, Resolutions of Coi-mendation were presented by Mayor Tei�hert
to former Trustees Marie L. Caylor, Oscar T. Gustvs and Kenneth
Scholten. Trustee Gp'oroe Anderson's presentation was scheduled
for the June 3, 1975 meeting of the Board.
Mayor Telichert instructed the Village Clerk to place the name
of Thomas Howle'y, 507 T,7. Henry, a 10 yeah Mount Prospect re-
sident and electrical inspector for Commonwealth Edison, on
the June, 3 agenda for arpbintment.to the Electrical Commission,
The Mayor solicited Tames from the Board for an appointment to
the vacancy on the Insurance Commis sion, ,cre4tea by the res igna"-
tionlof Edward Henrich, which was read and accepted.

The A. J. Davis Co. Tree Maintenance Contract was placed on
the May 27, 1975 Special Meeting agenda.
Trustee Richardson moved, seconded by Trustee Hendricks, to
approve the creation of a liquor license, which is s ail across
the board license, for purpose of issuing same to the proposed
restaurant at Golf and Busse to be managed and operated by Mr.
Peter Panagakis.
14r. Allan Dresden voiced objection stating children should
not be allowed to play in the restaurant parking lot since
it is located near Clearwater Park.

Dear Mr. Teichert:
I have heard the name of Mrs. Marie Caylor mentioned
as an appointment to the Planning Commission. Her
first term of service as a planning commissioner demon-
strated to me that she possesses integrity, a will,ing-
ness to share her time and efforts with the Village,
and that she is highly intelligent.
Mrs. Caylor was most effective as a planning com-
missioner and I highly recommend that consideration
be given to her reappointment, to the Planning Com-
mission.
The statement above represents a concensus of the
Commission.

Dear Mr. Teichert:
Mr. Ray Schultz was appointed to serve as a member of
the Planning Commission for a term which commenced
July 23, 1973 and terminated May 1, 1975; except as
I recall, the pertinent ordinance provides that his
term extends itself until he is replaced, reappointed,
or resigns.
As you are aware, the Planning Commission holds two
regular meetings monthly. 'Mr. Schultz has attended
not more than six meetingsduring the period mentioned
above. Mr. Schultz has explained that his professional
and business interests have been the cause of his lack
of effectiveness as a planning commissioner.
I recommend that Mr. Schultz's appointive position be
declared vacant, and as soon as it is convenient, that
a suitable replacement be determined and appointed to
replace Mr. Schultz.

FROM SECTION 21.1011 OF THE MOUNT PROSPECT
BUILDING CODE
WHEREAS , the Zoning Board of Appeals of the Village of Mount Prospect did meet
on the 27th day of March., 1975, at the hour of 8: 00 . p.m. , at the Mount Prospect
Village Hall and did hear Case No. 9-V-75 9 pursuant to proper legal, notice; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did hear
this request to locate a central air conditioning compressor in, the sideyard of the
property commonly known' as 114 North Owen Street, Mount Prospect, Illinois; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect .did recom-
mend to the President and Board of Trustees of the he Village of Mount Prospect the ap-
