of the regular meeting held May 15, 2007.

MAYOR'S MAYOR'S REPORT
REPORT Mayor Wilks presented proclamations in recognition of:
· NATIONAL GARDEN CLUB WEEK, June 3-9, 2007
MAYOR PRO Accepted by Mount Prospect Garden Club President Penny Wenstrom
TEM Ms. Wenstrom also presented Mayor Wilks with an arrangement of
flowers from one of the member's garden. She also highlighted the
many environmental and civic activities of the Garden Club.
· NATIONAL FLAG DAY, June 14, 2007
Mayor Wilks stated, in accordance with the Village Code, the election of the new
President/Mayor Pro Tem would be conducted. Per the Village Code the one-year
term runs from July 1 through June 30. However, due to the absence of both
Mayor Wilks and Mayor Pro Tem Zadel during early June, Mayor Wilks asked for a
motion to waive the rules governing the Term of Office, so the term of office for the
new Mayor Pro Tem would be effective June 6,2007.
Trustee Hoefert, seconded by Trustee Korn, moved to waive the rules
governing the Mayor Pro Tern term of office and begin the term June 6, 2007:

Mayor Wilks nominated Trustee Lohrstorfer to serve as Mayor Pro Tern from June

moved for approval to close nominations for Mayor Pro Tern.

CITIZENS TO BE COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

Mr. Pinchot expressed concern with the Village's response to the following:
· Denial of petition for circular drive
· Zone 12 - residential traffic control program
· Parkway repair to state maintained roadway; Central Road
Mayor Wilks thanked Mr. Pinchot for his comments and stated staff would follow-up
regarding the condition of the parkway maintained by the state.
Village Manager Michael Janonis responded to Mr. Pinchot's question regarding
the status of the Village Seal. The condition of the Village Seal is beyond repair; a
purchase of a new seal would be at the direction of the Village Board.

Ms. Capek asked for the Village's assistance in seeking replacement of her
driveway damaged during the razing of the home at 102 Wa Pella.
Community Development Director William Cooney stated the Village's Building
Commissioner has been working with the contractor constructing the new home at
102 South Wa Pella. Mr. Cooney indicated he would also make a site observation
and follow-up with Ms. Capek.

CHAPTER 18
(TRAFFIC)
OLD BUSINESS
Mayor Wilks presented for a second (2nd) reading an ordinance amending Chapter
(18) of the Village Code of Mount Prospect. Mayor Wilks stated that following the
first reading of the ordinance on February 6, 2007, a working group comprised of
two (2) Trustees and four (4) Wa-Pella residents was formed to discuss issues
associated with the traffic study in Zone 12 and agree on the parameters for
another traffic study. She added, the results of the additional traffic study had
been completed and a neighborhood meeting was held May 29, 2007 for
presentation and discussion of the study.
Project Engineer Matt Lawrie provided an overview of the Neighborhood Traffic
studies in Zone 12 including the third (3rd~ traffic study that was conducted the
week of May ih and recapped the May 29 neighborhood meeting with Wa-Pella
Avenue residents.
Mr. Lawrie stated the last two (2) traffic studies support staff's decision that all-way
stop signs along Wa-Pella Avenue at its intersection with Busse Avenue,
Evergreen Avenue and Milburn Avenue are not warranted. The recommendations
are based on research, experience and the guidelines established in the Manual
on Uniform Traffic Control Device and reflect staff's technical opinions to provide a
uniform pattern of traffic control and speed limits for the entire neighborhood as
directed by the Village Board.

Mr. Lawrie stated, painted crosswalks would be added at the intersections
between Lincoln Junior High and S1. Raymond schools. Staff is also committed to
conducting post studies in Zone 12;3, 6, and 12 months following the Village
Board's decision.
Mayor Wilks opened the discussion to comments and questions from those in
attendance.
Several residents from Wa-Pella Avenue and vicinity were in attendance to voice
their objections to the Zone 12 residential intersection traffic control
recommendations, specific to Wa-Pella Avenue.

Comments/Concerns
· Increased traffic - using Wa-Pella as a cut-thru street to Central Road
· Increased traffic - Wa-Pella will become an unofficial "collector" street
· Primary concern should be children's safety not MUTCD standards
(Manual on Uniform Traffic Control Devices) or consultant studies
· Now have a broader concern with other Residential Zone changes
· Primary focus of traffic study should be pedestrian safety
· Questioned validity and reliability of traffic study
· Asked Village Board to consider compromise in removal of street signs
along Wa-Pella; leave intersections of Wa-Pella and Milburn and Wa-Pella
and Busse Avenue as 4 way stops.
· Questioned safety of painted crosswalks
· Asked Village Board to defer decision until there was an opportunity to
review results of Zone 8 post study
· Questioned Village's decision to establish standards - other communities
contacted do not follow same standards
· Removal of stop signs will increase traffic speed on Wa-Pella; drivers may
not stop but at least slow down
· Asked that notification be given to residents prior to changes in signage

Mayor Wilks and the Village Board thanked the residents for their comments and
commended their involvement in the process of the residential traffic study and
discussion of Zone 12. A general comment regarding the meeting's procedure
which allowed residents the opportunity to present their comments/questions
before the Village Board's discussion and decision was also noted.
As part of their discussion the Mayor and Village Board provided a brief summary
on the background that led to the Village's comprehensive study and
implementation of the Residential Intersection Traffic Control and Residential
Speed Limit programs. Concerned with a traffic control system that compromised
pedestrian/driver safety the Village Board directed staff to conduct studies and
make recommendations for the development and implementation of uniform traffic
codes to enhance traffic safety in residential neighborhoods. Staff's
recommendations to the Village Board are based on national safety standards and
data from the traffic studies conducted in the residential traffic zones.
Resident input is always a significant factor in the Village Board's decision-making
process. The insight and constructive comments shared by the residents on Wa-
Pella Avenue facilitated the additional traffic studies in this area and dialogue
between the residents and Village Board. Post-study data is a major factor in the
success of the comprehensive project; warranted adjustments to the traffic patterns
will be made. The Village Board is committed to having post-studies conducted in
Zone 12; 3, 6 and 12 months and other intervals when warranted.
Additional comments from the Village Board included:
· Traffic studies identify .unwarranted" stop signs
"Unwarranted" stop signs create unsafe intersections
· Established expectations to drivers and pedestrians enhance
safety
. Residents on streets concerned with cut-thru traffic - traffic
studies may support use of traffic calming devices
. Open to leaving Wa-Pella and Milburn a four (4) way stop
Intersection; valid safety factors such as school traffic allow
for logical deviation from national standards/guidelines
· Open to deferring decision on Zone 12 until post-study data
from Zone 8 is available (Staff indicated results from Zone 8
post study would be available in July 2007)
Noting there was support to amend the ordinance and leave the intersection at
Wa-Pella and Milburn Avenues a four (4) way stop Mayor Wilks asked for a motion
to amend the ordinance.
Trustee Hoefert, seconded by Trustee Juracek, moved to amend the proposed
ordinance amending Chapter 18 (Traffic) by leaving the intersection at South
Wa-Pella and Milburn Avenues a four (4) way stop.

Mayor Wilks called for a short break in the meeting at 9:45 p.m.
The Village Board reconvened at 9:54 p.m.
NEW BUSINESS
Mayor Wilks presented for a first (1st) reading an ordinance granting a conditional
use permit to operate a Community Center and school at 501 Midway Drive,
Niagara Foundation.
Community Development Director William Cooney provided background
information on the request including the conditional use permit issued to the
petitioner in 2004; the conditional use permit expired before the original project for
the community center was completed. Since that time the petitioner has revised
the project plans to include a school.
Mr. Cooney reviewed the site plan, stating the proposed Community Center would
occupy 70% of the building and the college prep-school for K-8 grades would
occupy 30%. He stated there is adequate parking for the Community Center and
school. The Planning and Zoning recommended approval of the conditional use
permit by a 7-0 vote.
Mr. Serkan Aikan, Niagara Foundation, provided the following information in
responde to questions and comments from the Village Board.
· Lack of adequate funding impacted completion of the original project.
· Addition of school to project will serve the student population that
now attend school in Chicago.
· Niagara Foundation has the necessary funds to complete the entire
project within the time allowed under Conditional Use permit
· The school and Community Center have separate entrances; no access
from Community Center to school.
· It is a smoke-free facility
· No plans to expand to high school
At the request of the Village Board Mr. Cooney will provide additional information
regarding access between the Community Center and school.
Mayor Wilks stated the second (2nd) reading of the ordinance would be held at the
June 19, 2007 Village Board meeting.
Mayor Wilks presented for a first (1st) reading an ordinance adopting the Official
Comprehensive Plan of 2007 for the Village of Mount Prospect.

Mayor Wilks stated the Comprehensive Plan had been presented and discussed at
prior meetings. The Village Board recognized Community Development Director
William Cooney and his staff for their work on the Comprehensive Plan.
