COMMUNICATIONS AND PETITIONS
Mayor Teichert requested the heading on the agenda be
changed to "Citizens To Be Heard".
Mr. William Dillon, associated with Kenroy,, Inc. appeared
to discuss the proposed development of the Dawn Fresh
property formerly known as the Mushroom Farm on Dempster
Rd. west of Rte. 83. He requested some relief from re-
strictions placed in Ordinance 2488. The project, known
as The Hawthornes, had the following stipulations placed
o 't before development,:

1. MSD permit required
2. EPA permit required.
3. Subdivision bond in the amount of $83,500. required.
4. Plat of subdivision required.
5. Easements must be conveyed to Village for maintenance
of water mains and sewer lines.
6. Water mains, storm and sanitary sewer lines, and access
roads within any iven stage must be constructed and

installed by owner and approved and accepted by the
Village prior to the issuance of building permits for
that given stage.
7. Water mains and sanitary sewer lines must be dedicated
to Village.
8. Restrictive covenants must be recorded.
9. A two-year maintenance bond required.
The following fees are required,-, Subdivision Bond: $83,500.
Cash Escrow.- $6,,690.- Building permit Fees - per building:

The developer is Richard Fanslow.

authorize the issuance of building permits for the develop-
ment of The Hawthornes, known formerly as the Mushroom Farm,
waiving the requirement that the water m�ains, storm and san-
itary sewer lines and access roads within any iven stage

must be constructed and installed by owner and approved and
accepted by the Village prior to the issuance of building
permits for that given stage, but no other conditions are
waived.

Motion carried.
A petition signed by 38 residents of Mountshire West was
presented. The homeowners protested the proposed designa-
tion of the area as a flood hazard site.
Some discussion ensued. Trustee Rhea reminded those present
he had formally objected to Map 05F on the basis that Mount -
shire was not in a flood plan area. The Village Engineer was
quoted as stating a mistake had been made and will be cor-
rected on the map.
The Mayor was also handed a letter from the homeowners on
S. Candota who were concerned about their area designated
as a flood plain and requested removal.
Mr. Alvan Lott, 203 Forest, requested a reopening of the
Case ZBA-14-V-74 - Petitioner G. Kusibab for a variation
for 10' variation from building line on Thayer which is
30' setback per code for lot 12 plus 15' into lot 13.
Mr. Lott contended he had not been duly notified of the
Zoning Board of Appeals hearing for the above-mentioned
petition. It was the opinion of the Village Attorney
that the action.of the Board in approving an ordinance
granting a variation cures defects that may have existed
in the notice.
MAYOR'S REPORT
Mayor Teichert Commended the following six firefighters
who received certifications by the U.'S. Dept-. of,Lab 6r,'fbr
completion of 200 hours of Special training, Mr., Ueorge
Miller represented the Department of Labor in this pro gram.
He commended Deputy Chief Hillig,erand the, following men:
Les Woullettq Paul Watkins, Dell U11rich, Donald Barra,
Robert Kookier, and Robert Fendius who received certified
advanced firefighter awards.
Mayor Teichert read a proclamation "Music for America"
which was presented to.Gary Erickson,of Mt. Prospect, a
member of the North Shore Concert Band. The organiza-
tion has planned'to travel in several countries in honor
of the celebration of the Bicentennial.
MANAGER'S REPORT
A memorandum was received from the Village Attorney re
current litigation instituted by Attorney General William
Scott known as Suit 7402410 claiming violation of the
National Environmental Policy Act because of jet airplane
noise at O'Hare International Airport. It was the recom-
mendation of the Village Manager that the Board authorize
intervention in the petition. Trustee Wattenberg, seconded
by Trustee Hendricks, moved to concur in the recommendation
to approve the Village Attorney to intervene in Case
74-C-2410.

Bids were opened July 10th for constructing a storm sewer
along NaWaTa Avenue between Golf Road and Weller Creek.
It was the recommendation of the Village Engineer and
Village Manager to award the contract to the low bidder,
Santucci Constructidn Co.,, for concrete pipe in the amount
of $270,332,',70. Trustee Richardson, seconded by Trustee
Wattenberg, moved to award the contract to Santucci Con-
struction Co. as recommended above.

Highway - petition for Special Use for coin operated machines:
Trustee Hendricks recommended the Village Board concur with
the Building Committee to grant the Special Use request in
Case 43 -SU -74 for pinball and other games coin operated.

Prohibition of Left Turns into Railroad Commuter Parking
Lots: It was recommended that left turn prohibitions be
in effect from 7: 00 A. M. to 9:00 A. M. and between

It was recommended that "No Parking Anytime" zones be
established at the above intersection, and that "No Parking
School Days 2:30 Pe M. to 3:30 P. M." zones be established
on bath the north and South side of Ironwood Dr. from Sycamore
east for a distance of 50 ft.s and on, the west, side of Sycam,,ore
from Ironwood north for a distance of out '100 ftand further,

Motion carried,
Continuing the report of the Fire and Police Committee, they
rejected a proposal to remove "Yield" signs at the intersection
of Emerson and Henry Streets, and return to the Safety Com-
mission for further study recommendations to install "Stop"
signs for the intersections of Albert St. and Council Tr.,
and to establish reserved parking areas at the downtown rail-
road station.
Recommendation will be reviewedly the Safety Commission for
changes in "Stop" and "Yield" signs throughout the Village.
The Village Attorney stated there will be a recodification
of the Traffic Code and the above actions will be incorporated
in the books at that time the new statute is presented.
JUDICIARY COMMITTEE
The Judiciary Committee met Monday, July 14, 1975 to consider
the parking of mobile units in driveways in residential areas.
Chairman Minton gave an oral report of the meeting and stated
minutes had not yet been transcribed due to a faulty tape
recorder. The Committee voted 3-0 in favor of the following
recommendations: 1) No ordinance is required for the li-
cense o,r regulation of recreational vehicles other than what
is already defined in the code; 2) An ad hoc committee of

interested residents (21 of whom have indicated willingness
to serve) comprised of 4 recreational vehicle owners, one
Board Member and four non -recreational vehicle owners be created.
Purpose and definition of -the group must be studied.
Mr. Bill Shillington, 608 N. Pine, spoke before the Board
regarding the above matter and requested action on the
subject.
It was deferred until a written report was presented at
the next meeting.
Mr. Mike Taylor, 200 S. Owen, questioned the wording "Licensing
of recreational vehicles" and Trustee Minton explained it could
be changed to "regulation or prohibition of parking of recrea-
tl* onal vehicles". Mr. Ed Brierty, 1110 Linden, also discussed
the matter and the conduct of the Judiciary Committee hearing
the previous evening with persons voicing their opinions pro
and con.

Trustee Richardson, seconded by,Trustee Wattenberg moved the
Village Board concur with the above recommendation and that
the appropriated ordinance be drafted.
Under discussion, the Board felt that some areas of the amend-
ment were too broad, not definitive enough, and so Trustee
Richardson and Trustee Wattenberg withdrew the motion and
second.
The Village Attorney and Building and Zoning Director were
requested to consider the matter -and report back to the
Committee,
Trustee Richardson reported on the request of Mr. and Mrs.
Elmer A. Blasco of 201 WeGo Tr. to vacate a 20 ft. alleyway
dividing their single-family property at property to the
north known as 127 WeGo Trail, and running easterly from
WeGo Trail to SeeGwun, dividing the single-family residents'
properties at 202 and 204 SeeGwun. By vacating the alley and
donating it to the adjoining property owners, the Village
would no longer be responsible for maintenance. The Com-
mittee recommended vacation and donation of the property,
but retention of an easement because of the sewer lines running
,under the property. Deferred to next regular meeting for time,
to make a visual study of the area.'

The Committee studied figures regarding car owners changing
their own motor oil and dispo,!3ition of the drain oil, which
could cause a pollution problem. The Committee recommended
the administration collect as much information as possible
on the Des Plaines program and present to the Public Health
and Safety Committee for consideration.
PUBLIC WORKS COMMITTEE
No meeting in July. The next regularly scheduled meeting
will be August 21st.

OTHER BUSINESS
The Swanson plat of subdivision of property at Haven
Street was presented. .There were surveyor's errors on
the plat. regarding certifications. Trustee Richardson,
seconded by Trustee Hendricks, moved to authorize the
Mayor and Clerk to sign and attest the Swanson plat of
subdivision upon posting of public improvement bonds,
as well as correction of the mechanical errors and removal
of the spotting of a building as shown on Lot 1.

AN ORDINANCE GRANTING A SPECIAL USE FOR PROPERTY
COMMONLY KNOWN AS 2 EAST NORTHWEST HIGHWAY
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did hold a
public hearing on December 19,, 1974 , and on April 24 v 19 75 , at the hour of 8: 00 p.m.
in the Mount Prospect Village Hall pursuant to proper legal notice; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect heard testi-
mony presented under Case No. 43 -SU -74 pertaining to a request for certain special
uses pursuant to the Mount Prospect Zoning Ordinance to permit certain uses upon
the property herelinafter described-, and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did recommend
to the President and Board of Trustees of the Village of Mount Prospect the approval of
this request under Case No. 43 -SU -74; and
WHEREAS, the Building Committee of the Board of Trustees of the Village of Mount Pros-
pect did meet on July 9, 1975, and did consider the recommendations of the Zoning Board
of Appeals under Case No. 43 -SU -74; and
WHEREAS, the Building Committee have recommended that the President and Board of
Trustees of the Village of Mount Prospect concur, in the, recommendations of the Zoning
Board of Appeals to allow the special use as, presented in Case No. 43 -SU -74; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have
reviewed the matter 1

PETITIONER:Norbert C. Huecker and Evelyn P. Huecker
PROPERTY: 10 South Main Street, Mount Prospect
Unit 7 B - 3 District
REQUEST: To rezone from B-3 to B-4 to allow expansion of
existing automobile service station operation.
NEIGHBORS: Notified July 16, 1975
OBJECTORS: None present
RESULTS OF TESTIMONY:
Request to rezone from B-3 to B-4 to allow petitioner
to expand existing service station operation to in-
clude auto repair in addition to dispensing gasoline.
Presently, property is fenced and paved. Is present-
ly used to store vehicles awaiting servicing. William
Lossow., President of Arlington Oil, testified that it
was beneficial from a marketing standpoint to secure
the frontage. Mr. Huecker testified to the length of
time he has been operati*ng'3*-n Mt. Prospect, viz.,since
1937. No building to be added, but building presently
existing could be utilized. Petitioner -agreed to de-
dicate 7' frontage on Central Rd. He also agreed to
remove the barbed wire from the top of the fence. Board
recommended 4-0 to recommend request.
