AN ORDINANCE CREATING A FINANCE COMMISSION
BE IT ORDAINED BY THE PRESIDENT AND BOARD OFTRUSTEES OF TIE VILLAGE OF
MaW PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That, pu'rsuant to the power and authority given Home RLLIe
S ETTFticle VII of the 1970 Constitution of the State of Illinois,
Chapter 5 of the Mmicipal Code of Mount Prospect of 1957, as amended, be
and the swne is hereby further amended by adding a new Article , Article XVII
thereto,, creating and establishing a Finance Commission, for the Village of
Mount Prospect; so that said Article XVII of Chapter 5 shall hereafter be
and read as follows:
"ARTICLE XVIII. FINANCE COMMISSION

hereby established a citizens' cormdssion which shall be known as

A. The voting members of the Finance Commission. shall be nine (9)
r 'dents of the Village of Mount Prospect.

1. The Village 'President shall appoint the Chairman and.
other members of this Camnission with the advice and
consent of the Board of Trustees. In the determm*ation
of such appointments, consideration shall be given to
the appointees' background relating to mmicipal
finance and planning .
2. The tems of office to this Comussion shall be for a period
of four (4) years, or tmt1il their successors are appointed
and qualified. However, members appointed at the onset shall
be for the following terms-,
Two (2) members for an initial term ending April 30, 1980-9
Two (2) menbers for an initial term ending April 30, 1979).
Two (2) menibers, for an imitial term Ing endin April 30, 1978;
Two (2) menibers for an imitial term ending April 30, 1977; and
2
the Chairman for an*initial term ending April 30, 1976.
Successors shall be' appointed for four (4) year terms.
B. The ex -officio or non-votm'g members shall be the Village
President, the Chairman of the Finance Committee of the
Board of Trustees, and the Finance Director.
SECTION 56'1703,
A. Im.ediately upon its organ.i. z at lion, the tinance Camnission shall
select from its membership a vice-thaiman. and a secretary. The
persons so selected shall serve for tenns of one (1) year, and
may be reelected to said position,
B. The Camission shall adopt rules for the conduct of its ineetmigs
and keep written. minutes of all meetings and other proceedings.
C. All meetings of the Commission shall be public and its minutes
shall be available for exmination in the office of the Village
Clerk during regular busmiess hours.

Mayor Teichert reported on the Sakowicz Subdivision located at
Mt. Prospect Road and Prospect Avenue involving 17 acres of
property in Des Plaines and 4 acres in Mount Prospect to be
de'veloped single family residential. James Muldowney, Pres-
ident of the Fletcher Engineering Co. presented the plans.
No formal action of the board was required,however,Mayor
Teichert asked to poll the board as to establishing a sense
of order as to development of the 4 acres in Mount Prospect
adjacent to the 17 acres known as the Sakowiicz property as
single family development and with a sense of the Board that
the Village will cooperate with Des Plaines in all public
services, water, sewer, and other features insofar as possible
to insure a compatible subdivision for all.

Trustee Hendricks stated that inasmuch as the Building Committee
had a tied vote,representatives from Lincoln Property Co. (Case
21-SU-75)willappear before the Board. He also reported the Zoning
Board of Appeals recommended to deny petitioner's request 4 to 1.
Mr. Arthur Levey made the presentation. Upon examination of the
Zoning Ordinance it was determined that a magrit vote was necessary

Waste Oil Collection:
As requested, the administration provided considerable information
on the Des Plaines Waste Oil Collection Program.
Mr. Phillip Lindahl, Environmental Control Officer for the City of
Des Plaines, became involved earlier this year in a Waste Oil
Collection and Recycling Program, as proposed by the Office of the
Energy Coordinator for the State of Illinois. Dave Creamer met
with Mr. Lindahl, and according to his report, the program in Des
Plaines leaves a great deal to be desired, and the environmental
impact is very minimal.
Des Plaines will complete their test phase of the program on
April 1, 1976 and a final report on the test will be made by may 1,
1976. The Public Health & Safety Committee decided to delay any
further action on this matter pending review of the Des Plaines report.
Vacation of Alleyway Between WeGo and SeeGwun:
The Committee unanimously favors vacating this alleyway; however,
in the past the Mayor and Board, as trustees of public lands, have
not made vacations without accepting market value in return. The
Committee, therefore, requests the administration to make arrange-
ments for appraisal of this alleyway with the understanding that
sufficient easements be reserved for public utilities as may be
necessary for the continuing servicing of any existing facilities
located within the alleyway. Cost of the appraisal would be added
to the selling price of the property.
Available Village Property That Is Not In Use:
As suggested by former Trustee.George Anderson, consideration is
being given to the sale of unimproved streets, alleys, and lots.
Mr. Bernard Hemmeter has provided a partial list, -and by copy of
this report, the Public Health & Safety Committee is asking for
a supplemental report indicating all such lots, streets, and alleys.

In the meantime, the Committee recommends that the administration
be directed to proceed with securing appraisals for the following:
(a) Three (3) lots at Lonnquist & WeGo
(b) Two ( 2 ) lots as one (1) on Man-A--Wa Trail between
WeGo & SeeGwun
(c) Two (2) lots on Man-A-Wa Trail between SeeGwun and NaWaTa
(d) Alley at southeast Kensington & Wille
(e) Alley south of Central between George & Albert
(f) Walkway between Berkshire & Weller Creek
(g) Walkway between lots 80 & 81 on Lancaster
It is further recommended that the cost of each appraisal be added
to the selling price of each parcel,
The Public Health & Safety Committee will make definite recommenda-
tions on each parcel after appraisals have been received and reviewed.
Analysis of Building Code Re uirements Re Air Conditioners:
The Committee reviewed a draft ordinance regarding central air
conditioning compressor units, which the Committee had asked the
Attorney to prepare. The Committee, by a vote of 3-0, recommends
that the Mayor and Board of Trustees adopt an ordinance in the form
approved by the Committee, a copy of which is attached hereto and
will be presented for first reading at the regular Board meeting on
September 2, 1975.

Proposed DAMP Water Use Contract:
This involves the request to allow Des Plaines, Arlington Heights
and Mount Prospect to switch from well water to Lake Michigan
water. The DAMP proposal asks that existing wells in the entire
Village be used after 1980 only as an emergency back-up system.
No decision has been reached by the State; hence, no action can
be taken by our Committee at this time.
Flood Insurance Program:
Here we are waiting for reclassification of erroneous flood hazard
areas by the Federal government. No information has been received
by us.
MacDonald Creek:
Under this topic we are waiting for maintenance contracts and
requests for easements from the State of Illinois to alleviate
flooding problems along MacDonald Creek.
Street and Curb Re airs on South Pine Street:
These repairs in the 200 block have been completed and this item
should be removed from the Matters in Committee report,
BOLI Request Re Public Benefits for Sidewalks:
No action was taken because there was no representation from BOLI.
We expect to hear them at our regular September meeting.

The Committee reviewed the highlights of the reports by independent
engineers M/E, Alstot, March & Guillou and the report by our
Directors of Engineering and Public Works (attached). We concluded
that, there is no question that the possible purchase of Citizens
Utilities Company would be advantageous in order to improve the
Public Works Committee Meeting B-21-75 Page 2.
quality of the water. The nature and degree of changes in the
existing systems will, of course, be a judgment matter and it is
hoped that we can find the necessary funds through the efforts of
our Finance Committee in order to have the highest possible
standards as far as our water supply is concerned, similar to the
higher standards we are willing to pay for, for our library service
in the future.
Long-range Village plans provide for a new well near Highway 83
and Camp McDonald Road for about $400,000 because of insufficient
ground water supply. The Public Works Committee requires a
current report from the administration why we should consider
building a new well at this time, which would be needless des-
truction of valuable ground water supply needed by smaller
communities. Building a new well in the DAMP areAat this time
appears to be inconsistent with our DAMP efforts to get lake water.
