Clowes, 1101 S: Hunt Club Dr. read a statement regarding a request to dedicate Hunt Club Drive and Hun- tington Commons Road to the Village,. Mr. Gerard DelGiudl*ce, 1330 Mallard Dr. talked about the traffic generated on Hunt Club Drive and Huntington Commons Road. Trustee Rhea, seconded by Trustee Richardson, moved, subject to the legal ability of the Village to acquire title to the land known as the streets of Huntington Commons and Hunt Club Roads in the Huntington Commons complex, the, Village would accept dedication of the right-of-way of those streets in behalf of the Village. Trustee Rhea, seconded by Trustee Hendricks, moved the Planning Commission be'cha'rged with review of the Planned Unit Development ordinance with an eye toward amendments. Ken Monahan, a resident of Windsor Estates, acted as spokesman for homeowners in that area who requested paving of the roads in the subdivision. It is alleged the developer had run out of funds to complete the improvement. Trustee Wattenberg, seconded by, Trustee Minton, moved for the, approval of the Arrow Road Construction Company to begin I i repairing of the streets in Windsor Estates to be included in a supplemental resolution for the 1975 MFT Maintenance Program. Residents of Windsor Estates advised the Board about the need for curb repair but were informed such work was not monetarily feasible at this time. -2- 10/7/75 Trustee Wattenberg, seconded by Trustee Minton, moved for passage of Resolution #29-75: SUPPLEMENTAL RESOLUTION -FOR MAINTENANCE OF STREETS AND HIGHWAYS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE ($81,000.00 - 1975 MFT Maintenance Program) Miss Donna Fey, a member of the 4-H Club, presented Mayor Teichert with a plaque commemorating 4-H Week and gave a report on the activities of the organization. Mrs. Patricia Scola talked about her 13 -year old son who was cited for an infringement of the safety rules and brought to the attention of the Board the fact that no identification had been shown as evidence of the authority and further, when they appeared at the Village Hall in response to the citation, Mrs. Scola and her son waited for approximately three-quarters of an hour before being advised the person conducting the pro- gram would not be present. The matter was referred to Chief Doney for investigation. Mrs. Dorothy Grieve, 309 N. Emerson, talked about the need for a stop sign at Isabella and Emerson. Trustee Floros advised Mrs. Grieve that the Safety Commission had recommended such action. A petition was turned over to Trustee Floros for action in Committee. MAYOR'S REPORT Lt. L. Wuollett of the Fire Prevention Bureau, and Lonnie Jackson, Inspector, accepted in the name of the Fire Depart- ment, second prize award from the National Fire Prevention Association. Trustee Rhea, seconded by . Trustee Floros, moved to direct the Village Manager to enter into discussion with Citizens Utilities Company with the intention of conducting negotia- tions for its acquisition by the Village. Trustee Hendricks requested that the Finance Committee con- sider his application for tuition reimbursement at the cost of $45. to cover three seminars at Harper Junior College dealing with municipal finance. The Committee recommended approval and requested Trustee Hendricks to address the Board in his own behalf. Following an explanation of the courses involved and Trustee Hendricks' desire to attend these seminars, the matter was opened for discussion. Mrs. Marie Caylor and Miss Idyl Nipper opposed the expenditure of any unbudgeted monies for this purpose. Trustee Rhea, seconded by Trustee Floros, moved the Village Board amend the current budget by the amount of $45. for the specific purpose outlined in the Committee report. Further discussion followed and Trustee Floros, seconded by Trustee Rhea, called for the question. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Wattenberg Motion carried. Trustees expressed opinions that the developments would exceed Village density ordinances, height requirements and would generate more traffic. Wattenberg Village -Owned Surplus Vacant Property: The Chairman reported on the status of the Village -owned vacant property as follows: the three lots at northwest Lonnquist and We Go were leased to the Park District in ex- change for a well site, and therefore cannot be sold. The two parcels adjacent to the south side of Weller Creek between We Go and Na Wa Ta are in a flood plain area, and for this reason alone should not be sold for development. Furthermore, the administration recommends that the Village retain title in the event we wish to extend Man-A-Wa Trail through this property at some future date. On the other smaller parcels, we are awaiting for appraisals... Engineer Ben Hemmeter advised the Committee that the parcel on the alleyway between We Go and See Gwun along 201 South We Go should be in his hands prior to the November Public Health Safety Committee meeting. Signs, Flags and Pennants: The Committee next discussed the matter of signs, flags and pennants. No action was taken pending reports and recommenda- tions from the Director of Building & Zoning, which he plans to have ready for the December meeting. Sidewalks - SE Corner Maple & Prospect Avenue: The need for sidewalks at the southeast corner of Maple and Prospect was reviewed, and the Committee felt this should be referred to the Public Works Committee for further attention. Richardson Mr. Robert Teepe gave us a very fine report regarding the efforts by the DAMP Commission to obtain Lake Michigan water as soon as possible. A decision is expected by December, and perhaps there may be a petition for a rehearing in mid -1976, since these are adversary hearings. It is estimated thatit may take from 5 to 6 years to get water from Lake Michigan, or Lake Michigan water from the City of Chicago. It appears that there is nothing positive that thisCommittee can do to accelerate the progress. I hope no further costly expert testimony will be necessary to prove that the wells are running dry, and that Lake Michigan water should be made available to us, particularly since Lake Michigan has risen substantially since the Supreme Court decision limiting water from the lake. Improvements - Ri'Sht-Turn, Prospect Manor: We were presented with an unusual petition by Mrs. William Szabo asking us to leave matters just the way they are in con- nection with the planned deceleration line in the southbound Rand Road into Prospect Manor. Mrs. Szabo and about 10 of her neighbors informed us in a friendly meeting that they did not desire such change because it would only increase traffic through their section, and would also add to water problems in some lots. The Public Works Committee voted to request the Village Board to do nothing about any changes in the present condition along Rand Road and Prospect Manor until the need for such change is presented to us. Mount Prospect Water Rates: The Committee received, with thanks, a very fine report by our Village Manager, recommending an increase in the Village water rate from 75� to $1.05 per 1000 gallons. The need for such an increase is so urgent that I expect to request such increase at the Village Board meeting of November 4, 1975. 1 No one likes to raise taxes, but I believe we also have the duty to accept statistics and to base our decision on information made available to us by our staff. Elimination of Services: As an economy measure, I recommend at this time to eliminate the services of the Sergeant -at -Arms, as well as the services of our Village Attorney, during Village Board meetings. I do not believe their services are necessary, and I would like to do my part in our efforts of belt -tightening. also ask the administration to offer coffee and cookies during the intermission time at our regular Village Board meetings in order to change the climate in the audience which is generally very hostile, considering us Village fathers in the position of a complaint or adjustment bureau. I consider it one of my duties to increase attendance figures at our meetings in order to get more interested and effective citizens involved in local goverment. T. J.
