A RESOLUTION NOTING THE PASSING OF FIREFIGHTER
LOWELL J. FELL
WHEREAS, Firefighter LOWELL J. FELL served his community in various official
capacities since January 31.., 1969; and
WHEREAS, Firefighter LOWELL J. FELL, utilizing his skills and training as a Design
Draftsman, provided many of the other Village Departments as well as the Mount Pros-
pect Fire Department with distinctive maps and specialty atlases; and
WHEREAS, Firefighter LOWELL J. FELL , with innovation and cheerful contribution ,
above the line of duty, originated and supervised the Community Relations program
involving all facets of adult and elementary school education; and
WHEREAS, Firefighter LOWELL J. FELL served as Operations Officer in charge of
Civil Defense volunteers and originated the Annual Fire Recognition Week program
now in its fifth year of operation; and
WHEREAS, Firefighter LOWELL J. FELL served as Administrative Aide to Fire Chief
Lawrence J. Pairitz and as a Firefighter under former Fire Chief Edwin Haberkamp
and was a trained Emergency Medical Technician and Paramedic; and
WHEREAS, Firefighter LOWELL J. FELL served as departmental photographer and
arson investigator and was instrumental in the organization of these units within
the Mount Prospect Fire Department; and
WHEREAS, Firefighter LOWELL J. FELL spearheaded the Mount Prospect Fire Depart-
ment public relations programs and supervised the compilation and entry of this materi-
al in competitions which won for the Department top national and state recognition for
the past three years; and I
WHEREAS, we as Mayor and Trustees of the Village of Mount Prospect are conscious of
these many and lasting contributions he made to the advancement of the Mount Prospect
Fire Department and to its reputation in the community and throughout the country;
NOW, THEREFORE. BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT 0 COOK COUNTY, ILLINOIS:
SECTION ONE: That there be public acknowledgment of the unselfish service of the
departed LOWELL J. FELL.
SECTION TWO: That the sympathy of the Village of Mount Prospect be and the same
is hereby expressed to the family of LOWELL J. FELL, his friends, and his fellow
firemen.
SECTION THRE�E: That the Mayor and Board of Trustees of the Village of Mount Pros-
pect hereby concur with the wishes olfhiis fellow firemen 'in the establishment of a family

AN ORDINANCE AUTHORIZING A VARIATION
FROM SECTION 21.1011 OF THE MOUNT PROSPEC
BUILDING CODE
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did meet on
the 27th day of June. 1974 , at the hour of 8,, 00 p.m. , at the Mount Prospect Village
Hall and did hear Case No. 21-V- 74 9 pursuant to proper legal notice; and
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect, pursuant
to authority vested in it under subsection E of Section 14.504 of the Municipal Code
of Mount Prospect, did hear this request to locate a central air conditioner compressor
in the front yard of the property commonly known as 909 Palm Drive, Mount Prospect,
Illinois; and
WHEREAS , the Zoning Board of Appeals of the Village of Mount Prospect did recom-
mend to the President and Board of Trustees of the Village of Mount Prospect the
approval of this request under Case No. 21-V-74 for the reasons that location of the
compressor in the front yard in this unique instance will be the least offensive to
neighbors; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have
reviewed the matter herein and have determined that the same is in the best interests
of the Village of Mount Prospect;
NOW o THEREFORE , BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES

AN ORDINANCE GRANTING A VARIATION FOR PROPERTY LOCATED
AT 1350 WEST NORTHWEST HIGHWAY, MOUNT PROSPECT. ILLINOIS.
WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect held a regular
meeting on Jube 27, 1974 at the hour of 8: 00 p.m. in the Mount Prospect Village Hall
pursuant to notice published in the Mount Pr2Mect,,-Herald, on June 7, 1974; and
WHEREAS, The Zoning Board of Appeals of the Village of Mount Prospect heard testi-
mony presented under Case Noi.24-V-74 pertaining to a request to construct one office
building with less than the required number of parking spaces with a reduction in
the size of said spaces and without provisions for a loading zone; and
WHEREAS , the Building Committee of the Board of Trustees of the Village of Mount
Prospect subsequently met on July 10 9 1974 and considered the recommendations of
the Board of Appeals under Case No. 24-V-74; and
WHEREAS, the Board of Trustees of the Village of Mount Prospect concurred in the
recommendation of the Zoning Board of Appeals to allow the variation; and
WHEREAS, The President and Board of Trustees of the Village of Mount Prospect have
reviewed the matter herein and have determined that the same is for the best interests
of the Village of Mount Prospect;
NOW 1, THEREFORE , BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the property being the subject of Case No. 24-V-74, being
legally described as:
Northwest -Waterman Resubdivision --being a resubdivision of Lots
1 and 2 and a part of vacated alley of H. Roy Berry Company's
Northwest Subdivision in the Northwest I of the Southeast 1 of
Section 33, Township 42 North, Range 11, East of the Third Prin-
cipal Meridian, in Cook County, Illinois.
is currently zoned under the Zoning Ordinance of the Village of Mount Prospect as
B-2 (Business -Office District), which zoning classification shall remain subject
to the following granted variations which shall be personal to George B. Anderson
and Associates and shall not run with the land:
A. That the land described above shall include a minimum number
of twenty-three (23) nine (9) foot by twenty (20) foot parking
spaces for vehicles rather than thirty-four (34) ten (10) foot
by twenty (20) foot parking spaces as currently required by the
Mount Prospect Zoning Ordinance, which spaces shall be in excess
of all necessary driveways, lanes, ramps, and maneuvering areas.
B. That the requirement to provide a loading zone to serve the sub-
ject property be waived.
SECTIO14 TWO: That all requirements of the Village Code be applicable except
those variations set out in Section One above.
SECTION THREE,: That the Director of Building and Zoning of the Village of Mount
Prospect is hereby directed toissueabuildling perm it in accordance with the varia-
tion 7and limitation hereinbefore mentioned.
SECTION FOUR : That the variations granted by this Ordinance shall be null and
void and of no force and effect whatsoever unless an application for a building
permit is made and construction commenced within one year of the date said Ordi-
nance becomes effective.
SECTION FIVE: That upon the relocation of the main offices of George B. Anderson
and Associates from the subject premises the variations granted in Section One
hereinabove shall be null, void, and of no force and effect whatsoever.
SECTIONSIX: That this Ordinance shall be in full force and effect from and after
the recording of a properly approved Plat Of Subdivisions consolidating the property
hereinabove described, and the passage, approval, and publication of this Ordinance
in the manner prescribed by law.

VARIATION FOR PROPERTY LOCATED AT THE NORTH-
EAST CORNER OF THAYER AND FOREST STREETS,
MOUNT PROSPECT. ILLINOIS.
WHEREAS, the Board of Appeals of the Village of Mount Prospect did meet on the 25th
day of April, 1974 at the hour of 8: 00 p.m. , at the Mount Prospect Village Hall and
did hear Case No. 14-V-74, pursuant to proper legal notice-, and
WHEREAS . the Board of Appeals of the Village of Mount Prospect did hear this request
for a front yard variation to allow the petitioner to construct a residence to within
eighteen (18) feet four (4) inches of Thayer Street instead of the required thirty (30)
foot front yard setback upon the lot legally described hereinbelow; and
WHEREAS, the Board of Appeals of the Village of Mount Prospect did recommend to the
President and Board of Trustees the approval of this request under Case No. 14-V-74
for the reasons that:

WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did conduct
a Public Hearing under Case No. 30-Z-74, on July 25, 1974, to amend various sections,
of Chapter 14 (Zoning Ordinance) of the Municipal Code of Mount Prospect of 1957, as
amended, regarding residential set -back requirements; and
WHEREAS . notice of the aforesaid Public Hearing was made and published in the manner
provided by law; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have
determined that the best interests of the Village of Mount Prospect will be attained by
the adoption of the following Ordinance regarding Case No. 30-Z-74;
NOW t THEREFORE. BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT , COOK COUNTY, ILLINOIS:
SECTION ONE: That subsection D of Section 14.1002 of the Municipal Code of Mount
Prospect of 1957, as amended, be and the same is hereby further amended by adding
thereto a new paragraph, paragraph 4, which paragraph 4 of subsection D shall here-
after be and read as follows:
"4. In no instance shall the yard requirements be greater than
the building or set -back lines of record as established on
or along any street , traffic way, drive, or parkway within
the Village of Mount Prospect pursuant to the Subdivision
Ordinance of the Village of Mount Prospect."
SECTION' TWO: That subsection D of Section 14.1102 of the Municipal Code of Mount
Prospect of 1957, as amended, be and the same is hereby further amended by adding
thereto a new paragraph, paragraph 4 , which paragraph 4 of subsection D shall here-
after be and read as follows:
"4. In no instance shall the yard requirements be greater than
the building or set -back lines of record as established on

WHEREAS, the Zoning Board of Appeals of the Village of Mount Prospect did
conduct a Public Hearing under Case No. 29-Z-74, on July 25,, 1974, on a request
for a zoning classification change from R -X (Single Family Residential District) to
R-1 (Single Family Residential District) of certain property hereinafter described;
and
WHEREAS, a notice of the aforesaid Public Hearing was made and published in
the manner provided by law; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect
have determined that the best interests of the Village of Mount Prospect will be
attained by the adoption of the following Ordinance regarding the subject pro-
