A Rob Roy request for modification of their petition regarding the Rob Roy Country Club development was referred to the May 14th special meeting. The Mount Prospect Jaycees are holding a carnival at the Mount Prospect Shopping Plaza June 12 through June 16, 1974 and requested waiver of the fees excluding the out of pocket expense of the Village. Trustee Scholten, seconded by Trustee Anderson, moved to waive the fees of the Mount � rospect Jaycees as requested. Mr. Norman Rud, 216 Audre' Court, appeared before the Board to request permission to have a mobile home placed on his property next to his residence which had been destroyed by fire on May 2nd. Trustee Hendricks, seconded by Trustee Richardson, moved to allow the placement of the trailer on the property at 216 Audrey Court for a period of four months as a temporary measure until his home could be repaired, subject to the health regulations of the Village of Mount Prospect. It was to be noted that Mr. Rud presented a letter signed by his neighbors stating there were no objectors to this tem- porary arrangement. MANAGER'S REPORT The.VI*llage Manager reported on a proposed study on cost and engineering at Oakton Street, and an ordinance granting a permit to the Metropolitan Sanitary District of Greater Chicago to construct a sanitary sewer on Oakton St. was read for first reading. It will be presented for a , second reading at the next regular Board meeting May 21st. p. 3 5/7/74 T 5 he Manager reported on a staff study of parking problems in and on the periphery of the Central Business Diffistrict on both s ides of the railroad tracks. It was his recommendation that the Board approve of parking adjacent t o the post office on Evergreen Avenue; post office employee, all -day parking on Evergreen Avenue east of Owen; and comuter parking on the north side of Prospect Avenue from Maple Street east. The memorandum recommended a ban on parking on the north side in front of dry cleaners and post office area, utilizing special signs, special curb markings, and lane arrows. It was his i i i izens opinion that the area should be for the sole use of c't' driving up to the deposit boxes at the curb. Secondly, he suggested changing the 2 -hour parking on the south side of the street to 30 minute parking. Third, to restripe, since the present stalls are too narrow and the thermoplastic restriping done late last fall did not adhere properly. The next study related to a petition from homeowners on Ever- green east of Owen regarding post office employee parking. It was recommended that 2 -hour parking now in effect west of this block be extended an additional block to preclude this solid parking. Trustee Richardson, seconded by Trustee Link, moved to authorize the Village Manager to post two-hour parking signs as recommended. Upon roll call: Ayes: Hendricks Link Richardson Teichert Nays: Anderson Gustus Scholten Motion carried. The third matter considered in this memorandum of May 3rd was Prospect Avenue. It was recommended that "No Parking" signs be posted on the north side of Prospect Avenue from Maple Street to Mt. Prospect Rd. and when needed riight-of- way is secured, Prospect Avenue should be widened and repaved. Commuter parking possibilities can be studied at this time. Trustee Richardson, seconded by Trustee Link, moved to authorize the administration to post no parking signs on the north side of Prospect Avenue, but not to be installed until such time as the new parking facilities are available. Upon roll call.- Ayes.- Anderson Gustus Hendricks Link Richardson Scholten The Village Manager requested permission to secure proposals from several qualified firms and make a specific recommenda- tion to the Board within the next two months to consider the feasibility study of the possible acquisition of Citizens Utility's holdings in the northeastern area of Mt. Prospect. Trustee Scholten, seconded by Trustee Richardson moved to approve a feasibility study by outside counsel to give a run-down on the extent and condition of the lines as they ion oem exist for the purpose of putting a valuati n the cyst , authorizing the Village Manager to get proposals or estimates and costs. Trustee Hendricks commended the Village Manager and Finance Director for the work expended on the 1974-75 budget. Trustee Hendricks, seconded by Trustee Richardson, moved to waive the rules to consider a matter not in this section of the agenda, regarding sidewalks on Central Rd. The next item on the agenda was a matter of appointments. Mayor Teichert named Katheryn Anderson as a member of the USA/Mt. Prospect BI -Centennial Committee and requested Board concurrence. Trustee Scholten, seconded by Trustee Richard- son, moved to concur in the Mayor's appointment of Katheryn Anderson. Mayor Telchert named Thomas Leo for re -appointment to the Fire and Police Commission for a full term to May 1, 1977, and requested Board concurrence. Link advising of his resignation from the Village Board to be effective as of June 1, 1974. COMMITTEE CHAT'Pd'N REPORTS BUILDING COMMITTEE The Case ZBA-11-V-74 - Robert Novak petition for variation of 10' to be built with 20' setback from We -Go Trail was Wered. Attornev Cronin and Mrs. Audrey Cronin and consl Mr. Richard Burkhart,716 S. See-Gwun, appeared as objectors in this matter. The Cronin residence at 719 S. We -Go Trail is behind the Novak property and Mr. Cronin presented a letter from Jim Warriner, Vice President - General Sales Manager of Robert L. Nelson Real Estate stating it was his belief. that the proposed variation in Case ZBA-11-V-74 could effect the sale of their property but it would be difficult to appraise to just what extent 'it would be depreciated. The letter was submitted to the Clerk for filing. Mr. Bernard Lee, Attorney, representing the petitioner, made drawings of the proposed setbacks and the easements which had been granted to the Cronins. Trustee Richardson, seconded by Trustee Anderson, moved that the Village Board concur in the recommendation of the Zoning Board of Appeals to grant the variation as re- quested by Mr. Novak in Case ZBA-11-V-74. FROM: Village Manager SUBJECT: Feasibility Study -- Proposed Annexation of Prospect Meadows to Mount Prospect DATE.- May 17, 1974 M�r r W1 A In recent years residents of the subject subdivision have dis- cussed annexation with Village officials. The most recent discussion meeting was at Prospect High School in the summer of 1973 at which time Mayor Teichert and the Manager were present to answer questions from a good attendance of homeowners. The Prospect Meadows people then proceeded to retain an attorney, and secured a favorable response via signed petition of approximately 75% of the available owners (there are a few absentee owners). On May 1, 1974 Judge Harry Comerford signed an order certifying that the property and plat were in proper order for consideration by the Mount Prospect Village Board for possible annexation. This data was presented to the Board at its regular meeting on may 7, 1974 and the following report is submitted in response to the Board's request for additional information. A map of the area has been taken from our Zoning Ordinance and is made a part hereof. Please disregard the large 11X11. % The property itself consists of 171 lots all of which are developed. It is my feeling that the usual six months review of our finances will handle the extra costs involved and it would ultimately be recouped in tax and State aid revenue. Annexation would not require the addition of extra police personnel or vehicles. The patrol car "beat" in this general area will simply be enlarged to include the subdivision. In this connection, it should be noted that the streets have a bad traffic pattern which should ultimately be corrected. There are 8 deadend street areas which make police patrol and snowplowing more difficult. Improvements on Forest Avenue and Elmhurst Avenue, as suggested elsewhere in.this report, will eliminate these problems. - 2 - FIRE SERVICES The area is presently served by the Prospect Heights Volunteer Fire Department. With annexation, our Fire Department would take over with full fire protection and paramedic services. Aside from the aforesaid street conditions, no problems are foreseen* The existing streets are seal coated and very narrow. Some shoulder maintenance will be required, especially in those areas where mail delivery trucks pull off the side of the road. There is a very poor traffic pattern existing in this subdivision which should be corrected. For example, there are now 8 deadend street conditions. Recommend improvements on Forest Avenue and Elmhurst Avenue for elimination of these problems. This work could be done with Village forces by digging out the blacktop, putting in small quantities of stone base, and then seal coat over the top of it. At the present time, storm water is collected in open ditches and there are culverts in driveways and street intersections. Many of these culverts are smashed shut, full of debris, or set at an improper grade which are all potential problem areas for ponding of water. For example, on Forest Avenue there appears to be very poor drainage of water and in many cases there is no apparent means of escape. There are bushes planted next to roadways which can be conceivably construed as safety hazards, and also many trees are on public right-of-way which would have to be removed if any pertion of the streets were widened and/or sidewalks installed. There are a number of areas along Elmhurst Avenue, especially where some Lombardy poplars are dead, and it appears this is public property so we would be able to remove same. Several residences have diseased elm trees standing which should also be removed. The sanitary sewer is owned by the Prospect Meadows Homeowners Association, and there is a sewage lift Station which is owned and operated by the MSD of Chicago. Cost for operation and main- tenance of the lift station is realized through special real estate taxation. Maintenance of the sewer distribution system is allegedly on an emergency basis, with payments for services rendered being made out of the Prospect Meadows Homeowners Association's contingency fund. There is a water system in the area which is privately owned. It has a fair cross section of fire hydrants, but it is not known if it is a looped system or if there is a series of deadend condi tions . There are two wells connected to the system. 3 History of each is as follows: Well #1 - Drilled depth of 201 feet with a 10" diameter hole. Production test figures of 117 GPM. 10 HP motor. Well #2 - Drilled depth of 206 feet with a 12" diameter hole. Production test figures of 283 GPM. 15 HP motor. Most of the street signs and regulatory signs in the area need replacement, at an estimated cost of $1,500. There does not appear to be a need for planting of parkway trees at the present time. MISCELLANEOUS Scavenger Service: The area is presently served by Browning-Ferris, Inc. (Barrington Trucking). If annexed-, the Village will assume the cost of future residential collection (as was done in previous annexations) following the last billing cycle of the scavenger. Vehicle Stickers: It is recommended that upon final approval by the Board, Prospect Meadows residents be allowed to immediately purchase vehicle stickers at the current cost for a 1/2 year period covering the balance of 1974, for a total of $5 -- in the case of senior citizens, $2.50. S re tt it LightinpT: Street lighting at intersections is needed, s bu o�ulE laced on order following our normal six month budgetary review, Other Revenue: While no special Federal census is contemplated for this year, one will probably be taken in the summer of 19?5, and the estimated 600 residents of Prospect Meadows will enable the Village to secure approximately $18 per capita in Motor Fuel Tax and State Income Tax. If there is some other practicable way to certify this new population -- short of an actual Village -wide census -- it will be done. CONCLUSION Annexation of the single-family Prospect Meadows area would be a worthwhile addition to Mount Prospect in that it eliminates the - 4 - last large area of contiguous unincorporated land in our northern area. It will also bring in additional revenue to the Village,* and will not require any significant cash outlays for personnel and equipment, while the Village will be providing service for some time before property tax and related revenues are actually received- this is a condition inherent in all residential annexa- tions of developed property. Trustee Hendricks, seconded by Trustee Scholten, moved that the pending Zoning Board of Appeals cases ZBA26-73 and ZBA27-SU-73 be referred back to the zoning Board of Appeals for further public hearings pursuant to proposed modifications to be tendered at that time by Kenroy, Inc., the petitioners. COMMITTEE ANNOUNCEMENTS Public Works Committee meeting scheduled for Thursday, May 16, was cancelled at the request of Chairman Gustus. Richardson, Chairman, Judiciary Committee SUBJECT: Judiciary Committee Meeting 7-11-74 DATE: July 12, 1974 Present: Chairman E. F. Richardson- Trustee 0. T. Gustus Absent: Trustee R. N. Hendricks A request by the Northwest Municipal Conference for member municipalities to fund up to $1000 each for a full or part- time Executive Secretary was considered. This request was in lieu of an increase in dues from $40 to $3000 annually, which was requested last year. The Judiciary Committee voted 2-0 to recommend to the Mayor and Board that Mount Prospect participate in the financial assistance up to $1000 for one year, with the condition that we are furnished with periodic appraisals of the program before we give consideration to any additional funding. The Committee also discussed our participation in the Suburban Association of Municipalities which has been costing each member $4000 per year for the lobbying services of Mr. William Watson. The Committee voted 2-0 to recommend to the Mayor and Board that effective immediately we discontinue the services of Mr. William Watson, and ask that the Village Manager so advise Mr. Watson and other members of the Suburban, Association of Municipalities.
